The Soviets planned to transform Tashkent from a "feudal city" of the tsarist era into a "flourishing garden," replete with fountains, a lakeside resort, modern roadways, schools, hospitals, apartment buildings, and of course, factories. The city was intended to be a shining example to the world of the successful assimilation of a distinctly non-Russian city and its citizens through the catalyst of socialism. As Stronski reveals, the physical building of this Soviet city was not an end in itself, but rather a means to change the people and their society.
Stronski analyzes how the local population of Tashkent reacted to, resisted, and eventually acquiesced to the city's socialist transformation. He records their experiences of the Great Terror, World War II, Stalin's death, and the developments of the Krushchev and Brezhnev eras up until the earthquake of 1966, which leveled large parts of the city. Stronski finds that the Soviets established a legitimacy that transformed Tashkent and its people into one of the more stalwart supporters of the regime through years of political and cultural changes and finally during the upheavals of glasnost.

Together with her historical research about a series of dramatic encounters between Bukharan Jews and Jews in other parts of the world, this lively narrative illuminates the tensions inherent in maintaining Judaism as a single global religion over the course of its long and varied diaspora history.
Mass mobilization is among the most dramatic and inspiring forces for political change. When ordinary citizens take to the streets in large numbers, they can undermine and even topple undemocratic ...governments, as the recent wave of peaceful uprisings in several postcommunist states has shown. However, investigation into how protests are organized can sometimes reveal that the origins and purpose of "people power" are not as they appear on the surface. In particular, protest can be used as an instrument of elite actors to advance their own interests rather than those of the masses.
Weapons of the Wealthyfocuses on the region of post-Soviet Central Asia to investigate the causes of elite-led protest. In nondemocratic states, economic and political opportunities can give rise to elites who are independent of the regime, yet vulnerable to expropriation and harassment from above. In conditions of political uncertainty, elites have an incentive to cultivate support in local communities, which elites can then wield as a "weapon" against a predatory regime. Scott Radnitz builds on his in-depth fieldwork and analysis of the spatial distribution of protests to demonstrate how Kyrgyzstan's post-independence development laid the groundwork for elite-led mobilization, whereas Uzbekistan's did not.
Elites often have the wherewithal and the motivation to trigger protests, as is borne out by Radnitz's more than one hundred interviews with those who participated in, observed, or avoided protests. Even Kyrgyzstan's 2005 "Tulip Revolution," which brought about the first peaceful change of power in Central Asia since independence, should be understood as a strategic action of elites rather than as an expression of the popular will. This interpretation helps account for the undemocratic nature of the successor government and the 2010 uprising that toppled it. It also serves as a warning for scholars to look critically at bottom-up political change.
Over the past three decades, Uzbekistan has attracted the attention of the academic and policy communities because of its geostrategic importance, its critical role in shaping or unshaping Central ...Asia as a region, its economic and trade potential, and its demographic weight: every other Central Asian being Uzbek, Uzbekistan’s political, social, and cultural evolutions largely exemplify the transformations of the region as a whole. And yet, more than 25 years after the collapse of the Soviet Union, evaluating Uzbekistan’s post-Soviet transformation remains complicated. Practitioners and scholars have seen access to sources, data, and fieldwork progressively restricted since the early 2000s.The death of President Islam Karimov, in power for a quarter of century, in late 2016, reopened the future of the country, offering it more room for evolution. To better grasp the challenges facing post-Karimov Uzbekistan, this volume reviews nearly three decades of independence. In the first part, it discusses the political construct of Uzbekistan under Karimov, based on the delineation between the state, the elite, and the people, and the tight links between politics and economy. The second section of the volume delves into the social and cultural changes related to labor migration and one specific trigger – the difficulties to reform agriculture. The third part explores the place of religion in Uzbekistan, both at the state level and in society, while the last part looks at the renegotiation of collective identities.

