More than a quarter of century after the end of the war in 1975, the Lao leadership is still in search for a compelling nationalist narration. Its politics of culture and representation appear to be ...caught between the rhetoric of preservation and the desire for modernity. Meanwhile, originating from the periphery where ethnic minorities had hitherto been symbolically, politically and administratively confined, the participation of some of their members in the Indochina Wars (1945-75) exposed these individuals to socialization and politicization processes.
This rigorously researched and cogently argued book is a fine-grained analysis of substantial ethnographic material, showing the politics of identity, the geographies of memory and the power of narratives of some members of ethnic minority groups who fought during the Vietnam War in the Lao People's Liberation Army and/or were educated within the revolutionary administration. No study has ever been conducted on the latter's views on the national(ist) project of the late socialist era. Their own perceptions of their membership of the nation have been overlooked.
Post-War Laos is a set to be a landmark study, and an original contribution which refines established theories of nationalism, such as Anderson's 'imagined community', by addressing a common weakness: namely, their tendency to deny agency to individuals, who in fact interpret their relationship to, and place within, the nation in a variety of ways that may change according to time and circumstance.
In the twenty-first century, land deals in the Global South have become increasingly prevalent and controversial. Transnational access to arable land in impoverished "land-rich" countries in Latin ...America, Sub-Saharan Africa, and Southeast Asia highlights the link between the shifting geopolitics of economic development and problems of food security, climate change, and regional and international trade. Drawing on ethnographic and archival research, Upland Geopolitics uses the case of Chinese agribusiness investment in northern Laos to study the unbalanced geography of the new global land rush. Connecting the current rubber plantation boom to a longer trajectory of foreign intervention in the region, Upland Geopolitics reveals how legacies of Cold War conflict continue to pave the way for transnational enclosure in a socially uneven landscape. By viewing hydropower as a ...process that creates ecologically uncertain environments, Jerome Whitington reveals how new forms of managerial care have emerged in the context of a privatized dam project successfully targeted by transnational activists. Based on ethnographic work inside the hydropower company, as well as with Laotians affected by the dam, he investigates how managers, technicians and consultants grapple with unfamiliar environmental obligations through new infrastructural configurations, locally-inscribed ethical practices, and forms of flexible experimentation informed by American management theory.
Far from the authoritative expertise that characterized classical modernist hydropower, sustainable development in Laos has been characterized by a shift from the risk politics of the 1990s to an ontological politics in which the institutional conditions of infrastructure investment are pervasively undermined by sophisticated 'hactivism.' Whitington demonstrates how late industrial environments are infused with uncertainty inherent in the anthropogenic ecologies themselves. Whereas 'anthropogenic' usually describes human-induced environmental change, it can also show how new capacities for being human are generated when people live in ecologies shot through with uncertainty. Implementing what Foucault called a "historical ontology of ourselves,"Anthropogenic Riversformulates a new materialist critique of the dirty ecologies of late industrialism by pinpointing the opportunistic, ambitious and speculative ontology of capitalist natures.

For decades, large dam projects have been undertaken by both nations and international agencies with the aim of doing good: preventing floods, bringing electricity to rural populations, producing ...revenues for poor countries, and more. But time after time, the social, economic, and environmental costs have outweighed the benefits of the dams, sometimes to a disastrous degree. In this volume, a diverse group of experts—involved for years with the Nam Theun 2 dam in Laos—issue an urgent call for critical reassessment of the approach to, and rationale for, these kinds of large infrastructure projects in developing countries.
In the 2000s, as the World Bank was reeling from revelations of past hydropower failures, it nonetheless promoted the enormous Nam Theun 2 project. NT2, the Bank believed, offered a new, wiser model of dam development that would alleviate poverty, protect the environment, engage locally affected people in a transparent fashion, and stimulate political transformation. This was a tall order. For the first time, this book shows in detail why, despite assertions of success from the World Bank and other agencies involved in the project, the dam's true story has been one of substantial loss for affected villagers and the regional environment. Nam Theun 2 is an important case study that illustrates much broader problems of global development policy.
Forests, as physical entities, have received considerable scholarly attention in political studies of Asia and beyond. Much less notice has been paid to the significance of forests as symbols that ...enable commentary on identity, aspirations, and authority. Natural Potency and Political Power, an innovative exploration of the social and political importance of forests in contemporary Laos, challenges common views of the rural countryside as isolated and disconnected from national social debates and politics under an authoritarian regime. It offers instead a novel understanding of local perspectives under authoritarianism, demonstrating that Lao people make implicit political statements in their commentary on forests and wildlife; and showing that, in addition to being vital material resources, forests (and their natural potency) are linked in the minds of many Lao to the social and political power of the state. Sarinda Singh explores the intertwining of symbolic and material concerns in local debates over conservation and development, the popularity of wildlife consumption, the particular importance of elephants, and forest loss and mismanagement. In doing so, she draws on ethnographic fieldwork around Vientiane, the capital, and Nakai, site of the contentious Nam Theun 2 hydropower project—places that are broadly reflective of the divide between urban prosperity and rural poverty. Nam Theun 2, supported by the World Bank, highlights the local, regional, and global dynamics that influence discussions of forest resources in Laos. Government officials, rural villagers, and foreign consultants all contribute to competing ideas about forests and wildlife. Singh advances research on forest politics by rethinking how ideas about nature influence social life. Her work refutes the tendency to see modern social life as independent of historical influences, and her attention to viewpoints both inside and outside the state prompts an understanding of authoritarian regimes as not only sources of repression, but also sites of negotiation, engagement, and debate about the legitimacy of social inequalities.
