This 2005 book is a comparative history of the economic organisation of energy, telecommunications and transport in Europe in the nineteenth and twentieth centuries. It examines the role that private ...and public enterprise have played in the construction and operation of the railways, electricity, gas and water supply, tramways, coal, oil and natural gas industries, telegraph, telephone, computer networks and other modern telecommunications. The book begins with the arrival of the railways in the 1830s, charts the development of arms' length regulation, municipalisation and nationalisation, and ends on the eve of privatisation in the 1980s. Robert Millward argues that the role of ideology, especially in the form of debates about socialism and capitalism, has been exaggerated. Instead the driving forces in changes in economic organisation were economic and technological factors and the book traces their influence in shaping the pattern of regulation and ownership of these key sectors of modern economies.

This article has a twofold aim: 1) to introduce four theoreticians who transfer concepts of postcolonial theory to the analysis of post-socialist Central and Eastern Europe; 2) to apply these ...concepts to the interpretative dialogue of Milan Kundera’s essay *e Tragedy of Central Europe (1983). Te article thus presents the main concepts of the Bulgarian historian Maria Todorova (Balkanism and its similarities with and diferences to Orientalism), American-Polish literary historian and Slavicist Ewa Tompson (surrogate hegemon, Sarmatism), Russian cultural theorist Madina Tlostanova (speaking from colonial wounds), and Hungarian sociologist Agnes Gagyi. In particular, the presentation of Todorova and Tompson is complemented by the presentation of the debates caused by their work (Diana Mishkova and Rastko Močnik in Todorova’s case, Stanley Bill, Jan Sowa, Claudia SnochowskaGonzalez in Thompson’s case) and conceptual alternatives (Maria Janion). The concepts of these authors are used to demonstrate how Kundera’s essay is based on his ignorance of both non-European world and European internal peripheries, how it homogenizes Central European experiences, how it replaces politics by culture, and how it contributes to conservative identitarian positions which are not shared by Kundera in his other writings. In conclusion, the article discusses the mutual ignorance of Central European discourse and postcolonial discourse, and the possibilities of dialogue. On the meta-level the article also poses the question of how dialogue between theories of literature and political theory can enrich both participants.
Why did »equality« become prominent in European societies based on hierarchy during the Enlightenment? What does »equality« imply for societies, politics, or legal systems? The contributors to this ...volume draw on various historical case studies, from visionary practices in revolutionary France and the collection of data on the poor in 19th-century Germany, to claims raised under the minority regime of the League of Nations and the anti-discrimination politics of the UN and India. The dynamics of universalizing equality are contrasted with a concept asserting that equality must be limited to and by order. The contributions thus explore concepts of equality from the perspectives of history and law and show that practices of comparing were essential when it came to imagining others as equal, fighting discrimination, or scandalizing social inequalities.

This article examines a book of speeches and essays by the Czech poet and novelist Jan Čep (Meditations, CDK, Brno 2019), which he broadcast on Radio Free Europe (RFE) in the period afer the ...communist coup in 1948 and afer his emigration from Czechoslovakia, the texts of which he would later publish in a series of exile periodicals (Nový život, Svědectví and Proměny) in the years 1953–1966, and 1969. At the same time, the author seeks to understand Čep’s work as a whole during the 1940s, 1950s and 1960s, and to elucidate the relationship between the author’s fctional and non-fctional texts of this period, tracing their possible intersections and mutual signifcation. It also explores the broader context of Čep’s critique of Marxism as an indoctrination ideology from Stalinist countries, with an aim to better understand the place and role of the poet in Soviet totalitarian and Western liberal societies, the specifcs of transformation and intensifcation of Čep’s initial aesthetic views in the 1950s and 1960s, and fnally Čep’s own refections on his own position as an exiled poet actively seeking to embolden fellow citizens in his homeland who remained captive to totalitarian power.
Aiming at generating evidence for formulating targeted and cost-effective public health interventions for the effective control of alcohol use (AU) in emerging adults in South Eastern Europe. The ...study's objective was to assess if alcohol users experience adverse childhood experiences (ACE) more often than non-users, and to identify which ACE victims are the most vulnerable to AU.
The data was collected in 2010-2012 in two cross-sectional studies conducted in university settings in Montenegro and Romania (overall response rate 89.1%). In the present study, 3,283 students were included. The international ACE Study Questionnaires were used as a base for study instruments for collecting information on ACEs, health behaviours, and socio-economic factors. The association between AU and individual ACEs, adjusted to background factors, was assessed by using logistic regression.
From the child maltreatment group, three ACEs were included in the final model as statistically significantly associated with AU, all of them from physical neglect/abuse types: frequently being hit so hard to have marks or being injured (OR=1.68; p=0.012), frequently being spanked (OR=1.38; p=0.012), and frequently having no person to take to the doctor if necessary (OR=0.58; p=0.031). From the household dysfunction group, two ACEs were included in the final model: exposure to mental health problems in the household (OR=2.85; p<0.001), and living with a problematic drinker/alcoholic (OR=1.51; p=0.019).
The effect of exposure to ACEs on AU persists into emerging adulthood. This should be considered when developing cost-effective response to AU burden through targeted interventions, in particular in settings with scarce resources.
