Between 1949 and 1955, the State Department pushed for an international fisheries policy grounded in maximum sustainable yield (MSY). The concept is based on a confidence that scientists can predict, ...theoretically, the largest catch that can be taken from a species' stock over an indefinite period. And while it was modified in 1996 with passage of the Sustained Fisheries Act, MSY is still at the heart of modern American fisheries management. As fish populations continue to crash, however, it is clear that MSY is itself not sustainable. Indeed, the concept has been widely criticized by scientists for ignoring several key factors in fisheries management and has led to the devastating collapse of many fisheries.Carmel Finley reveals that the fallibility of MSY lies at its very inception—as a tool of government rather than science. The foundational doctrine of MSY emerged at a time when the US government was using science to promote and transfer Western knowledge and technology, and to ensure that American ships and planes would have free passage through the world's seas and skies. Finley charts the history of US fisheries science using MSY as her focus, and in particular its application to halibut, tuna, and salmon fisheries. China is the world’s biggest fishing nation and a major player in the global seafood trade. Its fisheries development can decisively influence the global seafood trade, food security and marine ...conservation. In recent years, significant changes have taken place in China’s fisheries management priorities, policies and regulations. In this paper, we review the evolving fisheries management practices in China to delineate changes in the management policies, methods and their performances from 1949 to 2019. We determined that the following issues impede the development, implementation and enforcement of fisheries policies and regulations, namely the large size of the fishing fleet, large and poorly organized fisheries population, the “hidden” fishing capacity, uniform management approaches that sometimes fail to account for local conditions, lack of clearly defined and allocated fishing rights, limited data quality and availability, insufficient fisheries monitoring programmes, absence of a robust scientific input framework and insufficient stakeholder involvement. Combining those problems with China’s current management initiatives, we propose recommendations for China’s future fisheries reforms. We hope this paper can inform China’s marine fisheries policies and provide valuable references for further researches related to China’s sustainable fisheries management.
An interdisciplinary team of academics and representatives of fishing fleets and government collaborated to study the emerging requirements for sustainability in Canada's fisheries. Fisheries ...assessment and management has focused on biological productivity with insufficient consideration of social (including cultural), economic, and institutional (governance) aspects. Further, there has been little discussion or formal evaluation of the effectiveness of fisheries management. The team of over 50 people (i) identified a comprehensive set of management objectives for a sustainable fishery system based on Canadian policy statements, (ii) combined objectives into an operational framework with relevant performance indicators for use in management planning, and (iii) undertook case studies that investigated some social, economic, and governance aspects in greater detail. The resulting framework extends the suite of widely accepted ecological aspects (productivity and trophic structure, biodiversity, and habitat-ecosystem integrity) to include comparable economic (viability and prosperity, sustainable livelihoods, distribution of access and benefits, regional-community benefits), social (health and well-being, sustainable communities, ethical fisheries), and institutional (legal obligations, good governance structure, effective decision-making) aspects of sustainability. This work provides a practical framework for implementation of a comprehensive approach to sustainability in Canadian fisheries. The project also demonstrates the value of co-construction of collaborative research and co-production of knowledge that combines and builds on the strengths of academics, industry, and government.

This fleet also embodied the industry's change during this period, as it shucked its sail-and-oar, hook-and-line origins to embrace mechanized power and propulsion, more sophisticated business practices, and political engagement.
Books, films, and the media have long portrayed the Yankee fisherman's hard-scrabble existence, as he faced brutal weather on the open seas and unnecessary governmental restrictions. As McKenzie contends, this simplistic view has long betrayed commercial fisheries' sophisticated legislative campaigns in Washington, DC, as they sought federal subsidies and relief and, eventually, fewer constricting regulations. This clash between fisheries' representation and their reality still grips fishing communities today as they struggle to navigate age-old trends of fleet consolidation, stock decline, and intense competition.
Economists have long argued that a fishery that maximizes its economic potential usually will also satisfy its conservation objectives. Recently, maximum economic yield (MEY) has been identified as a ...primary management objective for Australian fisheries and is under consideration elsewhere. However, first attempts at estimating MEY as an actual management target for a real fishery (rather than a conceptual or theoretical exercise) have highlighted some substantial complexities generally unconsidered by fisheries economists. Here, we highlight some of the main issues encountered in our experience and their implications for estimating and transitioning to MEY. Using a bioeconomic model of an Australian fishery for which MEY is the management target, we note that unconstrained optimization may result in effort trajectories that would not be acceptable to industry or managers. Different assumptions regarding appropriate constraints result in different outcomes, each of which may be considered a valid MEY. Similarly, alternative treatments of prices and costs may result in differing estimates of MEY and their associated effort trajectories. To develop an implementable management strategy in an adaptive management framework, a set of assumptions must be agreed among scientists, economists, and industry and managers, indicating that operationalizing MEY is not simply a matter of estimating the numbers but requires strong industry commitment and involvement.

Recent reports suggest that many well-assessed fisheries in developed countries are moving toward sustainability. We examined whether the same conclusion holds for fisheries lacking formal assessment ...which comprise >80% of global catch. We developed a method using species' life-history, catch, and fishery development data to estimate the status of thousands of unassessed fisheries worldwide. We found that small unassessed fisheries are in substantially worse condition than assessed fisheries, but that large unassessed fisheries may be performing nearly as well as their assessed counterparts. Both small and large stocks, however, continue to decline; 64% of unassessed stocks could provide increased sustainable harvest if rebuilt. Our results suggest that global fishery recovery would simultaneously create increases in abundance (56%) and fishery yields (8 to 40%).

Samuel ...Barkin and Elizabeth DeSombre analyze the problem of overfishing and offer a provocative proposal for a global regulatory and policy approach.Existing patterns of international fisheries management try to limit the number of fish that can be caught while governments simultaneously subsidize increased fishing capacity, focusing on fisheries as an industry to be developed rather than on fish as a resource to be conserved. Regionally based international management means that protection in one area simply shifts fishing efforts to other species or regions. Barkin and DeSombre argue that global rather than regional regulation is necessary for successful fisheries management and emphasize the need to reduce subsidies. They propose an international system of individual transferable quotas that would give holders of permits an interest in the long-term health of fish stocks and help create a sustainable level of fishing capacity globally.
