This book examines racial and ethnic coalition building in local elections and considers Black and Latino political incorporation more broadly. Although many argue that Black and Latino voters have ...much to gain from alliances that advance shared interests, coalitions between the two groups have not always formed easily or been stable over time. Recent mayoral elections across the country show different patterns of out-group candidate support. This book seeks to explain these variations and the specific conditions under which Blacks and Latinos vote for the same candidate. Drawing on large-n observational data, survey experiments, and qualitative case studies, Benjamin develops a theory of co-ethnic endorsements, which points to the significance of elite cues from Black and Latino leaders. The book demonstrates that voters use elite co-ethnic endorsements to help inform their votes, that they do so particularly when race is salient in an election, and that this has real implications for representation and access to political benefits.

In recent years there has been a marked resurgence of interest in the effects of electoral laws on important aspects of politics such as party competition. In this volume, a distinguished group of ...scholars looks at the impact of one set of electoral rules--the single non-transferable vote--on electoral competition in Japan, Korea and Taiwan. Under this plan citizens are allowed one vote even though there is more than one seat to be filled. In comparative studies of the adoption and rejection of the single nontransferable vote and the consequences of its use across different settings, the contributors explore the differences in the operation and effects of the application of the same rule in different countries. Arguing that any single feature of a political system is embedded in a political structure and cannot be understood in isolation, the authors demonstrate how the same rule can have different consequences depending on the context in which it operates. The contributors offer fresh insights into the comparative study of political institutions as well as into the operation of particular electoral rules.

In her sweeping history of Imperial Germany's electoral culture, Anderson ...shows how the sudden opportunity to "practice" democracy in 1867 opened up a free space in the land of Kaisers, generals, and Junkers. Originally designed to make voters susceptible to manipulation by the authorities, the suffrage's unintended consequence was to enmesh its participants in ever more democratic procedures and practices. The result was the growth of an increasingly democratic culture in the decades before 1914. Explicit comparisons with Britain, France, and America give us a vivid picture of the coercive pressures--from employers, clergy, and communities--that German voters faced, but also of the legalistic culture that shielded them from the fraud, bribery, and violence so characteristic of other early "franchise regimes." We emerge with a new sense that Germans were in no way less modern in the practice of democratic politics. Anderson, in fact, argues convincingly against the widely accepted notion that it was pre-war Germany's lack of democratic values and experience that ultimately led to Weimar's failure and the Third Reich. Why do ethnic riots break out when and where they do? Why do some governments try to prevent ethnic riots while others do nothing or even participate in the violence? In this book, Steven I. ...Wilkinson uses collected data on Hindu-Muslim riots, socio-economic factors and competitive politics in India to test his theory that riots are fomented in order to win elections and that governments decide whether to stop them or not based on the likely electoral cost of doing so. He finds that electoral factors account for most of the state-level variation in Hindu-Muslim riots: explaining for example why riots took place in Gujarat in 2002 but not in many other states where militants tried to foment violence. The general electoral theory he develops for India is extended to Ireland, Malaysia and Romania as Wilkinson shows that similar political factors motivate ethnic violence in many different countries.

From 1789 to 1913, U.S. senators were not directly elected by the people-instead the Constitution mandated that they be chosen by state legislators. This radically changed in 1913, when the ...Seventeenth Amendment to the Constitution was ratified, giving the public a direct vote.Electing the Senateinvestigates the electoral connections among constituents, state legislators, political parties, and U.S. senators during the age of indirect elections. Wendy Schiller and Charles Stewart find that even though parties controlled the partisan affiliation of the winning candidate for Senate, they had much less control over the universe of candidates who competed for votes in Senate elections and the parties did not always succeed in resolving internal conflict among their rank and file. Party politics, money, and personal ambition dominated the election process, in a system originally designed to insulate the Senate from public pressure.
