In the American economy's boom-and-bust business cycle since the 1980s, repeated ...layoffs have become part of working life. InA Company of One, Carrie M. Lane finds that the new culture of corporate employment, changes to the job search process, and dual-income marriage have reshaped how today's skilled workers view unemployment. Through interviews with seventy-five unemployed and underemployed high-tech white-collar workers in the Dallas area over the course of the 2000s, Lane shows that they have embraced a new definition of employment in which all jobs are temporary and all workers are, or should be, independent "companies of one."
Following the experiences of individual jobseekers over time, Lane explores the central role that organized networking events, working spouses, and neoliberal ideology play in forging and reinforcing a new individualist, pro-market response to the increasingly insecure nature of contemporary employment. She also explores how this new perspective is transforming traditional ideas about masculinity and the role of men as breadwinners. Sympathetic to the benefits that this "company of one" ideology can hold for its adherents, Lane also details how it hides the true costs of an insecure workforce and makes collective and political responses to job loss and downward mobility unlikely.
This book confronts readers with questions emerging from the 'gap' between EU aspirations to reduce youth unemployment without increasing social exclusion - and what is actually happening in ...practice. This study surveys active labor market programs (ALMPs) in selected countries of the Middle East and North Africa (MENA) region, identifies key challenges to their effective and efficient delivery, ...and proposes a policy framework for reforming public service provision. This study draws on data collected through surveys administered to public social, employment, and education agencies in selected MENA countries to identify key constraints and options for reforming publicly provided employment programs. Recent political transitions arising from the Arab Spring have contributed to the deterioration of labor market outcomes in the MENA region. In this context, ALMPs could become an important policy lever to address some of the challenges facing labor markets. These include: joblessness, skills mismatches, lack of labor market mobility, large and expanding informal sector, and lack of formal employment networks. The study also provides specific details on the beneficiaries, targeting, and expenditures of ALMPs during this same period.
Unemployment among black Americans is twice that of whites. Myriad theories have been put forward to explain the persistent employment gap between blacks and whites in the U.S. Structural theorists ...point to factors such as employer discrimination and the decline of urban manufacturing. Other researchers argue that African-American residents living in urban neighborhoods of concentrated poverty lack social networks that can connect them to employers. Still others believe that African-American culture fosters attitudes of defeatism and resistance to work. In Lone Pursuit, sociologist Sandra Susan Smith cuts through this thicket of competing explanations to examine the actual process of job searching in depth. Lone Pursuit reveals that unemployed African Americans living in the inner city are being let down by jobholding peers and government agencies who could help them find work, but choose not to. Lone Pursuit is a pioneering ethnographic study of the experiences of low-skilled, black urban residents in Michigan as both jobseekers and jobholders. Smith surveyed 105 African-American men and women between the ages of 20 and 40, each of whom had no more than a high school diploma. She finds that mutual distrust thwarts cooperation between jobseekers and jobholders. Jobseekers do not lack social capital per se, but are often unable to make use of the network ties they have. Most jobholders express reluctance about referring their friends and relatives for jobs, fearful of jeopardizing their own reputations with employers. Rather than finding a culture of dependency, Smith discovered that her underprivileged subjects engage in a discourse of individualism. To justify denying assistance to their friends and relatives, jobholders characterize their unemployed peers as lacking in motivation and stress the importance of individual responsibility. As a result, many jobseekers, wary of being demeaned for their needy condition, hesitate to seek referrals from their peers. In a low-skill labor market where employers rely heavily on personal referrals, this go-it-alone approach is profoundly self-defeating. In her observations of a state job center, Smith finds similar distrust and non-cooperation between jobseekers and center staff members, who assume that young black men are unwilling to make an effort to find work. As private contractors hired by the state, the job center also seeks to meet performance quotas by screening out the riskiest prospects—black male and female jobseekers who face the biggest obstacles to employment and thus need the most help. The problem of chronic black joblessness has resisted both the concerted efforts of policymakers and the proliferation of theories offered by researchers. By examining the roots of the African-American unemployment crisis from the vantage point of the everyday job-searching experiences of the urban poor, Lone Pursuit provides a novel answer to this decades-old puzzle.

