In order to shed some light on the quality construct, this research reports on the ...scholarly impact of economics and finance journals published in countries of Central and Eastern Europe. A comparison of coverage by Web of Science (WoS), Scopus, and Cabell’s, three scholarly databases, reveals the lesser coverage of CEE journals within WoS and Scopus. Examination of E&F journals published in Poland, Romania, and the remainder of CEE, as defined by the Journal of Eastern European and Central Asian Research, discloses that the level of quality varies by nation. There are variations across the popular CiteScore, SJR, SNIP, and percentage of articles cited bibliometric measures. Furthermore, this research documents the existence of impact variation between journals focused on Eastern Europe published in Eastern Europe and published elsewhere in the world.

The purpose of this research is to study the influence of human factors including personal and individual characteristics of user of financial management structures based on effectiveness PC. For this target, a sample includes 2354 offices, organizations, private companies and organizations than apply financial management structure based-PC. Has been selected randomly and the investigative data has been counting using questionnaires. In order to find personal characteristics of users, the particular questionnaires which are designed according to four factor model of personality, has been done. In order to research the relation between effectiveness of the structure and personality, four hypotheses based on four features of personality. Moreover, in order to find the relationship between expertise (educational level, educational field and amount of training curriculum of PC knowledge), job satisfaction and experience of users, and effectiveness of the accountancy management structure based-PC, some hypotheses have been studied and written. The study results indicates that personal characteristics including Agreeableness, openness, Conscientiousness and experience working , is efficient on the financial management structures based-PC.

The study tells that it is the reduction of government finance to hospitals, not the increase of supply that is the long-term steady determinants of growth of health care expenditure and that the difference of marginal return to hospital among all kinds of services and medicines is the external factor. In order to control the excessive growth of the health care expenditure, three main policy suggestions has been provided: Firstly, we should increase health care service supply; Secondly, eliminate the difference of marginal return to hospital; Thirdly, enhance the government input and perfect the compensate system of medical service; which is also the most important one.
