The Slovenian Environmental Agency (SEA) has started a project entitled "Upgrading the system for monitoring and analysing the state of the water environment", which is partly financed through the ...European Cohesion Fund. The project was named "BOBER" (Better Observation for Better Environmental Response). The wider purpose of the project is to increase the capacity of the SEA to monitor, examine and forecast water cycle factors. The Flood Forecasting System (FFS) has been developed in the framework of the BOBER project. The system provides an overview over forecasts of river discharges and water levels for six days ahead. The FFS is becoming a basic operational tool for the preparation and issuing of daily hydrological forecasts and flood warnings by the Flood Forecasting Department of the SEA. To issue effective flood warnings to the general public, the Hydroalarm system has been implemented. The setup of the FFS is strongly connected to sufficient and available spatial data sources. The FFS combines different tasks; data management, model calibration, decision and management support systems, which are combined through a graphical user interface. During the project, few data sources appropriate for modelling purposes were found. Quite frequently the gathered data were available in different usable formats and needed transformation to usable forms. The discussion in the article focuses on the required data sources needed to develop flood forecasting systems and future spatial and other data requirements for the upgrading and further development of water management sector.
V prispevku je predstavljena zveza med kakovostjo in uporabnostjo podatkov o mestnih zelenih površinah na primeru Mestne občine Ljubljana. Izhodišče za razpravo je teza, da nekritično zbiranje ...podatkov ovira učinkovitost urejanja zelenih površin. V raziskavi so zajeti podatki iz različnih domačih in tujih virov, na podlagi katerih se pokaže, da obstajajo precejšnje razlike med posameznimi zbirkami podatkov o zelenih površinah v Ljubljani. Namesto univerzalnih podatkov, na primer o količini vseh mestnih zelenih površin, se kažejo razlike, ki izhajajo iz namena in načina zbiranja ter vsakokratne interpretacije pojmov in pojavov. Kot je razvidno iz analize, je uporabnost takih specifičnih podatkovnih zbirk zelo omejena, podatki v njih so lahko zavajajoči, kar lahko posredno negativno vpliva na urejanje zelenih površin. V razpravi na koncu je izpostavljeno, da je vir težav z upravljanjem, varstvom in razvojem zelenih površin pomanjkanje enotnih, splošno veljavnih izhodišč, kot so opredelitve pojmov in pojavov ter dogovorov o ciljih urejanja zelenih površin ; This article highlights the quality and usefulness of data on urban green areas in the Municipality of Ljubljana case study. The starting point of the discussion is the thesis that uncritical data collection hampers the effectiveness of managing green spaces. The survey includes data from various Slovenian and foreign sources and shows that there are significant differences between different Ljubljana green area databases. It reveals differences arising from the purposes and methods of data collection and respective concepts and phenomena interpretation, rather than universal data, such as the quantity of urban green spaces. The case study shows that such specific databases have very limited usefulness and that their information may be misleading. Furthermore, they can be indirectly harmful for the managing of green spaces. The discussion at the end of this paper shows that the source of the problems with the management, protection and development of green areas is a lack of uniform, generally applicable starting points, such as definition of the concepts and phenomena and agreements on the managing aims of green spaces.
V članku je podan pregled in možnosti uporabe prostih spletnih servisov in standardnih vmesnikov za prostorske podatke, ki jih je razvil in jih vzdržuje konzorcij OGC (Open Geospatial ...Consortium).Poleg kratkega pregleda različnih pristopov in izvedb spletnih servisov so podrobneje predstavljeni najbolj pomembni standardni spletni servisi OpenGIS. Opisane so značilnosti, prednosti in slabosti teh na XML temelječih pristopov za komunikacijo inizmenjavo prostorskih podatkov ter težave, ki se lahko pojavijo pri tovrstnih aplikacijah. Omenjena so glavna področja uporabe prostih spletnih servisov za prostorske podatke na splošno in posebej za geodetsko stroko glede na dostop do porazdeljenih baz podatkovin spletne kartografske predstavitve ; This paper presents an overview and possibilities for the usage of open web services and standardized interfaces for spatial data that are developed and maintained by the OGC (Open Geospatial Consortium). Besidesthe short overview of various approaches and implementation of web services, this paper focuses on the most frequently applied OpenGIS standard services that are based on the XML meta-language forthe exchange of messages and spatial data transfer. The concluding remarks outline the main existent and potential application domains of open web services in the field of surveying, with regard to theaccess to distributed databases and web cartographic presentations.
The paper discusses the results of a project entitled Analysis of Needs of Services’ Users, which was performed in 2005 by the Surveying and Mapping Authority of the Republic of Slovenia as an ...attempt to acquire specific information and promote geodesy. The paper also addresses the ways of making geodesy popular as a scientific discipline.
In 2005 the Slovenian Ministry of the Environment and Spatial Planning commenced the activities related to the changing of spatial planning legislation. The working group for spatial planning and ...land management, which is organised as a section of the Association of Surveyors of Slovenia, joined the activities. The working group proposed a guidance for legislation changes and its own comments on the new legislative proposals. Most of the attention was given to the use of spatial data in the process of preparation of spatial planning documents, to the presentation of spatial data together with land cadastre data, to geographic information systems, planning information and to the role of geodesy in the process of preparation and implementation of spatial planning documents.
The Spatial Planning Act and other real estate and building legal acts foresaw new spatial databases and thus request for electronic commerce with spatial data. In the past two years, the Ministry of ...the Environment and Spatial Planning, Directorate for Spatial Planning, laid down detailed instructions for the contents and manner of maintaining the spatial data system, on the connectibility of data, and on the conditions of computer access to databases. For the realisation of the tasks, a two-year transitional period is provided for. In this article some aspects of the spatial databases and prototypes of spatial data systems are described, which are being established at the Ministry of the Environment and Spatial Planning, and some possibilities for electronic commerce with spatial datasets, which will become available in 2006.
S prostorskimi podatki se danes posredno ali neposredno ukvarjajo država, lokalne skupnosti, podjetja, številne vladne in nevladne organizacije, društva in druge neformalne skupine. Javnost želi in ...mora biti obveščena, kaj se dogaja v prostoru, v katerem živi, kateri projekti in aktivnosti se dogajajo, in ob tem s svojim mnenjem in aktivnostmi vplivati na čim bolj kakovostno bivanje v prostoru. Informacije, povezane s prostorom in prostorskimi projekti, so razpršene. Tudi učinkovita izmenjava informacij med občinami in državnimi upravnimi organi se še ne izvaja. Prostorsko načrtovanje je multidisciplinarna dejavnost z veliko sodelujočimi področji in ravnmi. Za uspešno delovanje v prostorskem načrtovanju je treba zagotavljati učinkovito sodelovanje med vsemi nosilci urejanja prostora – med državo in lokalnimi skupnostmi, med posameznimi organi državne uprave ter med lokalnimi skupnostmi samimi. V procesu prostorskega načrtovanja je zato izredno pomembna izmenjava informacij, kar pa je mogoče le z dobrim sistemom za njihovo zbiranje in posredovanje.
In the article there are two (often overlooked) aspects laid out regarding the important role and the influence of geodesy on the life of communities. First, the possibilities enabling communities to ...improve their financial management are emphasized. Such possibilities are often based on unbiased real-estate listings which can be provided by geodesy. The other type of communication between a community and geodesy is imposed by the law and as such supports communities in their efforts to reach the aims outlined by their spatial planning and managament departments.