Multi-method research study shows why leisure activities are as important for the unemployed as they are for the employed. Can someone who is unemployed experience leisure, or does that seem like a ...contradiction in terms? If unemployed people can experience leisure, how might it mitigate the negative effects of unemployment? And what form, then, would that leisure take? The relationship between leisure and unemployment has not received the attention it merits, especially in North America. Because research on leisure and unemployment must cross over areas of study, as well as theoretical perspectives, it can often seem conflicting and inconclusive. Yet the need for an understanding of that relationship remains. This groundbreaking book addresses that need. Mark E. Havitz, Peter A. Morden, and Diane M. Samdahl describe the sometimes surprising results of their multi-method study of the effects of unemployment on leisure, lifestyle, and well-being within Canada, and integrate those results with literature collected worldwide into a comprehensive picture. Using in-depth interviews, quantitative experience sampling, and standardized questionnaire data, this fascinating book provides ample evidence that the lived experiences of the unemployed are incredibly diverse, and the need for leisure is as intense for them as for the employed. The authors also pinpoint changes in public policy and social service agency management at local, provincial, and federal levels that will better serve unemployed people and their dependents, and enable them to use leisure activities to improve their lives.
Active Labour Market Programmes (ALMPs), which form important components of employment support policies around the world, have been found to improve mental health and wellbeing of participants. ...However, it remains unclear how these health effects compare with the effects of different types of employment for men and women. Using 1991–2019 panel data in the UK, we find that unemployed women derive similar mental health benefits from ALMPs compared with employment. Unemployed men also benefit from ALMPs but obtain significantly more health benefits from formal employment. Such benefits are particularly pronounced in full-time, permanent and upper/middle-status jobs. Further analyses reveal that programmes that deliver human capital training have larger mental health benefits than employment assistance ALMPs. These findings provide a more nuanced understanding of the mental health impacts of ALMPs compared with different types of employment, and highlight the need for a more gender-sensitive design in labour market interventions.
In All I Want Is a Job!, Mary Gatta puts a human face on workforce development policy. An ethnographic sociologist, Gatta went undercover, posing as a client in a New Jersey One-Stop Career Center. ...One-Stop Centers, developed as part of the federal Workforce Investment Act, are supposed to be an unemployed worker's go-to resource on the way to re-employment. But, how well do these centers function? With swarms of new clients coming through their doors, are they fit for the task of pairing America's workforce with new jobs? Weaving together her own account with interviews of jobless women and caseworkers, Gatta offers a revealing glimpse of the toll that unemployment takes and the realities of social policy. Women—both educated and unskilled—are particularly vulnerable in the current economy. Since they are routinely paid less than their male counterparts, economic security is even harder for them to grasp. And, women are more easily tracked into available, low-wage work in sectors such as retail or food service. Originally designed to pair job-ready workers with available openings, the current system is ill fitted for diverse clients who are seeking gainful employment. Even if One-Stops were better suited to the needs of these workers, good jobs are scarce in the wake of the Great Recession. In spite of these pitfalls, Gatta saw hope and a sense of empowerment in clients who got intensive career counseling, new jobs, and social support. Drawing together tales from the frontlines, she highlights the promise and weaknesses of One-Stop Career Centers, recommending key shifts in workforce policy. America deserves a system that is less discriminatory, more human, and better able to assist women and their families in particular. The employed and unemployed alike would be better served by such a system—one that would meaningfully contribute to our economic recovery and future prosperity.

By investigating this question in the context of South Africa, where only 43 percent of adults are employed, Christine Jeske invites ...readers to examine their own assumptions about how work and the good life do or do not coincide. The Laziness Myth challenges the widespread premise that hard work determines success by tracing the titular "laziness myth, " a persistent narrative that disguises the systems and structures that produce inequalities while blaming unemployment and other social ills on the so-called laziness of particular class, racial, and ethnic groups. Jeske offers evidence of the laziness myth's harsh consequences, as well as insights into how to challenge it with other South African narratives of a good life. In contexts as diverse as rapping in a library, manufacturing leather shoes, weed-whacking neighbors' yards, negotiating marriage plans, and sharing water taps, the people described in this book will stimulate discussion on creative possibilities for seeking the good life in and out of employment, in South Africa and elsewhere.
