Reasoning that the ...turbulence could be calmed by turning Black city-dwellers into homeowners, they passed the Housing and Urban Development Act of 1968, and set about establishing policies to induce mortgage lenders and the real estate industry to treat Black homebuyers equally. The disaster that ensued revealed that racist exclusion had not been eradicated, but rather transmuted into a new phenomenon ofpredatory inclusion. Race for Profit uncovers how exploitative real estate practices continued well after housing discrimination was banned. The same racist structures and individuals remained intact after redlining's end, and close relationships between regulators and the industry created incentives to ignore improprieties. Meanwhile, new policies meant to encourage low-income homeownership created new methods to exploit Black homeowners. The federal government guaranteed urban mortgages in an attempt to overcome resistance to lending to Black buyers - as if unprofitability, rather than racism, was the cause of housing segregation. Bankers, investors, and real estate agents took advantage of the perverse incentives, targeting the Black women most likely to fail to keep up their home payments and slip into foreclosure, multiplying their profits. As a result, by the end of the 1970s, the nation's first programs to encourage Black homeownership ended with tens of thousands of foreclosures in Black communities across the country. The push to uplift Black homeownership had descended into a goldmine for realtors and mortgage lenders, and a ready-made cudgel for the champions of deregulation to wield against government intervention of any kind. Narrating the story of a sea-change in housing policy and its dire impact on African Americans,Race for Profit reveals how the urban core was transformed into a new frontier of cynical extraction.
This article studies novel attack and defense strategies, based on a class of stealthy attacks, namely the zero-dynamics attack (ZDA), for multiagent control systems. ZDA poses a formidable security ...challenge since its attack signal is hidden in the null space of the state-space representation of the control system and hence it can evade conventional detection methods. An intuitive defense strategy builds on changing the aforementioned representation via switching through a set of carefully crafted topologies. In this article, we propose realistic ZDA variations where the attacker is aware of this topology-switching strategy, and hence employs the following policies to avoid detection: first, pause, update, and resume ZDA according to the knowledge of switching topologies; and second, cooperate with a concurrent stealthy topology attack that alters network topology at switching times, such that the original ZDA is feasible under the corrupted topology. We first systematically study the proposed ZDA variations, and then develop defense strategies against them under the realistic assumption that the defender has no knowledge of attack starting, pausing, and resuming times and the number of misbehaving agents. Particularly, we characterize conditions for detectability of the proposed ZDA variations, in terms of the network topologies to be maintained, the set of agents to be monitored, and the measurements of the monitored agents that should be extracted, while simultaneously preserving the privacy of the states of the nonmonitored agents. We then propose an attack detection algorithm based on the Luenberger observer, using the characterized detectability conditions. We provide numerical simulation results to demonstrate our theoretical findings.

Avtorice v raziskavi ugotavljajo, katere vrste informacij so bile izseljencem na voljo v preučevanih slovarjih in priročnikih (npr. razlaga izgovora angleških besed, razlaga angleške slovnice, koristni pogosti komunikacijski obrazci, navodila za naturalizacijo, pojasnila o poimenovanju in vrednosti ameriških kovancev in bankovcev, različni oglasi).

