Over the past three decades, China has undergone a historic transformation. Once illegal, its private business sector now comprises 30 million businesses employing more than 200 million people and ...accounting for half of China's Gross Domestic Product. Yet despite the optimistic predictions of political observers and global business leaders, the triumph of capitalism has not led to substantial democratic reforms.
InCapitalism without Democracy, Kellee S. Tsai focuses on the activities and aspirations of the private entrepreneurs who are driving China's economic growth. The famous images from 1989 of China's new capitalists supporting the students in Tiananmen Square are, Tsai finds, outdated and misleading. Chinese entrepreneurs are not agitating for democracy. Most are working eighteen-hour days to stay in business, while others are saving for their one child's education or planning to leave the country. Many are Communist Party members. "Remarkably," Tsai writes, "most entrepreneurs feel that the system generally works for them."
Tsai regards the quotidian activities of Chinese entrepreneurs as subtler and possibly more effective than voting, lobbying, and protesting in the streets. Indeed, major reforms in China's formal institutions have enhanced the private sector's legitimacy and security in the absence of mobilization by business owners. In discreet collaboration with local officials, entrepreneurs have created a range of adaptive informal institutions, which in turn, have fundamentally altered China's political and regulatory landscape. Based on years of research, hundreds of field interviews, and a sweeping nationwide survey of private entrepreneurs funded by the National Science Foundation,Capitalism without Democracyexplodes the conventional wisdom about the relationship between economic liberalism and political freedom.

Contrary to conventional wisdom, ...this book demonstrates that they do. Focusing on the political life of the sha'b (or popular classes) in Cairo, Diane Singerman shows how men and women develop creative and effective strategies to accomplish shared goals, despite the dominant forces ranged against them. Starting at the household level in one densely populated neighborhood of Cairo, Singerman examines communal patterns of allocation, distribution, and decision-making. Combining the institutional focus of political science with the sensitivities of anthropology, she uncovers a system of informal networks, supported by an informal economy, that constitutes another layer of collective institutions within Egypt and allows excluded groups to pursue their interests. Avenues of Participation traces this informal system from its grounding in the family to its influence on the larger polity. Discussing the role of these networks in meeting fundamental needs in the community--such as earning a living, reproducing the family, saving and investing money, and coping with the bureaucracy--Singerman demonstrates the surprising power these "excluded" people wield. While the government has reduced politics to the realm of distribution to protect itself from challenges, she argues that the popular classes in Cairo, as consumers of goods and services, have turned exploiting the government into a fine art.
Résumé La RDC est un pays en voie de développement comme tant d’autres à travers le monde dont les ressources qui servent au financement de son budget proviennent de la fiscalité. Malheureusement, la ...mobilisation des recettes fiscales est de loin inférieure à son potentiel. Longtemps à la recherche de la stabilisation de son économie en vue d’une amélioration de ses régies financières pour ainsi répondre aux normes requises et partant, de permettre à la RDC de relancer son économie, une série de réformes a vu le jour, notamment celle du 20 août 2010, relative à la fiscalité indirecte à travers la Taxe sur la Valeur Ajoutée (TVA). Cependant, l’absence de l’Etat dans l’appareil économique et sociale, accompagné de la chute de la Gécamines ainsi que de nombreux pillages qui s’en sont suivis, ont fait basculé l’économie congolaise en donnant naissance à une autre dite informelle dont le rôle est de voler au secours des populations. Abstract The DRC is a developing country like so many others around the world whose resources used to finance its budget come from taxation. Unfortunately, tax revenue mobilization is far below its potential. Long in search of stabilizing its economy with a view to improving its financial management in order to meet the required standards and thereby enable the DRC to revive its economy, a series of reforms have emerged, in particular that of August 20, 2010, relating to indirect taxation through Value Added Tax (VAT). However, the absence of the State in the economic and social apparatus, accompanied by the fall of Gécamines as well as numerous lootings that followed, swung the Congolese economy by giving birth to another so-called informal whose role is to fly to the aid of the populations.
Objectif : Cet article vise à analyser les facteurs de la transition du secteur informel vers le secteur formel notamment le passage des tontines au statut d’Etablissement de Microfinance de première ...catégorie, c’est-à-dire les coopératives. Méthodologie : Pour ce faire nous avons adopté une démarche qualitative. Les outils de la collecte des données sont : le guide d’entretien, adressé aux différents responsables des Etablissements de Microfinance de première catégorie, l’interview et la revue documentaire. Résultats : L’analyse montre que la crédibilité, la réglementation et le respect des règles sont des facteurs qui expliquent le plus le phénomène de transition. Par ailleurs, nous avons ressorti à partir de l’analyse de contenu l’importance des facteurs notamment : la sécurisation des fonds ; la solidarité et l’entraide auprès des différents membres dans un cadre formel. Originalité et pertinence : La question de la finance informelle constitue une problématique structurelle forte au Cameroun. Cependant, la plupart des études au Cameroun portant sur les tontines se sont intéressées aux comportements de leurs membres, à leur impact sur la performance des entreprises, à la question du dualisme financier et de la survie de ces instituions informelles. Hormis, la dynamique macro-économique du secteur informel et le rôle du secteur informel, peu d'articles abordent les transitions entre secteurs financiers informels et formels du point de vue microéconomique.
