U kontekstu europskih integracija rijetko se govori o velikom francuskom kršćanskom filozofu Jacquesu Maritainu i njegovom utjecaju na europski projekt sredinom 20. stoljeća. Ovim se radom želi ...donekle osvijetliti njegova, pomalo skrivena, uloga u ovom kontekstu, a osobito s obzirom na središnju ulogu slobode savjesti unutar personalističke filozofske baštine kojoj je Maritain pripadao i političke filozofije koju je oblikovao, a koja je imala ključan utjecaj na europski projekt i njegove temeljne dokumente. Sloboda savjesti ovdje se promatra kao zaglavni kamen svih ljudskih sloboda unatoč svim rizicima i komplikacijama koje to sa sobom nosi. U svim sukobima Države i savjesti potrebno je i poželjno uvijek ići u prilog savjesti ili barem naginjati političkim rješenjima koja poštuju ili barem ne preziru savjest osobe. Kad god se u takvim sukobima nađemo pred naizgled nerješivim problemima treba uvijek birati dijalog i pregovore umjesto nasilja i nametanja.
In the context of European integration, the great French Christian philosopher Jacques Maritain and his influence on the European project in the mid-20th century are mentioned very rarely. This paper seeks to shed some light on his somehow hidden role in this context, especially given the central role of freedom of conscience within the personalist philosophical heritage to which Maritain belonged and the political philosophy he shaped, which had a key impact on the European project and its basic documents. Freedom of conscience is seen here as the cornerstone of all human freedoms despite all the risks and complications that this entails. In all conflicts between the State and the conscience, it is necessary and desirable to always go in favour of the conscience or at least to lean towards political solutions that respect or at least do not despise the conscience of the person. Whenever we face seemingly unsolvable problems in such conflicts, dialogue and negotiation should always be chosen instead of violence and imposition.
This article analyses Mirjana Gross’ approach to the study of nations and nationalism. She was the first Croatian historian to systematically address nation, nationalism and national identities as ...sui generis subjects of historical research. The emphasis in this article is put on two key concepts – the process of national integration and the national integrational ideologies – as well as their interdependency with the concept of modernization as part of Gross’ conception of social history. The efforts centred on the theoretical and methodological transformations of Croatian historiography, coupled with critical appropriations of contemporary historiographical trends, also played an important role in shaping her approach. The broadening of historiographical research subjects, especially to include social and economic history, interdisciplinary efforts, most importantly concerning sociology, and dialogue with intellectual currents stemming from the Annales school and ‘western Marxism’ thus heavily shaped Gross’ understanding of the concepts of nation, national identity and ideology. However, all of this needs to be evaluated by considering the context of the post-war Yugoslav historiography, its specificities and similarities with other Eastern and East Central European historiographies. It is especially fruitful to compare Mirjana Gross’ approach with that of Miroslav Hroch, who was a major source for the conceptualization of her own research. Finally, the article valorises Mirjana Gross’ contribution to nation and nationalism studies, briefly presents some newer trends in that area and considers incentives and limitations for further research.
In January 2020, the county state administration offices, as former first-instance state administration bodies, ceased to operate. By legislative amendments of October 2019, most of their tasks were ...transferred to the counties’ delegated scope of affairs. The paper presents the peculiarities of the legal regime of delegated scope of affairs and it introduces the organizational forms that the counties are using in order to perform the delegated tasks. The first results of the abolition of county administrative offices are evaluated on the basis of semi-structured interviews conducted with the heads of county administration bodies responsible for general administration affairs. The results obtained so far are classified into three categories. The first category consists of the positive results of this organizational change: better material rights of employees, better working conditions and unchanged or slightly improved position of citizens. The second category consists of the negative results: weaker control exercised by the central government and the loss of control over general acts of units of local self-government. The third category consists of open questions: whether there will be a new increase in the number of employees, or whether their current reduction will affect the quality of work; what is the position of the county governor and whether politicization will increase; what is the future role of counties and whether there can be inequality in the performance of delegated state tasks between counties. The paper represents the basis for further evaluation studies on the abolition of county state administration offices and opens the doors for further research.
