Using a novel dataset on the diffusion of public eServices at the city level in EU 15, this paper contributes to extant empirical literature in three ways. First, it extends the coverage of public ...eServices beyond eGovernment, investigating four service categories: Infomobility, eProcurement, eGovernment and eHealth. Second, it provides information for both a cross-country and cross-municipality comparison. Third, on the methodological side, it also extends the literature on composite indicators at a municipal level. Cities exhibiting the highest diffusion of public eServices are found to be medium-large, highly endowed with well-educated human capital, and characterised by a lively industrial atmosphere favoured by a reasonable number and variety of production and service activities. The relative performance of the European cities helps identify plausible directions to be taken for policies aimed at favouring the diffusion of public service innovation in Europe.

Die Digitalisierung hält nicht nur in Wirtschaft und Gesellschaft Einzug, sondern auch im öffentlichen Sektor finden Digitalisierungsprozesse statt. 'Electronic Government' (eGovernment) bezeichnet ...die Gesamtheit der elektronischen Dienstleistungen öffentlicher Verwaltungen. Mittels eGovernment sollen Prozesse sowohl optimiert als auch durchgeführt werden. In föderalen Staaten wie der Schweiz unterliegt die Implementierung technischer Systeme dem Subsidiaritätsprinzip. Es stellt sich deshalb die Frage, ob und worin sich der Digitalisierungsfortschritt von Kantonen unterscheidet. Ziel der Studie ist es, eine systematische Übersicht über Charakteristika verschiedener kantonaler ePlattform-Lösungen in der Schweiz zu erstellen. Gleichzeitig wird die Ausgestaltung von eGovernment-Lösungen mit Hilfe verschiedener Faktoren der technischen Umsetzung beurteilt. Mittels Dokumentenanalysen sowie einer Online-Befragung unter eGovernment-Verantwortlichen wurden Umfang und Ausgestaltung sämtlicher 26 kantonalen ePlattformen untersucht. Aus dem Modell zu Übernahmekategorien wurden Faktoren zur Ausgestaltung der technischen Umsetzung von eGovernment-Lösungen abgeleitet und auf den öffentlichen Sektor angewendet, um die eGovernment-Reife anhand der Ausprägungen der Kantone abzubilden. Das Modell der Übernahmekategorien unterteilt Systemmitglieder auf Basis ihrer Innovationsbereitschaft in fünf unterschiedliche Kategorien: 'Innovatoren, Frühe Übernehmer, Frühe Mehrheit, Späte Mehrheit' und 'Nachzügler'. Die Ergebnisse offenbaren einen heterogenen Innovationsgrad der Ausgestaltungen kantonaler ePlattformen. So entsprechen nur 4% der Kantone der Übernahmekategorie 'Innovatoren', wohingegen sich 23% der Kantone der Kategorie 'Nachzügler' zuordnen lassen. Die Ergebnisse zur Beschaffenheit der Übernahmekategorien erlauben Schlussfolgerungen betreffend des Innovationsgrads verschiedener ePlattformen im schweizerischen Vergleich. Dadurch können die Ergebnisse dazu beitragen, dass sich die als 'Nachzügler' identifizierten Kantone an den ePlattform Lösungen der 'Innovatoren' als Vorbilder orientieren.
Australia, Denmark, and the Republic of Korea are front-runners in the public sector use of Information Communication Technology (ICT) globally, resulting in a high degree of digitisation of public ...services production and delivery. While a multitude of factors may account for their successes, what is the role played by their strategic approach to governance and inter-governmental cooperation? How have their approaches to governance and multi-stakeholder cooperation influenced the success of their digital transformation, boosted innovation, and enabled them to rapidly respond to the pandemic crisis?The article's initial findings support past academic observations emphasising that the successful digital transformation of the public sector largely depends on strategic focus, a strong governance model, and a high level of intergovernmental cooperation. The analysis finds strong evidence that their existing governance and intergovernmental cooperation frameworks, in combination with their established service production and delivery ecosystems, have allowed the three countries to move towards real user-centric, integrated service production and delivery prior to the COVID-19 pandemic. The analysis also finds evidence of a relatively high level of public sector business continuity for service production and delivery in light of the COVID-19 pandemic and associated restrictions on mobility.
