Seeks to develop understanding of the notion of multi‐level governance through a critical exploration of its definitions and applications by scholars with very different concerns within the broad ...discipline of Political Studies. Despite the different concerns of different authors, four common strands emerge that provide a parsimonious definition of multi‐level governance that raises clear hypotheses for future research. First, that decision‐making at various territorial levels is characterized by the increased participation of non‐state actors. Second, that the identification of discrete or nested territorial levels of decision‐making is becoming more difficult in the context of complex overlapping networks. Third, that in this changing context, the role of the state is being transformed as state actors develop new strategies of coordination, steering and networking that may protect and, in some cases, enhance state autonomy. Fourth, that in this changing context, the nature of democratic accountability has been challenged and need to be rethought or at least reviewed. The book concludes that future research on multi‐level governance should pay particular attention to the implications for democracy of empirical developments and, related to this, to the design of frameworks of accountability that adopt a positive‐sum gain in relation to the accountability versus efficiency debate.
Social policies can transform the lives of the poor and marginalized, yet inequitable implementation often limits their access. Uneven Social Policies shifts the focus of welfare state analysis away ...from policy design and toward policy implementation. By examining variation in political motivations, state capacity, and policy legacies, it explains why some policies are implemented more effectively than others, why some deliver votes to incumbent governments while others do not, and why regionally elected executives block the implementation of some but not all national policies. Niedzwiecki explores this variation across provinces and municipalities by combining case studies with statistical analysis of conditional cash transfers and health policies in two decentralized countries, Argentina and Brazil. The analysis draws on original data gathered during fifteen months of field research that included more than 230 interviews with politicians and 140 with policy recipients.
China, like many authoritarian regimes, struggles with the tension between the need to foster economic development by empowering local officials and the regime's imperative to control them ...politically. Landry explores how the Chinese Communist Party (CCP) manages local officials in order to meet these goals and perpetuate an unusually decentralized authoritarian regime. Using unique data collected at the municipal, county, and village level, Landry examines in detail how the promotion mechanisms for local cadres have allowed the CCP to reward officials for the development of their localities without weakening political control. His research shows that the CCP's personnel management system is a key factor in explaining China's enduring authoritarianism and proves convincingly that decentralization and authoritarianism can work hand in hand.
Local governments do not stand alone—they find themselves in new relationships not only with state and federal government, but often with a widening spectrum of other public and private organizations ...as well. The result of this re-forming of local governments calls for new collaborations and managerial responses that occur in addition to governmental and bureaucratic processes-as-usual, bringing locally generated strategies or what the authors call "jurisdiction-based management" into play. Based on an extensive study of 237 cities within five states, Collaborative Public Management provides an in-depth look at how city officials work with other governments and organizations to develop their city economies and what makes these collaborations work. Exploring the more complex nature of collaboration across jurisdictions, governments, and sectors, Agranoff and McGuire illustrate how public managers address complex problems through strategic partnerships, networks, contractual relationships, alliances, committees, coalitions, consortia, and councils as they function together to meet public demands through other government agencies, nonprofit associations, for-profit entities, and many other types of nongovernmental organizations. Beyond the "how" and "why," Collaborative Public Management identifies the importance of different managerial approaches by breaking them down into parts and sequences, and describing the many kinds of collaborative activities and processes that allow local governments to function in new ways to address the most nettlesome public challenges.
Federal development in post-Franco Spain reaches far beyond familiar Basque/Catalan nationalistic struggles and includes the creation of an increasing number of intergovernmental networks by local ...governments, particularly municipalities, as they engage regional, central, and other local entities to operate programs and services in basic and emergent policy areas. By examining the intergovernmental networks in an increasingly federalized Spain, Robert Agranoff shows that local governments, although they occupy a strong position in legal and constitutional terms, are in practice subordinate to both central and regional governments and therefore lack adequate power and resources to deal with both the responsibilities assigned to them and those they'd like to assume. As a result, local governments are forced into a series of intergovernmental arrangements and transactions with governmental and nongovernmental organizations.
