Inaugurado el 4 de diciembre de 1995, el Museo y Archivo Histórico Policial de la provincia del Chubut se encuentra en Rawson, la ciudad capital, y contiene numerosos documentos sobre diferentes ...momentos de la historia policial de la provincia. En este artículo nos proponemos presentar el libro de notas de la Administración de la Comisaría del Chubut correspondiente a los años 1880-1886. Consideramos que constituye una de las fuentes representativas de los primeros años de la colonia galesa de Chubut, debido a que nos permite estudiar las primeras relaciones y conflictos que se dieron entre los colonos y las autoridades nacionales asignadas al territorio, vinculándolos con el debate parlamentario de 1863 en el que se discutió el proyecto para establecer la colonia en Patagonia. Haremos una breve referencia a los temas que se registraron en ese libro, para analizar luego un enfrentamiento entre el comisario Juan Finoquetto y uno de los líderes galeses, Lewis Jones.
Inaugurated on December 4, 1995, the Historical Police Museum and Archive of the Province of Chubut is located in Rawson, capital state city, and contains numerous documents on different moments of the province's police history. In this article we propose to present the note book of the Chubut Police Station Administration from 1880 to 1886. We consider that it constitutes one of the representative sources of the first years of the Welsh colony of Chubut, because it allows us to study the first relations and conflicts that arose between the settlers and the national authorities assigned to the territory, linking them with the parliamentary debate of 1863 in which the project to establish the colony in Patagonia was discussed. We will make a brief reference to the themes that were recorded in that book, to then analyze a confrontation between Commissioner Juan Finoquetto and one of the Welsh leaders, Lewis Jones.
The aim of this paper is to offer a qualitative analysis of the relationship between disagreement, epistemic stance and contrast in parliamentary debate. To this end, all disagreeing moves including ...both an epistemic stance marker and a contrastive marker equivalent to but have been identified in a corpus of parliamentary debates in Catalan. The epistemic stance markers have been classified considering three main factors: type of marker (epistemic, evidential, attitudinal), epistemic scale (certainty-uncertainty) and position (either in the thesis or in the antithesis). The approach adopted encompasses interactional linguistics and pragmalinguistics as it considers how context variables, such as those related to genre, have an influence on the use and discourse effects of markers of epistemic stance and contrast. The main research questions are two: (i) how genre norms have an incidence on the expression of disagreement and the interpretation of epistemic stance markers, and (ii) how epistemicity and contrast interact with disagreement in parliamentary debate in order to reinforce the speakers' argumentation and block the opponent's opinion, as either questionable or shared knowledge. The analysis shows that disagreeing moves in the corpus establish a long-distance relation with a previous stretch of discourse and trigger a polyphonic strategy that can be expressed through a contrastive construction where epistemic markers qualify either the thesis or the antithesis. In both cases, the disagreeing argument (i.e. the antithesis) is thus reinforced not only when the epistemic stance marker expresses certainty but also when it expresses uncertainty.

This article contributes to the growing body of literature on government transparency by developing a model for studying the construction of transparency in interactions between governments and ...stakeholders. Building on theories about complex decision making, a heuristic model is developed that consists of a strategic, a cognitive, and an institutional perspective. To test the model's value, it is applied to two empirical cases: Dutch schools and the Council of the European Union. Applying the model to the school case provides insights into the connection between the introduction of transparency and the transformation in arrangements for safeguarding school quality. The case of the Council of the European Union highlights the role of transparency in the transformation of the council from a supranational to an intergovernmental body. The article concludes that the heuristic model, together with in-depth, longitudinal case studies, helps us understand government transparency in relation to broader transformations in the public sector.
This article aims to analyze how reflections on gender violence have been articulated in the Spanish parliamentary debate on Ley Orgánica 1/2004. The analysis will highlight the difference in ...positions between the Socialist majority, which defends the concept of gender violence, and the Popular Party, which is oriented towards domestic violence. This difference influences several observations on power and inequality between men and women. However, uncertainties and confusion within the two different perspectives will be noted. It will also be observed how the draft text transforms during the parliamentary process and how different interpretations of violence against women affect this transformation.
The aim of this topos analysis is to identify features of argumentation in Swedish parliamentary debates on asylum policy in 2015 and 2016 compared to German debates. Findings include a focus on ...procedural rather than substantive aspects and an adaptation of government-like argumentation by cooperating opposition parties. These can be attributed to the focus on consensus and cooperation in Sweden, governed by a minority government, and may be typical of minority governments, common in Scandinavia, in general.
Las controversias que se desarrollan en torno a las relaciones entre sociedad y naturaleza tienen variadas formas de emergencia, de expresión y de resolución, dado que están marcadas por los ...intereses que participan de ellas. El presente trabajo analiza la participación de grupos de interés en el debate parlamentario producido en los dos primeros trámites constitucionales de la Reforma al Código de Aguas en Chile, con el fin de identificar modos en que su heterogeneidad organiza los acuerdos acerca de qué es el agua para la sociedad chilena. Luego de analizar la composición de éstos debates, se concluye que la heterogeneidad de grupos de interés que los integran opera como un método de legitimidad, pero a su vez contiene asimetrías geográficas, orgánicas y epistémicas, que favorecen a los grupos que provienen de las regiones centrales del país.
Participation in legislative debates is among the most visible activities of members of parliament (MPs), yet debates remain an understudied form of legislative behavior. This study introduces a ...comparative theory of legislative speech with two major implications. First, party rules for debates are endogenous to strategic considerations and will favor either party leadership control or backbencher MP exposure. Second, in some systems, backbenchers will receive less time on the floor as their ideological distance to the party leadership increases. This leads to speeches that do not reflect true party cohesion. Where party reputation matters less for reelection, leaders allow dissidents to express their views on the floor. We demonstrate the implications of our model for different political systems and present evidence using speech data from Germany and the United Kingdom.
