Theoretical framework: The Civil Servant (ASN) is the crucial point and key factor that decides the success or failure of governance and the implementation of national development. The smooth administration of government and the implementation of national development are largely determined by the quality of the resources of the apparatus.
Design/methodology/approach: This research uses a type of mixed method. The source of data in this study is the regional personnel agency for secondary data and the primary data comes from interviews with key informants and informants in this case are the Head of BKPSDM (Human Resources Development and Personnel Agency) of Samarinda City and officials related to civil servant. Furthermore, this research will also use the analytic comparison analysis method, which is a method that contrasts theory with other explanations of concrete conditions in a more specific social context
Findings: Education and training are conducted according to applicable regulations with all budget constraints so that the in-house training strategy is an alternative to the implementation of training even though the results have not been maximized. Cost leadership strategy through increasing the budget for ability and capability improvement is a strategy that is expected to accelerate the increase in apparatus ability.
Research, Practical & Social implications: To increase the capability of Civil Servants more intensively, it is necessary to increase the appropriate Education and Training budget according to the skill needs of each work unit.
Originality/value: The researcher adds that integrity is an implementation of the in-house training strategy.
The study attempts to reveal how civil servant employee voice conduct should be raised by their supervisor in order to make the relocation process of Indonesia's capital from Jakarta to Ibu Kota ...Nusantara (IKN)- the new name of Indonesia new capital successful. Using a qualitative approach, interpretative phenomenological analysis with an in-depth semi-structured interview is used in this study to explore in detail how participants are making sense of their personal perception regarding their movement to the IKN. The findings of this study found several important factors that are taken into consideration by civil servants in facing the relocation process to IKN, namely the support of family and partners, availability of infrastructure (accessibility to quality education, public services, transportation, and health facilities), accessibility of information, open socialization. and sustainable, as well as the role of leaders in bringing about change.
The post-holder now has to adapt the new simplified regulation about changing structural position from echelon III and IV to the functional position. Since this regulation has been issued recently, ...they sometimes will experience the feeling of pessimism, anxiety or worry in playing the role of the new position. The problems to be solved in this research are: 1) what are the problems faced by the functional post-holder? 2) what is the strategy adopted in carrying out the duties and functions of functional post-holder? This study uses a qualitative and quantitative approach with a mix-method. This study take place in the representatives of state universities in Indonesia. The mix-method was used to obtain comprehensive results on the readiness of education personnel whose function was switched from structural positions to functional position in universities under the Ministry of Education, Cultural, Research and Technology who were affected by the changing of echelon III and IV structural positions. The conclusion of this study is that education personnel whose function was switched from structural positions to functional position experience problems including incompatibility of educational background with their functional position, incompatibility of job desk with their interests and expectations. The incompatibility of functional position with the placement of job unit causes lack of positive impact on their working record and the decrease of financial support

In practice, there are difference boundaries of the jurisdictional authority of each institutions and there are different perception in each institutions towards on the criminal investigators process with Police investigators. Meanwhile, the efforts of police investigators to improve the implementation of coordination and controlling function to process criminal investigation by civil servant investigators in the police jurisdiction region south Sulawesi is providing guidance for developing civil servant investigators capability and supervision between the related institutions. The efforts of the police investigators towards civil servant investigators capability development have been effective as it proved held once in every year and the supervision between the related institutions will be held if the head of civil servant investigators institutions make some request. Civil Servant Investigators are expected to maximize the function of coordinating and controlling the investigation with police investigators in this case Korwas Investigators, so that the law enforcement process can run synergistic.
The background to writing this journal is the importance of legal aid for civil servants. Where legal aid is exercised as the legal basis for legal aid, the right to legal aid itself must be ...guaranteed. This is in accordance with the 1945 Constitution. Article 27 (1) states that all citizens have equal status in law and government and are obliged to uphold the law and government without exception. Section 28D (1) entitles every human being to recognition, security, protection, fair legal certainty and equal treatment before the law (just and impartial courts). This study is a normative study that analyzes descriptively, using legal approaches, existing theories and expert opinion, to address the main controversial issue, namely when to seek legal assistance. The purpose is to find and answer the rights of civil servants. Legal aid is a means of upholding human rights values to create the rule of law. As a democracy based on the rule of law and in defense of human rights, everyone has the right to equal treatment and protection of the law. Civil servants are also entitled to legal assistance in accordance with the rule of law when needed. This study is very important given that governments have a duty to protect public servants in the form of legal aid. From this, it can be concluded that the civil servants right to legal aid under Article 106 of Law No. 5 of 2014 relates to the State Code of Civil Procedure. Article 308 Decree No. 11 Year 2017 on Management of Civil Servants shall only apply if the case is accepted by the court and there are limits/restrictions on the case. This is included in Social Assistance Legal Aid as the right to social assistance granted to civil servants is the right to receive social assistance which is part of the framework of social protection provided by the government to civil servants.