Le secteur informel considéré comme un mode transitoire du processus de construction d’une économie dans les pays en développement, est aujourd’hui dynamique et occupe une part importante de la ...population active. Pour s’insérer professionnellement dans ce secteur, un facteur important est pris en compte, la langue. Il faut le noter, la Côte d’Ivoire est un pays plurilingue ayant le français comme langue officielle. Il est la langue de l’administration, de la scolarisation et de l’insertion socioprofessionnelle dans le domaine formel et informel. Toutefois, les langues locales constituent aussi un élément déterminant pour une insertion professionnelle dans le secteur informel en Côte d’Ivoire, précisément à Abidjan ; surtout dans le processus de marchandage, dans l’obtention d’un métier dans une entreprise informelle et même dans la réduction des prix des marchandises. Cet article se donne pour objectif de montrer comment les langues africaines favorisent l’insertion socioprofessionnelle dans le secteur informel à Abidjan.
La présente étude qui traite de la mobilisation du secteur informel a pour objectif l’identification des causes de la faible mobilisation des recettes fiscales de l’économie souterraine. De celle-ci, ...il en résulte que l’absence de la culture fiscale dans le chef des propriétaires des PMES, leurs lacunes dans la comptabilité et leur faible niveau d’instructions sont autant d’obstacles en vue d’une meilleure mobilisation des recettes. Afin de booster cette mobilisation des recettes fiscales du secteur informel, la sensibilisation à la culture fiscale, l’organisation de la formation comptable et l’accroissement de la pression fiscale sont autant d’atouts qui méritent d’être encouragés.

The promotion of social protection in Sub-Saharan Africa happens in a context where informal labour markets constitute the norm, and where most workers live uncertain livelihoods with very limited ...access to official social protection. The dominant social protection agenda and the associated literature come with an almost exclusive focus on donor and state programmes even if their coverage is limited to small parts of the populations - and in no way stands measure to the needs. In these circumstances, people depend on other means of protection and cushioning against risks and vulnerabilities including different forms of collective self-organizing providing alternative forms of social protection. These informal, bottom-up forms of social protection are at a nascent stage of social protection discussions, and little is known about the extent or models of these informal mechanisms.
This book seeks to fill this gap by focusing on three important sectors of informal work, namely transport, construction, and micro-trade in Kenya and Tanzania. It explores how the global social protection agenda interacts with informal contexts and how it fits with the actual realities of the informal workers. Consequently, the authors examine and compare the social protection models conceptualized and implemented 'from above' by the public authorities in Tanzania and Kenya with social protection mechanisms 'from below' by the informal workers own collective associations.
The book will be of interest to academics in International Development Studies, Political Economy, and African Studies, as well as development practitioners and policy communities.
La gestion des déchets est aujourd’hui un enjeu primordial. Faire face à leur croissance très rapide depuis les années 2000 et à la saturation des décharges demande un véritable plan de collecte et ...de gestion. À Hà Nội, l’absence de tri et de recyclage par les opérateurs officiels, publics ou privés, et la croissance de la consommation d’une classe moyenne en augmentation font que la ville-capitale est dépassée par la quantité de déchets à ramasser. Ni la municipalité ni le secteur privé ne parviennent à mettre en place un système de tri à la source ou après ramassage, et à recycler les déchets. Pourtant, un système très innovant de collecte sélective et de recyclage des déchets (plastique, métaux, papier et cartons) est organisé depuis plusieurs décennies par des individus, en majorité des femmes d’origine rurale, qui collectent environ 20 % des déchets de la ville. Non reconnues par les autorités mais tolérées, ces entreprises familiales et informelles (pour la plupart) exercent leur activité dans les interstices de la loi et créent de nombreux emplois. À partir d’un riche corpus de cartes et d’études de terrain, les auteurs s’interrogent sur l’organisation de ce système informel et sur son maintien dans un territoire urbain très disputé, ainsi que sur les stratégies – très polluantes pour l’environnement et la santé – mises en oeuvre par ces collecteurs et recycleurs dans cette capitale en pleine expansion. Ils mettent en lumière la complexité du système et les multiples tensions entre les acteurs au sein des territoires, ainsi que les contradictions entre les logiques économiques du marché et des autorités publiques, dans un contexte de concurrence sur les matériaux recyclables au niveau local comme international. De très belles photos et des témoignages montrent également la vie au quotidien de ces collecteurs-recycleurs. Ce livre s’adresse à tout public intéressé par cette question majeure pour des villes durables.
