Improving legal solutions and the specialization of competent authorities in combating domestic violence, over the past few years, are an important novelty in relation to this issue. The most ...important step in the fight against domestic violence was the adoption of the new Law on the Prevention of Domestic Violence, which began into force on 1 June 2017. Since the adoption, the new law has been the object of interest of the professional, and especially the general public, who expressed great expectations in terms of the results of the implementation of new legal solutions. In addition, the Law has caused great controversy, especially in the part of the professional public, in the sense of justifying certain solutions. Since it is very important what kind of results were given new legal solutions, after almost a year from the beginning of the implementation of this Law, the conclusions of success can be analyzed and carried out. The subject of this paper is precisely the presentation and analysis of statistical data on the results of the work of police, judiciary bodies and the Center for Social Work in the area of the city of Novi Sad.
In 2005, the Family Law of the Federation of Bosnia and Herzegovina reformed the institute for thereconciliation of spouses by introducing a mediation institute as a mandatory condition for ...initiating adivorce procedure. According to the provisions of the Family Law of the Federation of Bosnia andHerzegovina, the guardianship authority is only one in a wide range of authorized legal and naturalpersons in the family mediation procedure. If the attempt to reconcile the spouses does not succeed, therole of the natural or legal person authorized to mediate is to mediate in reaching an agreement on theachieving of parental responsibility about their underage children, the child maintenance, the conditionsand the manner of maintaining personal relationships and direct contacts of the child with a parent whodoes not have parental responsibility, and supporting a spouse. In case the spouses do not reach anagreement or the same is not in the child’s interest (if another legal entity or a physical person in theFBiH has been a mediator), the guardianship authority can, on an official duty or at the request of anauthorized person, temporarily, until the dissolution of the divorce proceedings, decide on these issues.A survey conducted in the centers for social work in the area of the Tuzla Canton in May 2016 aimedto examine the attitudes/perceptions of professional workers in the centers for social work about therole of the Center for Social Work as a guardianship body in the family meditation procedure.
Centers for Social Work, in accordance with Law on Protection from Domestic Violence have a coordinating role in the protection of victims of violence. Centers for Social Work are obliged to form an ...expert team consisting of representatives of the Center, bodies and departments of the local government, the police, non-governmental organizations and experts dealing with the issues of family and domestic violence in order to establish victim assistance plan, in accordance with their needs and choices. The activities on the treatment of victims of violence, as well as the prevention of violence against children, are carried out through Center for Social Work that provide multisectoral and interdisciplinary approach.Keeping in mind that violence is basically a relationship in which power relations are manifested, it isessential that the relevant institution, including the Center for Social Work are efficiently and successfully involved in early detection, monitoring, prevention and protection of children from violence. In accordance with the Family Law Center for Social Work is empowered to intervene measures of family and legal protection in situations of abuse of a child, its development and exercising their rights. For the purpose of early detection and emergency response in cases of acute violence Centre for Social Work formed Mobile teams to combat domestic violence, which are available 24 hours. Mobile team - a team for providing support and assistance for victims of violence, intervene on the police call, after domestic violence is reported. Members of team are going out on the field where they taking measures to protect victims of violence and provide adequate and the timely assistance. Based on the activities carried out by mobile teams in preventing acute phase of violence professionals at Center for Social Work develops a plan for the protection of victims of violence. Research and experience of mobile teams show growing in number of reported domestic violence and the growing need for engagement of mobile teams.This paper will present an analysis of data relating to the type of violence, activities and measures of protection and re-offending in the city of Banjaluka in the period from 2012 to 2016. Paper presents recommendations for improvement of activities of the Mobile Team that are based on the analysis of data.