Purpose
Consumers have increased access to digital health tools such as social media, websites and marketer-controlled platforms for information sharing. Telemedicine (TM) represents an emerging ...omni-channel touchpoint for consumers to exchange information and inform health decision-making at a time and place of their choosing. While TM offers great potential, consumer adoption has been slower than expected. This paper aims to investigate attitudinal factors that influence adoption and usage of TM within consumers’ omni-channel decision-making environment.
Design/methodology/approach
Surveys from 869 patients were analyzed using multiple linear regression to examine the relationships between health decision-making, TM access benefits and omni-channel touchpoints (social media, website and internal health digital channels usage) on TM usage likelihood.
Findings
Attitudinal constructs related to TM’s benefits including access and health decision-making have the strongest impact on future TM usage. The study also empirically demonstrates a link between consumers’ omni-channel information seeking and TM usage.
Research limitations/implications
Increasing consumers’ involvement across omni-channel touchpoints has an additive effect on perceived benefits for engaging consumers in using digital offerings like TM. Future research is needed that examines the interrelationships on consumers’ health decision-making across generational cohorts and the post-adoption effects of digital service offerings.
Practical implications
Omni-channel touchpoints such as TM provide new opportunities to enhance shared decision-making. However, marketers need to adopt strategies that accommodate consumers’ evolving omni-channel preferences for access and information exchange to synergize digital service offerings with interpersonal touchpoints.
Originality/value
This study integrates shared decision-making, technology acceptance and omni-channel marketing literature to explore TM acceptance and usage within the context of consumers’ omni-channel decision process.

Ubiquitous healthcare is an emerging area that employs ubiquitous technologies to enable technology oriented environment for healthcare professionals for provision of efficient and effective ...healthcare services. In past years, research community has proposed various technological solutions in different healthcare areas such as chronic disease monitoring, gait analysis, mood and fall detection, neuropathic monitoring, physiological and vital signs monitoring, pulmonogical monitoring, etc. However, in-depth analysis of these proposed solutions is required to analyze the form of proposed ubiquitous healthcare solutions; the extent ubiquitous technologies are integrated in these solutions; the type of real problem addressed; and how far these solutions are evaluated in real world settings? The addressal of these questions is critical to understand and evaluate the progress made in the area of ubiquitous healthcare and identify the challenges that are hindering the progress in this area. Therefore, in this research, a systematic research technique in the form of mapping study (also known as scoping study) is employed for in-depth analysis of evidences available on ubiquitous healthcare. The mapping study adopts a systematic approach to construct chain of evidences related to a particular topic and is a well-defined research technique in evidence based software engineering. This study identified a total of 103 primary studies, published between 2007 and 2018, for analysis of area under investigation. The study findings reveal that research trend in ubiquitous healthcare is horizontally spread by involving broad range of healthcare areas. The proposed solutions largely fall under the category of validation studies where experiments are conducted in laboratory settings rather real world environment. Another interesting finding is the lack of involvement of relevant healthcare community in proposed solution design. The challenges such as context awareness, data ownership, privacy and security, usability and trust are limiting the adoption of proposed solutions. Therefore, more extensive studies are required to first evaluate the applicability of proposed solutions in their respective environment, second, engagement and ownership of relevant community in solution design need to be considered. Third, the broad coverage of healthcare areas does not provide significant clusters of similar research in any particular area therefore future research should focus on strengthening these areas by conducting evaluation based longitudinal studies. In this way, the effects of proposed solutions can only be measured objectively and can be added to the body of knowledge. Finally, this research provides a thorough insight into the research on ubiquitous healthcare and offers an opportunity to conduct further research in this area.