The Great Recession, institutional dysfunction, a growing divide between urban and rural prospects, and failed efforts to effectively address immigration have paved the way for a populist backlash ...that disrupts the postwar bargain between political elites and citizens. Whether today's populism represents a corrective to unfair and obsolete policies or a threat to liberal democracy itself remains up for debate. Yet this much is clear: these challenges indict the triumphalism that accompanied liberal democratic consolidation after the collapse of the Soviet Union. To respond to today's crisis, good leaders must strive for inclusive economic growth while addressing fraught social and cultural issues, including demographic anxiety, with frank attention. Although reforms may stem the populist tide, liberal democratic life will always leave some citizens unsatisfied. This is a permanent source of vulnerability, but liberal democracy will endure so long as citizens believe it is worth fighting for.
"STEM Integration in K-12 Education" examines current efforts to connect the STEM disciplines in K-12 education. This report identifies and characterizes existing approaches to integrated STEM ...education, both in formal and after- and out-of-school settings. The report reviews the evidence for the impact of integrated approaches on various student outcomes, and it proposes a set of priority research questions to advance the understanding of integrated STEM education. "STEM Integration in K-12 Education" proposes a framework to provide a common perspective and vocabulary for researchers, practitioners, and others to identify, discuss, and investigate specific integrated STEM initiatives within the K-12 education system of the United States. "STEM Integration in K-12 Education" makes recommendations for designers of integrated STEM experiences, assessment developers, and researchers to design and document effective integrated STEM education. This report will help to further their work and improve the chances that some forms of integrated STEM education will make a positive difference in student learning and interest and other valued outcomes. Biographies of Committee Members is appended.

Investment policy has always played one of the most important roles in the development of the national economy. Foreign direct investment is interconnected with the activities of multinational ...companies and the opportunities that can be obtained by the host country. The article reveals the investment policy of Zambia and the role played by the public sector in it. The identified competitive advantages prove that Zambia has significant investment potential even though the country does not have direct access to the sea. Significant reserves of mineral raw materials confirm the energy and resource security of the economy, which is the area for investment by both national and foreign companies. The authors pay attention to several important problems of socio-economic significance, which complicate the effective and full functioning of the economy. The authors found that there are not enough studies in the domestic and foreign literature on the investment potential of Zambia. The study of inward investment activity showed that free economic zones are the most effective tool for attracting FDI, while the extractive sector remains the most attractive in this area. A comparative analysis of the disadvantages and advantages of the Zambian economy, conducted by the authors, proves that the state has the necessary elements of investment attractiveness. However, it was noted that the arrival of investments in the country should also meet the socio-economic interests of the state.
The Licit Life of Capitalism is both an account of a specific capitalist project—U.S. oil companies working off the shores of Equatorial Guinea—and a sweeping theorization of more general ...forms and processes that facilitate diverse capitalist projects around the world. Hannah Appel draws on extensive fieldwork with managers and rig workers, lawyers and bureaucrats, the expat wives of American oil executives and the Equatoguinean women who work in their homes, to turn conventional critiques of capitalism on their head, arguing that market practices do not merely exacerbate inequality; they are made by it. People and places differentially valued by gender, race, and colonial histories are the terrain on which the rules of capitalist economy are built. Appel shows how the corporate form and the contract, offshore rigs and economic theory are the assemblages of liberalism and race, expertise and gender, technology and domesticity that enable the licit life of capitalism —practices that are legally sanctioned, widely replicated, and ordinary, at the same time as they are messy, contested, and, arguably, indefensible.

For patients and their loved ones, no care decisions are more profound than those made near the end of life. Unfortunately, the experience of dying in the United States is often characterized by ...fragmented care, inadequate treatment of distressing symptoms, frequent transitions among care settings, and enormous care responsibilities for families. According to this report, the current health care system of rendering more intensive services than are necessary and desired by patients, and the lack of coordination among programs increases risks to patients and creates avoidable burdens on them and their families. Dying in America is a study of the current state of health care for persons of all ages who are nearing the end of life.
Death is not a strictly medical event. Ideally, health care for those nearing the end of life harmonizes with social, psychological, and spiritual support. All people with advanced illnesses who may be approaching the end of life are entitled to access to high-quality, compassionate, evidence-based care, consistent with their wishes.
Dying in America evaluates strategies to integrate care into a person- and family-centered, team-based framework, and makes recommendations to create a system that coordinates care and supports and respects the choices of patients and their families. The findings and recommendations of this report will address the needs of patients and their families and assist policy makers, clinicians and their educational and credentialing bodies, leaders of health care delivery and financing organizations, researchers, public and private funders, religious and community leaders, advocates of better care, journalists, and the public to provide the best care possible for people nearing the end of life.
