Desde la década de los noventa, el debate teórico y político ha hecho énfasis en el papel que pueden y deben jugar los movimientos sociales en la consolidación de la democracia. Este artículo busca ...analizar si los movimientos sociales latinoamericanos han logrado una mayor inclusión política y cómo dicha inclusión, beneficia o no, la consolidación democrática, apoyándose en investigaciones propias sobre los movimientos sociales en Ecuador. Para esto, es preciso hacer un balance crítico enfatizando dos conjuntos de planteamientos: el primero se refiere a la persistente crisis de la democracia y los debates actuales que se generan en torno a las maneras de lograr su consolidación, en perspectiva comparada; y el segundo, a los alcances y límites reales de las reformas de los años noventa a favor de dicha consolidación democrática. En este sentido, el caso ecuatoriano genera múltiples interrogantes, ya que hasta 1997 se percibía como un caso exitoso de democratización, en tanto que hoy por hoy, se ha convertido en un caso paradigmático de inestabilidad política.

To begin with, four functions of liberal democracy are distinguished: securing international peace, guaranteeing legal as well as political peace domestically, and producing good active citizens. The following part of the argument distinguishes four structural features characteristic of democratic regimes: stateness, rule of law, political competition, and accountability of the rulers. Thirdly, a brief summary of critical accounts concerning democracy’s actual failures and symptoms of malfunctioning is presented. In the final section, two families of institutional innovations that are currently being proposed as remedies for the observed deficiencies of democracy are explored: those leading to a better aggregation of given preferences of the citizens and those aimed at improving the process of preference formation itself. It is the latter, which constitutes the field of deliberative politics that is investigated at some length. Autor analizira simptome krize demokracije u Europi koncentrirajući se na tri skupine simptoma: u prvom redu na simptome krize u tranzicijskim zemljama koje su ušle u članstvo Europske unije u okviru ...petog proširenja; jedan je od glavnih indikatora te krize slab odaziv glasača iz tranzicijskih zemalja na izbore za Europski parlament godinu dana nakon ulaska u članstvo EU-a. Razlog tog podbačaja autor vidi u razočaranosti demokracijom i tranzicijom te u formalnom udovoljenju kopenhaškim kriterijima, uslijed čega su odmah nakon ulaska u EU nove zemlje članice svoju zadaću demokratizacije smatrale dovršenom.Drugi je simptom krize negativan ishod referenduma za ratifi kaciju ugovora kojim se uspostavlja Ustav za Europu u Francuskoj i Nizozemskoj, što je pokrenulo lančanu reakciju odbacivanja osnovnih instrumenata demokratizacije EU-a koje su zemlje članice prethodno prihvatile i s kojima su se u potpunosti suglasile. Treći element krize demokracije jest demokratski defi cit u EU-u i različito viđenje načina kako da se on prevlada, jačanjem federalističkih elemenata EU-a ili interguvernmentalnih procedura. Na kraju se konstatira da u suvremenoj Europi postoje tri modela demokracije, po uzoru na Siedentopovu klasifi kaciju modela privlačnosti demokracije, i da je kriza demokracije u Europi potencijalno opasna za daljnji razvoj europskih društava jer se pobjedom nad komunizmom nije ostvario očekivani trijumf demokracije, nego je demokracija u Europi izložena nasrtajima raznih oblika političke patologije, uz deziluziju i neispunjena očekivanja.
Anti-democratic governments are wary of non-governmental organizations (NGOs) owing to the latter's important role in ensuring that the government acts according to public interest. Unfortunately, ...some governments are trying to hinder the functions of NGOs, creating an unfavorable image for them and causing a lack of trust. Despite their poor financial condition and strong dependence on state aid, Polish NGOs play their democratic role by supporting society in various areas. This study finds that the NGO values of openness, tolerance and selflessness prevent NGOs from having an unfavorable and untrustworthy image in the eyes of the public and the media.