This study aimed to determine the effect of career rotation on the career development of civil servant of the educational staff in Serang city, Banten province, Indonesia. We used a quantitative ...approach and survey method with correlational techniques through multiple linear regression analysis. The method used in this study is case study. The data taken in this study is regarding career development and rotation of civil servant of the educational staff. The entire data is primary data, namely data from research respondents. The data was collected using a questionnaire in the form of an instrument. In this study, the results of regression linearity where the Fcount value was 0.825 and the probability significance value was 0.747 so that rotation positively affects the career development of civil servant of the educational staff in Serang City, Banten Province, Indonesia. It means that if the rotation is carried out on target, it will be followed by the career development of civil servant of the educational staff in Serang city, Banten province, Indonesia.
One of the current challenges of democracy is the increasing complexity of governing and, consequently, increasing civil servant influence at the expense of elected representatives. This is also ...affected by what politician–civil servant relations look like and by contextual aspects, although knowledge about the extent and impact of this influence is selective. Thus, this paper examines civil servants’ influence in evidently complex and resource-intensive processes by conducting a study of citizen dialogues in two rural Swedish municipalities. Expectedly, traits of this context can be recognised throughout the results. The findings point to the position of the involved civil servants as important to the level of civil servant influence in these processes. They further suggest that process complexity may contribute to amplifying already high civil servant influence. However, they also confirm expectations about civil servants’ dispositions towards political legitimate processes, which appeared to dampen the impact of the skewed influence. I conclude that, with these contextual preconditions, the studied form of process can potentially increase civil servant influence. I also argue that, given the size and form of this study, this highlights the need for further studies in local rural contexts and local politician–civil servant relations.

Civil servant investigators' authority to handle fish quarantine crimes was carried out based on Article 83 paragraph (2) of Law Number 21 of 2019 through coordination with the police, which includes two fields, namely the field of guidance and operations. The inhibiting factors for civil servant investigators in handling fish quarantine crimes were divided into law enforcement factors and legal substances.
This research examined Indonesian civil servants' work behavior using social media interactions. A hermeneutic approach was used to ascertain the meaning of an individual’s actions using text in ...social media interactions. The results showed that the work behavior of Indonesian civil servants tends to be negative and is primarily due to the unequal distribution of workload. First, this study uses a collection of data obtained from Twitter. Second, the data taken is selected based on the topic of work behavior. This research implies that work behavior needs to be monitored and managed appropriately to enhance public sector organizations' achievement and keep employees in proper conditions. Furthermore, work behavior management can be improved by evenly distributing the workload among employees. Negative work behavior leads to decreased employee performance, which causes dissatisfaction in public services. Work behavior analysis using social media interactions in the public sector is a new theme that needs to be explored in public administration practice. This is a critical topic of research as it can affect the achievements of an organization due to the support of rapid technological developments.
Purpose: This study analyzes civil servants' trust in cash waqf institution and their relationship with commitment. We use Key Mediating Variables (KMV) Theory with variables such as board ...benevolence, board integrity, board ability, board opportunism, communication, and accountability to predict the trust and commitment of civil servants in providing cash waqf. Research design, data and methodology: We used a quantitative research approach and an online questionnaire distributed to civil servants in Gorontalo Province; 410 respondents were obtained. Structural Equation Modeling (SEM) was used, utilizing the SEM-PLS software to analyze the data. Result: This study found that the variables board benevolence, board ability, board integrity, board opportunism, communication, and accountability affected trust. As for the variable of accountability, the hypothesis was rejected Conclusion: The communication variable of cash waqf institutions has a strong influence in increasing the confidence of civil servants in providing cash endowments. However, trust in waqf institutions may diminish due to low accountability and poor governance of cash waqf institutions.
The trust of civil servants in cash waqf institutions in the future will increase their commitment to waqf. KCI Citation Count: 0