Budućnost Zapadnog Balkana u svjetlu evropske integracije umnogome počiva na nizu različitih faktora koji nijesu dominantno i jedino vezani za same države ovog regiona. Iako sam proces integracije u ...EU presudno zavisi od spremnosti i sposobnosti država kandidata i potencijalnih kandidata da sprovedu sve potrebne reforme, transponuju pravnu tekovinu i ostvare tzv. evropski standard u zakonodavstvu i u praksi, on se ne odvija u vakuumu. Prije svega treba imati na umu da će razvoj situacije unutar Evropske unije imati značajnog uticaja na brzinu, dubinu i kvalitet ulaska preostalih balkanskih zemalja u Uniju. Evropska unija odnosno njezine države članice su te koje odreðuju i postavljaju pravila, te i snose najveću odgovornost za politiku proširenja. Pored toga ne smiju se zanemariti ni uticaji trećih strana koji su sve primjet-niji i akutniji u regionu. Usporavanje reformi, evropsko upravljanje krizama, pojačana ili slabija uloga trećih aktera, sve to će bitno odrediti kakav proces evrointegracije predstoji u narednim godinama te, u skladu s time, i način na koji će on uticati na stabilnost i budućnost samih zemalja proširenja. U tom smislu, Zapadni Balkan istovremeno živi u promjenljivim stvarnostima koje donose različite ishode i mogućnosti. Ovaj članak, pored pregleda stanja na Zapadnom Balkanu, stoga daje i moguće scenarije za budući period.
Ovaj naslov podsjeća neminovno na ljudska prava i kao da inzistira na nekom novom pravu čovjeka i građanina, poput npr. „prava na vodu“, koje je bilo predmetom građanske zakonotvorne inicijative ...prošle godine pred Europskom komisijom. Pravo na „dobru javnu upravu“ često se poistovjećuje s pravom na „dobro upravljanje“, pa će stoga u uvodnom dijelu biti potrebno razjasniti razliku između tih dvaju pojmova, te se potom pozabaviti „dobrom javnom upravom“, njezinim načelima i deontologijom u dvjema europskim integracijama – članice koje su i Hrvatska i Francuska – a to su, najprije ona starija, politička integracija Vijeća Europe, a zatim i ona malo mlađa, još uvijek pretežito ekonomska integracija, a to je Europska unija. Promotrimo stoga najprije što ta dva pojma znače u međunarodnim organizacijama, a što na internom planu demokratskih država.
This title inevitably makes us think of human rights as if it is insisting on some new human and citizen rights such as for example „the right to water“, which was the subject of a civil law creating initiative last year before the European Commission. The right to „good public administration “is often identified with the right to „good management“. So, in the introduction it will be necessary to differentiate between these two concepts. Then „good public administration “will be dealt with; its principles and deontology in two European integrations or member states who are Croatia and France. These are primarily the old political integration of the European Council and then the more recent ones mainly including economic integration which is the European Union. Therefore, these two concepts will firstly be observed as to their definition in international organisations and in the internal plan of democratic states.
U radu se analiziraju posljedice obrazovne segregacije i postojeće mjere obrazovne integracije djece romske nacionalne manjine koje se provode u Hrvatskoj. Mjere se sagledavaju s aspekta njihovog ...doprinosa ravnopravnoj participaciji romske djece u obrazovanju i uspješnom završetku školovanja. Kao mogući odgovor na brojne izazove u obrazovanju i uključivanju romske djece, opisuje se koncept magnet-škole kao sveobuhvatni model obrazovne politike i prakse koji je nastao upravo s ciljem obrazovne desegregacije učenika iz manjinskih skupina te poboljšanjem učeničkih postignuća kroz podizanje kvalitete podučavanja i okruženja za učenje. Posebna prednost ovog modela ogleda se u unapređivanju kvalitete obrazovanja za svu djecu budući da se njime artikulirano promiče kvaliteta, jednakost i akademska uspješnost za svu djecu. S obzirom na to da se radi o američkom modelu, razmatraju se mogućnosti implementacije modela u hrvatski obrazovni sustav uvažavajući smjernice uspješnih magnet-škola.
