Although most economists maintain a mistrust of a government's goals when it intervenes in an economy, many continue to trust its actual ability. They retain, in other words, a faith in state ...competence. For this faith, they adduce no evidence. Sharing little skepticism about the government's ability, they continue to expect the best of governmental intervention. To study government competence in World War II Japan offers an intriguing laboratory. In this book, Yoshiro Miwa shows that the Japanese government did not conduct requisite planning for the war by any means. It made its choices on an ad hoc basis and the war itself quickly became a dead end. That the government planned for the war incompetently casts doubts on the accounts of Japanese government leadership more generally.
In Imperial Gateway, Seiji Shirane explores the political, social, and economic significance of colonial Taiwan in the southern expansion of Japan's empire from 1895 to the end of World War II. ...Challenging understandings of empire that focus on bilateral relations between metropole and colonial periphery, Shirane uncovers a half century of dynamic relations between Japan, Taiwan, China, and Western regional powers. Japanese officials in Taiwan did not simply take orders from Tokyo; rather, they often pursued their own expansionist ambitions in South China and Southeast Asia. When outright conquest was not possible, they promoted alternative strategies, including naturalizing resident Chinese as overseas Taiwanese subjects, extending colonial police networks, and deploying tens of thousands of Taiwanese to war. The Taiwanese—merchants, gangsters, policemen, interpreters, nurses, and soldiers—seized new opportunities for socioeconomic advancement that did not always align with Japan's imperial interests. Japan is currently the only advanced industrial democracy with a fourth-generation immigrant problem. As other industrialized countries face the challenges of incorporating post-war immigrants, Japan ...continues to struggle with the incorporation of pre-war immigrants and their descendants. Whereas others have focused on international norms, domestic institutions, and recent immigration, this book argues that contemporary immigration and citizenship politics in Japan reflect the strategic interaction between state efforts to control immigration and grassroots movements by multi-generational Korean resident activists to gain rights and recognition specifically as permanently settled foreign residents of Japan. Based on in-depth interviews and fieldwork conducted in Tokyo, Kawasaki, and Osaka, this book aims to further our understanding of democratic inclusion in Japan by analyzing how those who are formally excluded from the political process voice their interests and what factors contribute to the effective representation of those interests in public debate and policy.

In The Politics of Dialogic Imagination, Katsuya Hirano seeks to understand why, with its seemingly unrivaled power, the Tokugawa shogunate of early modern Japan tried so hard to regulate the ...ostensibly unimportant popular culture of Edo (present-day Tokyo)—including fashion, leisure activities, prints, and theater. He does so by examining the works of writers and artists who depicted and celebrated the culture of play and pleasure associated with Edo's street entertainers, vagrants, actors, and prostitutes, whom Tokugawa authorities condemned to be detrimental to public mores, social order, and political economy. Hirano uncovers a logic of politics within Edo's cultural works that was extremely potent in exposing contradictions between the formal structure of the Tokugawa world and its rapidly changing realities. He goes on to look at the effects of this logic, examining policies enacted during the next era—the Meiji period—that mark a drastic reconfiguration of power and a new politics toward ordinary people under modernizing Japan. Although democracy is, in principle, the antithesis of dynastic rule, families with multiple members in elective office continue to be common around the world. In most democracies, the proportion of ...such "democratic dynasties" declines over time, and rarely exceeds ten percent of all legislators. Japan is a startling exception, with over a quarter of all legislators in recent years being dynastic. InDynasties and Democracy, Daniel M. Smith sets out to explain when and why dynasties persist in democracies, and why their numbers are only now beginning to wane in Japan-questions that have long perplexed regional experts.
Smith introduces a compelling comparative theory to explain variation in the presence of dynasties across democracies and political parties. Drawing on extensive legislator-level data from twelve democracies and detailed candidate-level data from Japan, he examines the inherited advantage that members of dynasties reap throughout their political careers-from candidate selection, to election, to promotion into cabinet. Smith shows how the nature and extent of this advantage, as well as its consequences for representation, vary significantly with the institutional context of electoral rules and features of party organization. His findings extend far beyond Japan, shedding light on the causes and consequences of dynastic politics for democracies around the world.
For a country already uneasy about energy security, the 2011 earthquake and tsunami, which caused a nuclear catastrophe at the Fukushima nuclear power plant, turned pre-existing Japanese concern ...about the availability of energy into outright anxiety. The subsequent closure of many nuclear reactors meant Japan needed to replace lost power quickly and so had no choice but to secure additional fossil fuels, undermining Japanese diversification policy and increasing global and regional competition for energy. This switch has been at a cost to the already weak Japanese economy whilst the increase in fossil fuel consumption has caused a significant increase in greenhouse gas emissions. In this book Vlado Vivoda examines the drastically changed environment following the disaster in order to analyse Japan’s energy security challenges and evaluate Tokyo’s energy policy options. To prove his case, Metzler explores heterodox ideas about economic life , in particular Joseph Schumpeter's realization that inflation is intrinsic to capitalist development. Schumpeter's ideas, widely ignored within standard American neoclassical economic theory, were shaped by his experience of Austria's reconstruction after 1918. They were highly influential in Japan, and Metzler traces their impact in the period from the Allied Occupation, starting in 1945, through the Income Doubling Plan of 1960. Japan after defeat, Metzler argues, illustrates the critical importance of inflationary credit creation for increased production.
