Europe is one of the world's most densely populated continents and has a long history of human-dominated land- and seascapes. Europe is also at the forefront of developing and implementing ...multinational conservation efforts. In this contribution, we describe some top policy issues in Europe that need to be informed by high-quality conservation science. These include evaluation of the effectiveness of the Natura 2000 network of protected sites, implications of rapid economic and subsequent land-use change in Central and Eastern Europe, conservation of marine biodiversity and sustainability of fisheries, the effect of climate change on movement of species in highly fragmented landscapes, and attempts to assess the economic value of ecosystem services and biodiversity. Broad policy issues such as those identified are not easily amenable to scientific experiment. A key challenge at the science-policy interface is to identify the research questions underlying these problem areas so that conservation science can provide evidence to underpin future policy development.
Conservation prioritization requires knowledge about organism distribution and density. This information is often inferred from models that estimate the probability of species occurrence rather than ...from models that estimate species abundance, because abundance data are harder to obtain and model. However, occurrence and abundance may not display similar patterns and therefore development of robust, scalable, abundance models is critical to ensuring that scarce conservation resources are applied where they can have the greatest benefits. Motivated by a dynamic land conservation program, we develop and assess a general method for modeling relative abundance using citizen science monitoring data. Weekly estimates of relative abundance and occurrence were compared for prioritizing times and locations of conservation actions for migratory waterbird species in California, USA. We found that abundance estimates consistently provided better rankings of observed counts than occurrence estimates. Additionally, the relationship between abundance and occurrence was nonlinear and varied by species and season. Across species, locations prioritized by occurrence models had only 10–58% overlap with locations prioritized by abundance models, highlighting that occurrence models will not typically identify the locations of highest abundance that are vital for conservation of populations.
Evaluation is important for judiciously allocating limited conservation resources and for improving conservation success through learning and strategy adjustment. We evaluated the application of ...systematic conservation planning goals and conservation gains from incentive-based stewardship interventions on private land in the Cape Lowlands and Cape Floristic Region, South Africa. We collected spatial and nonspatial data (2003-2007) to determine the number of hectares of vegetation protected through voluntary contractual and legally nonbinding (informal) agreements with landowners; resources spent on these interventions; contribution of the agreements to 5- and 20-year conservation goals for representation and persistence in the Cape Lowlands of species and ecosystems; and time and staff required to meet these goals. Conservation gains on private lands across the Cape Floristic Region were relatively high. In 5 years, 22,078 ha (27,800 ha of land) and 46,526 ha (90,000 ha of land) of native vegetation were protected through contracts and informal agreements, respectively. Informal agreements often were opportunity driven and cheaper and faster to execute than contracts. All contractual agreements in the Cape Lowlands were within areas of high conservation priority (identified through systematic conservation planning), which demonstrated the conservation plan's practical application and a high level of overlap between resource investment (approximately R1.14 million/year in the lowlands) and priority conservation areas. Nevertheless, conservation agreements met only 11% of 5-year and 9% of 20-year conservation goals for Cape Lowlands and have made only a moderate contribution to regional persistence of flora to date. Meeting the plan's conservation goals will take three to five times longer and many more staff members to maintain agreements than initially envisaged.
Informal institutions governing the use of wild species are present in many societies. A system of prohibitions known as fady is central to Malagasy culture. We examined whether fady that relate to ...the use of natural resources in the eastern rainforests of Madagascar play an important conservation role. Prohibitions ranged from strict taboos in which a species or area was forbidden by the ancestors to social norms that concerned acceptable behavior when harvesting wild species. Strict taboos offered real protection to threatened species, such as the lemur Propithecus edwardsi and the carnivore Cryptoprocta ferox. Taboos also reduced pressure on some economically important endemic species by preventing their sale or limiting the harvest season. Despite their value for conservation, the taboos did not appear to originate from attempts to sustainably manage resources. Nevertheless, social norms, in which the sanction was social disapproval rather than supernatural retribution, encouraged sustainable harvesting practices for tenrecs (Tenrec ecudatus) and pandans (Pandanus spp.). Unfortunately, the social norms concerning methods of harvesting pandans appeared to be breaking down in villages surrounding Ranomafana National Park, and we suggest that the imposition of external conservation rules is weakening traditional management. Informal institutions are important to conservation because they suggest ways of improving cultural understanding and conservation communication. Food taboos influence societal preferences, which affect the wider demand for a species. Most important, where capacity to enforce external conservation rules is limited, informal institutions may provide the only effective regulations. Informal institutions should receive greater attention from conservation biologists so that local people's conservation roles can be acknowledged fairly and so that potential synergies with conservation objectives can be realized.
A study of biodiversity governance analyzes the factors that determine the effectiveness of transnational advocacy networks and the importance of justice claims to conservation.
