The global governance of climate change is in flux. Conventional strategies of addressing climate change through universal, interstate negotiations--the most prominent of which is the Kyoto ...Protocol--have been stymied by the gaps that exist between the negotiating powers of states, rendering such initiatives stagnant and ineffectual. In response, a number of new actors and processes have begun to challenge the traditionally exclusive authority of nation-states to create rules and manage environmental problems via multi-national treaties. Dozens of innovative climate response initiatives, or "governance experiments," have emerged at multiple levels of politics and across multiple jurisdictions: individuals, cities, states/provinces, corporations, and even new multilateral initiatives. Climate Governance at the Crossroads explains how and why these new governance experiments have emerged, drawing upon a database of such initiatives to ascertain how these initiatives fit together and how they influence what is defined as environmental governance. In assessing the relational impact of these initiatives (whether they complement each other or clash; whether they can be scaled up or down; and whether they can be expanded beyond their current jurisdictional and geographic boundaries), Matthew Hoffmann provides insight into whether this experimentation is likely to result in an effective response to climate change. Over the past decade, carbon trading has emerged as the industrialized world's primary policy response to global climate change despite considerable controversy. With carbon markets worth $144 ...billion in 2009, carbon trading represents the largest manifestation of the trend toward market-based environmental governance. In Carbon Coalitions, Jonas Meckling presents the first comprehensive study on the rise of carbon trading and the role business played in making this policy instrument a central pillar of global climate governance.Meckling explains how a transnational coalition of firms and a few market-oriented environmental groups actively promoted international emissions trading as a compromise policy solution in a situation of political stalemate. The coalition sidelined not only environmental groups that favored taxation and command-and-control regulation but also business interests that rejected any emissions controls. Considering the sources of business influence, Meckling emphasizes the importance of political opportunities (policy crises and norms), coalition resources (funding and legitimacy,) and political strategy (mobilizing state allies and multilevel advocacy).Meckling presents three case studies that represent milestones in the rise of carbon trading: the internationalization of emissions trading in the Kyoto Protocol (1989--2000); the creation of the EU Emissions Trading System (1998--2008); and the reemergence of emissions trading on the U.S. policy agenda (2001--2009). These cases and the theoretical framework that Meckling develops for understanding the influence of transnational business coalitions offer critical insights into the role of business in the emergence of market-based global environmental governance.
Even before the wreckage of a disaster is cleared, one question is foremost in the minds of the public: "What can be done to prevent this from happening again?" Today, news media and policymakers ...often invoke the "lessons of September 11" and the "lessons of Hurricane Katrina." Certainly, these unexpected events heightened awareness about problems that might have contributed to or worsened the disasters, particularly about gaps in preparation. Inquiries and investigations are made that claim that "lessons" were "learned" from a disaster, leading us to assume that we will be more ready the next time a similar threat looms, and that our government will put in place measures to protect us. In Lessons of Disaster, Thomas Birkland takes a critical look at this assumption. We know that disasters play a role in setting policy agendas—in getting policymakers to think about problems—but does our government always take the next step and enact new legislation or regulations? To determine when and how a catastrophic event serves as a catalyst for true policy change, the author examines four categories of disasters: aviation security, homeland security, earthquakes, and hurricanes. He explores lessons learned from each, focusing on three types of policy change: change in the larger social construction of the issues surrounding the disaster; instrumental change, in which laws and regulations are made; and political change, in which alliances are created and shifted. Birkland argues that the type of disaster affects the types of lessons learned from it, and that certain conditions are necessary to translate awareness into new policy, including media attention, salience for a large portion of the public, the existence of advocacy groups for the issue, and the preexistence of policy ideas that can be drawn upon. This timely study concludes with a discussion of the interplay of multiple disasters, focusing on the initial government response to Hurricane Katrina and the negative effect the September 11 catastrophe seems to have had on reaction to that tragedy.
InEntrepreneurial States, an innovative examination of the comparative politics of reform in stakeholder systems, Yves Tiberghien analyzes the modern partnership between the state and global capital ...in attaining structural domestic change. The emergence of a powerful global equity market has altered incentives for the state and presented political leaders with a "golden bargain"-the infusion of abundant and cheap capital into domestic stock markets in exchange for reform of corporate governance and other regulatory changes.