Demokratizacija tranzicionih društava nije ni linearan ni ravnomeran proces. Usponi i padovi u razvoju demokratije povezani su kako sa internim tako i sa eksternim faktorima koji utiču na određeno ...društvo koje se nalazi u procesu demokratske tranzicije i konsolidacije. Republika Makedonija ni u kom smislu nije izuzetak iz ovog pravila. Naime, analiza poslednjih pet godina razvitka makedonskog društva i političke scene jasno ukazuje na to da je stanje demokratije u makedonskom društvu u krizi, a tek treba da se vidi da li će ta kriza biti privremenog ili trajnijeg karaktera. S jedne strane, građansko društvo u Makedoniji pokazuje zabrinjavajući konfliktni kapacitet. Iako su ovi sukobi do sada bili pretežno etničke prirode, oni sve više postaju i ideološki. S druge strane, opštoj konfliktnosti makedonskog društva doprinosi i nezrelost partijskog sistema, koji se nakon decembarskih događaja 2012. nalazi u najtežoj krizi posle konflikta 2001. godine. Kad se ovoj konstelaciji doda i kompletna blokada procesa evroatlantskih integracija, jasno je da se Republika Makedonija nalazi u vrlo nepovoljnom političkom trenutku. Ova analiza ima za cilj ne samo da razjasni trenutno stanje po navedenim pitanjima, već i da ukaže na idiosinkretičnost makedonskog demokratskog razvoja, koji je izgleda potpuno drugačiji u odnosu na stanje u regionu.
Respiratory sinus arrhythmia (RSA), which is considered to reflect parasympathetic activity, has received an increased scientific interest during the last several decades. Research on RSA in ...psychophysiology was especially focused on its relationship with the emotional process and related individual differences. This contribution starts with a short description of parasympathetic nervous system function and its influences on heart activity. This is followed by the description of the Polyvagal Theory and the model of neurovisceral integration, which represent a broad framework for an understanding of the relations between parasympathetic activity, workings of the central nervous system functions, cognitive processes, and emotional reactions. After a brief explanation of the way the RSA is typically measured, a short overview of experimental research directed to RSA changes that accompany emotional reactions and correlational research of the relations between baseline measures of RSA and emotional traits is presented. This research shows that different hypotheses derived from the Polyvagal theory and the Model of neurovisceral integration are confirmed primarily in the context of vagal withdrawal and decreased vagal tone that are related to stress reactions, emotion of fear and trait anxiety, and to a lesser extent to trait hostility. The final section includes a brief discussion on the sources of inconsistency in the results of experimental research of relations between basic emotions and RSA changes, such as the neglected role of cognitive processes and somatic activity.
Rad odnosi se na značaju i mjesto same javnosti u analizi izvještavanja medija (printanih i elektronskih), kao i web portala, o EU integracijama Republike Makedonije. Kao što je i već vidljivo, ...nasuprot deklariranje zainteresovanosti makedonskih građana i novinara za EU, još jedanput se potvrđuje ono što je i samo po sebi vidljivo iz medijske realnosti, tj. neangažiranost makedonskih novinara da više saznaju i time informiraju javnost o sadržajima posvećenih europeizaciji, izraženo preko samo 2% učešća javnosti kao subjekt u izveštavanju od EU ili sveukupno 4 teksta od 170 analiziranih tekstova i 1 komentar. Rad ima za cilj da proanalizira da li se radi o selektivnom prenošenju informacija ili generalno o nezainteresovanosti novinara, ili o pasivnosti javnosti kada je u pitanje EU i zbog čega je to tako.