In the late 2000s, ...ordinary citizens in Jamaica and Mexico demanded that government put a stop to lucrative but environmentally harmful economic development activities—bauxite mining in Jamaica and large-scale tourism and overfishing on the eastern coast of the Yucatán Peninsula. In each case, the catalyst for the campaign was information gathered and disseminated by transnational advocacy networks (TANs) of researchers, academics, and activists. Both campaigns were successful despite opposition from industry supporters. Meanwhile, simultaneous campaigns to manage land in another part of the Yucatán and to conserve migratory birds in Egypt had far less success. In this book, Kemi Fuentes-George uses these four cases to analyze factors that determine the success or failure of efforts by TANs to persuade policymakers and private sector actors in developing countries to change environmental behavior.
Fuentes-George argues that in order to influence the design and implementation of policy, TANs must generate a scientific consensus, create social relationships with local actors, and advocate for biodiversity in a way that promotes local environmental justice. Environmentally just policies would allow local populations access to their lands provided they use natural resources sustainably. Justice claims are also more likely to generate needed support among local groups for conservation projects.
In their conservation efforts, Jamaica, Mexico, and Egypt were attempting to meet their obligations under the UN Convention on Biological Diversity and other regional agreements. Fuentes-George's innovative analysis shows the importance of local environmental justice for the implementation of international environmental treaties.
Wildlife conservation is at a critical juncture. While large, charismatic mammals may be the first animals that come to mind—the mere 3,000 wild tigers still in existence, the giraffes declared ...endangered for the first time just last year—it is not only these magnificent keystone species disappearing. A full third of all studied birds, reptiles, and mammals have suffered devastating population losses, and a third of all insects are now endangered, including crucial pollinators that sustain worldwide food supply. Over 15,000 animal species are now considered to be threatened with extinction.
There are, however, bright spots that provide optimism—many of them due to the efforts of a small group of scientists and activists. In Saving Endangered Species, Robert W. Protected areas (PAs) are a key strategy for protecting biological resources, but they vary considerably in their effectiveness and are frequently reported as having negative impacts on local people. ...This has contributed to a divisive and unresolved debate concerning the compatibility of environmental and socioeconomic development goals. Elucidating the relationship between positive and negative social impacts and conservation outcomes of PAs is key for the development of more effective and socially just conservation. We conducted a global meta‐analysis on 165 PAs using data from 171 published studies. We assessed how PAs affect the well‐being of local people, the factors associated with these impacts, and crucially the relationship between PAs’ conservation and socioeconomic outcomes. Protected areas associated with positive socioeconomic outcomes were more likely to report positive conservation outcomes. Positive conservation and socioeconomic outcomes were more likely to occur when PAs adopted comanagement regimes, empowered local people, reduced economic inequalities, and maintained cultural and livelihood benefits. Whereas the strictest regimes of PA management attempted to exclude anthropogenic influences to achieve biological conservation objectives, PAs that explicitly integrated local people as stakeholders tended to be more effective at achieving joint biological conservation and socioeconomic development outcomes. Strict protection may be needed in some circumstances, yet our results demonstrate that conservation and development objectives can be synergistic and highlight management strategies that increase the probability of maximizing both conservation performance and development outcomes of PAs.
Conservation funds are grossly inadequate to address the plight of threatened species. Government and conservation organizations faced with the task of conserving threatened species desperately need ...simple strategies for allocating limited resources. The academic literature dedicated to systematic priority setting usually recommends ranking species on several criteria, including level of endangerment and metrics of species value such as evolutionary distinctiveness, ecological importance, and social significance. These approaches ignore 2 crucial factors: the cost of management and the likelihood that the management will succeed. These oversights will result in misallocation of scarce conservation resources and possibly unnecessary losses. We devised a project prioritization protocol (PPP) to optimize resource allocation among New Zealand's threatened-species projects, where costs, benefits (including species values), and the likelihood of management success were considered simultaneously. We compared the number of species managed and the expected benefits gained with 5 prioritization criteria: PPP with weightings based on species value; PPP with species weighted equally; management costs; species value; and threat status. We found that the rational use of cost and success information substantially increased the number of species managed, and prioritizing management projects according to species value or threat status in isolation was inefficient and resulted in fewer species managed. In addition, we found a clear trade-off between funding management of a greater number of the most cost-efficient and least risky projects and funding fewer projects to manage the species of higher value. Specifically, 11 of 32 species projects could be funded if projects were weighted by species value compared with 16 projects if projects were not weighted. This highlights the value of a transparent decision-making process, which enables a careful consideration of trade-offs. The use of PPP can substantially improve conservation outcomes for threatened species by increasing efficiency and ensuring transparency of management decisions.

A vast number of national parks and protected areas throughout the world have been established in the customary territories of Indigenous peoples. In many cases these conservation areas have ...displaced Indigenous peoples, undermining their cultures, livelihoods, and self-governance, while squandering opportunities to benefit from their knowledge, values, and practices. This book makes the case for a paradigm shift in conservation from exclusionary, uninhabited national parks and wilderness areas to new kinds of protected areas that recognize Indigenous peoples' conservation contributions and rights.