Drawing on extensive archival research and interviews with policy and corporate elites in Europe and East Asia, Tiberghien asks why states such as Korea and France have embraced this opportunity and engaged in far-reaching reforms to make their companies more attractive to foreign capital, whereas Japan and Germany have moved forward much more grudgingly. Interest groups and electoral institutions have their impacts, but by tracing the unfolding dynamic of reform under different constraints, Tiberghien shows that the role of political entrepreneurs is critical. Such policy elites act as mediators between global forces and national constraints. As risk takers and bargain builders, Tiberghien finds, they use corporate reform to reshape their political parties and to stake out new policy ground. The degree of political autonomy available to them and the domestic organization of bureaucratic responsibility determine their ability to succeed.
Sunita Parikh examines the history and fate of affirmative action programs in two ethnically heterogeneous democracies, the United States and India. Affirmative action programs in the United States ...represent a controversial policy about which the American public feel at best ambivalence and at worst hostility, while in India the expansion of reservation policies in recent years has led to riots and contributed to the fall of governments. And yet these policies were not particularly controversial when they were introduced. How the policy traveled from these auspicious beginnings to its current predicament can best be understood, according to Parikh, by exploring the changing political conditions under which it was introduced, expanded, and then challenged.
Although they are in many respects very different countries, India and the United States are important countries in which to study the implementation of ascriptive policies like affirmative action, according to Parikh. They are both large, heterogeneous societies with democratic political systems in which previously excluded groups were granted benefits by the majorities that had historically oppressed them. Parikh argues that these policies were the product of democratic politics--which required political parties to mobilize existing groups as voters--and the ethnically heterogeneous nature of Indian and U.S. society--where ethnic markers are particularly salient sources of identification as groups. Affirmative action in both countries was introduced because it could be used to solidify and expand electoral coalitions by giving benefits to defined minority groups, according to Parikh. As the policy became better known, it became more disliked by non-targeted groups, and it was no longer an appeal which was cost free for politicians.

The experience of border crossing for refugees and irregular migrants challenges global border and migration controls in multiple contexts. Using qualitative field research in Tanzania, Spain, ...Morocco and Australia, Heather L. Johnson asks how a global regime of migration management and control can be perceived through the dynamics of particular border spaces: refugee camps, border zones and detention centres. She explores how irregular migrants are impacted by the increasingly security-oriented practices of border control, and how they confront these practices. Johnson rejects the characterization of border spaces as exceptional, abject and exclusionary, arguing instead for an understanding of politics as everyday contestation that reveals a radical political agency, re-imagining the global non-citizen as a transgressive and powerful figure. Building on recent scholarship that rethinks irregularity and non-citizenship, her conclusions have broad implications for how we understand irregular migration from a position of dialogue and solidarity.
Thousands of people have died at the hands of terrorist groups who rely on state support for their activities. Iran and Syria are well known as sponsors of terrorism, while other countries, some with ...strong connections to the West, have enabled terrorist activity by turning a blind eye. Daniel Byman's hard-hitting and articulate book analyzes this phenomenon. Focusing primarily on sponsors from the Middle East and South Asia, it examines the different types of support that states provide, their motivations, and the impact of such sponsorship. The book also considers regimes that allow terrorists to raise money and recruit without providing active support. The experiences of Iran, Pakistan, Afghanistan, Syria, Saudi Arabia, and Libya are detailed here, alongside the histories of radical groups such as al-Qaida and Hizballah. The book concludes by assessing why it is often difficult to force sponsors to cut ties to terrorist groups and suggesting ways in which it could be done better in the future.
Disasters and the American State offers a thesis about the trajectory of federal government involvement in preparing for disaster shaped by contingent events. Politicians and bureaucrats claim credit ...for the government's successes in preparing for and responding to disaster, and they are also blamed for failures outside of government's control. New interventions have created precedents and established organizations and administrative cultures that accumulated over time and produced a general trend in which citizens, politicians and bureaucrats expect the government to provide more security from more kinds of disasters. The trend reached its peak when the Federal Emergency Management Agency adopted the idea of preparing for 'all hazards' as its mantra. Despite the rhetoric, however, the federal government's increasingly bold claims and heightened public expectations are disproportionate to the ability of the federal government to prevent or reduce the damage caused by disaster.
Protect, Serve, and Deport exposes the on-the-ground workings of local immigration enforcement in Nashville, Tennessee. Between 2007 and 2012, Nashville’s local jail participated in an immigration ...enforcement program called 287(g), which turned jail employees into immigration officers who identified over ten thousand removable immigrants for deportation. The vast majority of those identified for removal were not serious criminals but Latino residents arrested by local police for minor violations. Protect, Serve, and Deport explains how local politics, state laws, institutional policies, and police practices work together to deliver immigrants into an expanding federal deportation system, conveying powerful messages about race, citizenship, and belonging.