Nowadays implementing cross-border electronic public services is a top priority for public administrations across EU for accelerating economic development. Currently, there are still technical, ...administrative and legal barriers at European level that prevent businesses and citizens from accessing electronic services in and from other countries. The use of digital technologies is currently an integrated part of modernisation and innovation strategies in member states. The Once-Only Principle (OOP) is one of the key principles for developing electronic services while promoting cross-border cooperation between authorities. The Once-Only Principle Project (TOOP) supports EU efforts on granting every European a similar level of digital experiences and rights by developing a federated OOP architecture and real-life pilots.
Ubiquitous computing is playing a vital role in the provision of healthcare services through advanced technologies. The ubiquitous environment where resources can be accessed by anyone at anytime ...regardless of location have brought revolution in delivery and accessibility of healthcare services even in remote areas. Therefore, in recent years more research contributions can be seen to propose digitalized healthcare services in the form of mobile and e-Services that are accessible through ubiquitous devices. To exploit the underlining potential of ubiquitous computing, in this research we have proposed a ubiquitous healthcare framework for provision of healthcare services in remote rural areas in province of Punjab, Pakistan. The research has employed a case study research approach to understand the phenomena in depth and in its real context. The unit of analysis is provision of antenatal and child healthcare services at basic health units in the selected region. The case study is constructed through field study by engaging healthcare professionals working at basic health units and data is collected through focus group interviews with healthcare professionals. A proof-of-the-concept ubiquitous framework is proposed as part of the case study by constructing various services to facilitate healthcare professionals in rural areas. To evaluate the proposed ubiquitous framework, an evaluation framework based on usability, information system and ISO models is constructed. Hypothesis are constructed to measure user satisfaction through twelve constructs of the evaluation framework that include availability, adaptability, memorability, effectiveness, responsiveness, cognitive load, error recovery, ease to understand, ease of learning, efficiency of use, navigation, and execution. The data is collected through field surveys by conducting walkthroughs with healthcare professionals in rural areas. The analysis of the data is carried out by employing structured equation modeling in SPSS. The results provide highly significant relationship between constructs and user satisfaction. The study findings show that the healthcare problem in rural areas could be addressed through ubiquitous solutions however, while designing, constructing and evaluating these solutions, the involvement of relevant community is crucial.
The concept of eServices originated in the early 2000s in the field of business and commerce. However, in recent years, eServices are being applied in many domains. Therefore, a thorough study on ...eServices is required to identify the areas in which eServices have been applied till date and to what extent. The main objective of this research is to perform a mapping study to provide an extensive review, gather trends, and identify the state of the art in the research on eServices to answer the research questions designed to conduct this research. A mapping study has been conducted employing an automatic search in digital repositories by developing a mapping protocol. Mapping studies are useful for categorizing and classifying the existing information concerning a particular research question in an unbiased manner. The search procedure identified 806 studies of which 318 were selected for full analysis during the years 2000 and 2016 in the field of computer science. No study was published before this time period. Research on eServices were recorded and classified into tabulated spread sheets, and finally analyzed. According to the study, the range of eService service and application domains is quite wide. Most studies conducted have focused on eService composition and eService Adoption. However, the most common application domains identified were eGovernment, eBusiness, eHealth, and eLearning. The study findings show that the research on eService composition, design, provision, and adoption is increasing with the passage of time. The literature not only discusses various domains of eServices but also provides the in-depth classification, review and trend of eService studies over time.
The aim of eGovernAbility project is to produce a model-based software architecture for methodologically developing personalized inclusive public on-line services (eServices) that allow any user to ...interact with them in a satisfactory way, no matter the device used. This requires integrating appropriate user profiling and adaptation techniques into the model to tailor eServices to users’ characteristics, available technology, and service’s functionality. Hence, this project has a multidisciplinary nature and will be addressed through collaboration between researchers and experts in information technology and professionals of the eGovernment, combining diverse scientific backgrounds: Modelling eGovernment services, Data mining, human-computer interaction for user tailored interfaces (including universal accessibility and multidevice access), Natural Language Processing (PLN) and Model based software architectures.