This integrated understanding of the world of Islamic scholarship unlocks a different way of thinking about transregional exchange networks. Pickett reveals a Persian-language cultural sphere that transcended state boundaries and integrated a spectacularly vibrant Eurasia that is invisible from published sources alone. Through a high cultural complex that he terms the "Persian cosmopolis" or "Persianate sphere, " Pickett argues that an intersection of diverse disciplines shaped geographical trajectories across and between political states. In Polymaths of Islam he paints a comprehensive, colorful, and often contradictory portrait of mosque and state in the age of empire.

Drawing on extensive research in the archives of Russia and Uzbekistan, Douglas Northrop here reconstructs the turbulent history of a Soviet campaign that sought to end the seclusion of Muslim women. ...In Uzbekistan it focused above all on a massive effort to eliminate the heavy horsehair-and-cotton veils worn by many women and girls. This campaign against the veil was, in Northrop's view, emblematic of the larger Soviet attempt to bring the proletarian revolution to Muslim Central Asia, a region Bolsheviks saw as primitive and backward. The Soviets focused on women and the family in an effort to forge a new, liberated social order.
This unveiling campaign, however, took place in the context of a half-century of Russian colonization and the long-standing suspicion of rural Muslim peasants toward an urban, colonial state. Widespread resistance to the idea of unveiling quickly appeared and developed into a broader anti-Soviet animosity among Uzbeks of both sexes. Over the next quarter-century a bitter and often violent confrontation ensued, with battles being waged over indigenous practices of veiling and seclusion.
New local and national identities coalesced around these very practices that had been placed under attack. Veils became powerful anticolonial symbols for the Uzbek nation as well as important markers of Muslim propriety. Bolshevik leaders, who had seen this campaign as an excellent way to enlist allies while proving their own European credentials as enlightened reformers, thus inadvertently strengthened the seclusion of Uzbek women—precisely the reverse of what they set out to do. Northrop's fascinating and evocative book shows both the fluidity of Central Asian cultural practices and the real limits that existed on Stalinist authority, even during the ostensibly totalitarian 1930s.
In Making Uzbekistan, Adeeb Khalid chronicles the tumultuous history of Central Asia in the age of the Russian revolution. He explores the complex interaction between Uzbek intellectuals, local ...Bolsheviks, and Moscow to sketch out the flux of the situation in early-Soviet Central Asia. His focus on the Uzbek intelligentsia allows him to recast our understanding of Soviet nationalities policies. Uzbekistan, he argues, was not a creation of Soviet policies, but a project of the Muslim intelligentsia that emerged in the Soviet context through the interstices of the complex politics of the period. Making Uzbekistan introduces key texts from this period and argues that what the decade witnessed was nothing short of a cultural revolution.
State failure is a central challenge to international peace and security in the post-Cold War era. Yet theorizing on the causes of state failure remains surprisingly limited. InState Erosion, ...Lawrence P. Markowitz draws on his extensive fieldwork in two Central Asian republics-Tajikistan, where state institutions fragmented into a five-year civil war from 1992 through 1997, and Uzbekistan, which constructed one of the largest state security apparatuses in post-Soviet Eurasia-to advance a theory of state failure focused on unlootable resources, rent seeking, and unruly elites.
In Tajikistan, Uzbekistan, and other countries with low capital mobility-where resources cannot be extracted, concealed, or transported to market without state intervention-local elites may control resources, but they depend on patrons to convert their resources into rents. Markowitz argues that different rent-seeking opportunities either promote the cooptation of local elites to the regime or incite competition over rents, which in turn lead to either cohesion or fragmentation. Markowitz distinguishes between weak states and failed states, challenges the assumption that state failure in a country begins at the center and radiates outward, and expands the "resource curse" argument to include cash crop economies, where mechanisms of state failure differ from those involved in fossil fuels and minerals. Broadening his argument to weak states in the Middle East (Syria and Lebanon) and Africa (Zimbabwe and Somalia), Markowitz shows how the distinct patterns of state failure in weak states with immobile capital can inform our understanding of regime change, ethnic violence, and security sector reform.
