Scholars of the U.S. House disagree over the importance of political parties in organizing the legislative process. On the one hand, non-partisan theories stress how congressional organization serves ...members' non-partisan goals. On the other hand, partisan theories argue that the House is organized to serve the collective interests of the majority party. This book advances our partisan theory and presents a series of empirical tests of that theory's predictions (pitted against others). It considers why procedural cartels form, arguing that agenda power is naturally subject to cartelization in busy legislatures. It argues that the majority party has cartelized agenda power in the U.S. House since the adoption of Reed's rules in 1890. The evidence demonstrates that the majority party seizes agenda control at nearly every stage of the legislative process in order to prevent bills that the party dislikes from reaching the floor.
What are the main factors that allow presidents and prime ministers to enact policy through acts of government that carry the force of law? Or, simply put, when does a government actually govern? The ...theory presented in this book provides a major advance in our understanding of statutory policy making. Using a combination of an original analytical framework and statistical techniques, as well as historical and contemporary case studies, the book demonstrates that, contrary to conventional wisdom, variations in legislative passage rates are the consequences of differences in uncertainty, not partisan support. In particular, it shows that a chief executive's legislative success depends on the predictability of legislators' voting behavior and whether buying votes is a feasible option. From a normative standpoint, the book reveals that governability is best served when the opposition has realistic chances of occasionally defeating the executive in the legislative arena.
When members are elected to the House of Representatives they have a certain freedom to decide how they will act as members and how they will build their reputations. Just as in the market place ...entrepreneurs build businesses, so in the House of Representatives members have the freedom to choose to build legislative programs that will enhance their reputations in the institution. And yet entrepreneurship is also costly to members. Gregory Wawro explains why members of the House engage in legislative entrepreneurship by examining what motivates them to acquire policy knowledge, draft legislation, build coalitions, and push their legislation in the House. He considers what incentives members have to perform what many have perceived to be the difficult and unrewarding tasks of legislating.
This book shows how becoming a legislative entrepreneur relates to members' goals of reelection, enacting good public policy, and obtaining influence in the House. The analysis differs from previous studies of this behavior, which for the most part have employed case study methods and have relied on anecdotal evidence to support their arguments. Wawro analyzes legislative entrepreneurship in a general and systematic fashion, developing hypotheses from rational-choice-based theories and testing these hypotheses using quantitative methods.
Wawro argues that members engage in legislative entrepreneurship in order to get ahead within the House. He finds that the more legislative entrepreneurship that members engage in, the more likely it is that they will advance to prestigious positions.

Parliamentary obstruction, popularly known as the "filibuster," has been a defining feature of the U.S. Senate throughout its history. In this book, Gregory J. Wawro and Eric Schickler explain how ...the Senate managed to satisfy its lawmaking role during the nineteenth and early twentieth century, when it lacked seemingly essential formal rules for governing debate.
What prevented the Senate from self-destructing during this time? The authors argue that in a system where filibusters played out as wars of attrition, the threat of rule changes prevented the institution from devolving into parliamentary chaos. They show that institutional patterns of behavior induced by inherited rules did not render Senate rules immune from fundamental changes.
The authors' theoretical arguments are supported through a combination of extensive quantitative and case-study analysis, which spans a broad swath of history. They consider how changes in the larger institutional and political context--such as the expansion of the country and the move to direct election of senators--led to changes in the Senate regarding debate rules. They further investigate the impact these changes had on the functioning of the Senate. The book concludes with a discussion relating battles over obstruction in the Senate's past to recent conflicts over judicial nominations.

Conventional wisdom holds that legislators who bring "pork"-federal funds for local projects-back home to their districts are better able to fend off potential challengers. For more than four ...decades, however, the empirical support for this belief has been mixed. Some studies have found that securing federal spending has no electoral effects at best or can even cost incumbent legislators votes. In Pork Barrel Politics, Andrew H. Sidman offers a systematic explanation for how political polarization affects the electoral influence of district-level federal spending. He argues that the average voter sees the pork barrel as an aspect of the larger issue of government spending, determined by partisanship and ideology. It is only when the political world becomes more divided over everything else that the average voter pays attention to pork, linking it to their general preferences over government spending. Using data on pork barrel spending from 1986 through 2012 and public works spending since 1876 along with analyses of district-level outcomes and incumbent success, Sidman demonstrates the rising power of polarization in United States elections. During periods of low polarization, pork barrel spending has little impact, but when polarization is high, it affects primary competition, campaign spending, and vote share in general elections.Pork Barrel Politics is an empirically rich account of the surprising repercussions of bringing pork home, with important consequences in our polarized era.