This paper presents findings of a research about the systematic solutions to the needs of migrant/ refugee children, who were passing through Serbia during the transit period in 2015 and 2016. The ...aim of the research is to analyze systematic solutions to the needs of the children and to define recommendations for improving the protection of unaccompanied children during the migrant crisis. It involved 17 professionals from Centers for Social Work and 18 representatives of governmental and non-governmental sector, who shared their experiences by participating in the individual interviews and focus groups. One of the key findings identified is the need to establish mechanisms for enhancing cooperation among stakeholders in relevant systems, especially between the social protection system and the non-governmental organizations at the local level. Furthermore, a special part of the research is dedicated to official child protection procedures in cases of unaccompanied children and children at risk as it was noticed during the research preparation that, in addition to the uncertainty with respect to roles and difficulties in communication among various actors, there is a particularly significant challenge in the child protection system considering the doubts about the steps in the process of protection of children migrants/refugees in the specific circumstances of their passage or prolonged stay in Serbia.
Domestic violence is a social phenomenon which paid special attention nowadays, both in our country and in the world. It is a very sensitive topic that deeply interferes into the basic cell of ...society, such as a family, but also the wider community itself. The Republic of Serbia has made a major breakthrough in this area by passing the Family Law in 2005, which was the first law of this type that clearly defines the concept of domestic violence, as well as actions that is described as violence and the group of persons who consider themselves victims of violence. The adoption of the Law on Prevention of Domestic Violence, which enters into force at June the 1st 2017, represents an additional step forward when it comes to the regulation of domestic violence, particularly in the area of preventive action and coordination of all stakeholders involved in solving this problem. This study pays special attention to one category of victims of domestic violence, namely, the elderly (persons over 65 years of age). The elderly in our society are one of the most vulnerable groups, taking into account their physical health and also financial situation. All available data indicate that this group of victims are reluctant to speak, and that a large number of acts of domestic violence against the elderly go unreported within the same family, while the perpetrators remain unpunished.
According to the theory of media representation, negative media coverage of social workers can affect the formation of negative stereotypes about this profession in public, reduce the willingness to ...cooperate with future users of social protection services, as well as job satisfaction and professional commitment among professionals. . It is important to have an insight into the quality of reporting and the media stereotype about social protection professionals from the point of view of the stereotyped group, in order to prevent and eliminate these negative effects. The aim of this research was to examine how professionals employed in social work centers in the Republic of Serbia perceive the stereotypical image that the media create about them, as well as how they assess the quality of domestic media coverage of their work. 242 professional workers from 49 centers for social work in the Republic of Serbia were examined. Data were collected using a questionnaire made up of scales designed to measure media stereotypes about professionals and assess the quality of reporting on their work in different media. Data were analyzed by descriptive, univariate, and multivariate statistical techniques. The results show that professionals believe that the stereotypical media image of them is mostly negative, both in terms of competence and in terms of interpersonal relationships with users. In addition, experts estimate that all the most relevant media in Serbia report on their work in a poor way. The results were interpreted in accordance with the market approach and the approach of professional responsibility in media reporting, as well as the principle of blaming professional workers in the framework of social protection.

Recommended evaluation ...methods include flexible ongoing & participatory approaches. Yet social work may not be prepared to appropriately respond to the government's demands for accountability. This paper reviews GPRA & its implications for social work practice, evaluation, & research, offering response strategies. The paper suggests that the creation of a National Center for Social Work Research (S. 70/H.R. 663) could help bridge evaluation gaps, offering a centralized mechanism for monitoring evaluation activities & maximizing federal research resources. 1 Figure, 46 References. Professionals (experts) employed in centers for social work have a crucial
role in preventing and responding to gender-based violence. The aim of the
research was to examine and present the current ...situation related to the
education of experts and opportunities for acquiring specialized knowledge
about gender-based violence. Data collection was carried out using a survey
technique (online questionnaire) and later processed through a descriptive
method, statistical inference and content analysis. Qualitative and
quantitative data were obtained from a sample of 74 respondents from 26
districts in the territory of the Republic of Serbia. According to the
results, 87.8% of the respondents believe that the knowledge they received
during the education process is insufficient for work in gender-based
violence. Out of the total number, 67.6% did not have courses/subjects
related to gender-based violence during their studies. At the same time,
more than half of the respondents did not attend officially accredited
training available in Serbia. The results indicate the need for improving
educational content in two important areas: 1) individual work with victims
and perpetrators of gender-based violence and 2) the structural nature of
gender-based violence and the possibilities of prevention.
