El presente manuscrito analiza la discusión epistemológica-política que se desarrolla respecto a multiculturalismo e interculturalidad. Presenta un análisis donde se confrontan artículos científicos, ...libros y debates académicos desde diferentes campos disciplinarios. El eje de la discusión es el papel que asumen los estados en la configuración de una sociedad más justa que permita igualdad de condiciones para unos y otros. Se concluye que el multiculturalismo anglosajón y la interculturalidad latinoamericana son proyectos en construcción, más que realidades concretas. Se trata de una investigación bibliográfica documental tipo ensayo que tuvo como propósito analizar nuevas posibilidades de comprensión y límites que tienen los conceptos en un mundo en que los conflictos multiculturales e interculturales se agudizan cada día más. Palabras clave: multiculturalismo anglosajón; interculturalidad latinoamericana; estados fallidos This manuscript analyzes the epistemological-political discussion that develops around two main concepts multiculturalism and interculturality. This article focuses on different views from various disciplines that are presented through scientific articles, books, and academic presentations. The main theme of this article and its discussion focus on the role of society and how it plays in relation to equality and fairness towards each other. We conclude that White multiculturalism and Latin American interculturality are not a concrete reality and need to be developed further. This is a bibliographic documentary with the purpose to analyze and understand the interwoven conflictive relationship of these concepts, multiculturalism and interculturality, their effect on society, and how they are becoming more powerful as time elapses. Since 2008, the COE has been promoting interculturalism as a city-level integration policy model under the name Intercultural Cities Programme (ICC) to facilitate intercultural interaction, combat prejudice and discrimination, and enhance inclusion and social cohesion. The member cities within the Intercultural City Network have developed several policy programme activities to create open and inclusive cities. These programmes present diversity as a challenge that needs to be managed and, at the same time, as an advantage that would increase economic growth. The concrete actions and objectives of these policy programmes include managing and creating public spaces that facilitate peaceful encounters, inclusion, and convivencia.
Since policies are usually designed to address problems, it is important to investigate what the problems are perceived to be. Accordingly, by adopting Carol Bacchi's (2009) WPR (What is the Problem Represented to Be?) approach in policy analysis as an analytical framework, through semi-structured interviews and content analysis, this article illuminates how public spaces are conceived and represented in the Barcelona ICC program in relation to solving its inherent problematisations. The findings suggest that the ICC program conceives public spaces as settings of conflict that have to be managed through intercultural policy interventions, neglecting the complexity and multi-actor characteristic of the social construction and production of space.
Albeit through contradictory policies, Italy has adopted an intercultural approach for the management of cultural diversity. The recent significant increase in the number of refugees arriving in ...Italy deeply challenges this paradigm. There are 93,000 people in Italy today who have been forced to leave their country of origin due to persecution, war or violations of human rights. Although many of them would prefer to get to northern Europe, under the current legislation they cannot choose the country in Europe in which to settle and they are often obliged to remain in a country they have not chosen as their final destination. Analysing some key elements of Italian intercultural policies, this paper highlights critical issues surrounding the inclusion of asylum seekers and refugees in the Italian context in which inadequate responses to the complex needs of this particularly vulnerable population have been shown. Finally, concluding implications include the issue of the inclusion of refugees for an intercultural approach able to offer opportunities of interaction and integration in the Italian context are presented.
Neohumanism is a philosophy propounded by Prabhat Rainjan Sarkar which recognizes that humanity needs a new narrative that can provide the inspiration, direction, and tools with which to transform ...individual selves and collective futures. While acknowledging the vital role that Humanism has played in the historical march towards greater freedom, justice, peace, knowledge, and the utopian vision of a united humanity, Neohumanism challenges the limitations of Humanism, entangled as it is with the host of power/over tactics that characterize modernity. “Diversifying Universalism” explores Neohumanism and Neohumanist education alongside two dominant and contemporary paradigms of a global educational approach aimed at realizing the high ideals of a world united, internationalism and interculturalism, assessing their compatibilities and contrasts, examining their strengths and weaknesses, and suggesting ways in which the integration of certain principles and practices might result in a synthesis that is more comprehensive and effective than any of them alone.
The decline of multiculturalism as a public discourse has been caused by various socio-political factors - such as 9/11 and its aftermath and the growth in migration - and new pro- and anti-diversity ...isms have been offered instead. One such pro-diversity discourse is interculturalism. Whilst some of its advocates, especially in Quebec and Europe, have seen it as a replacement of multiculturalism, a closer examination shows a high degree of complementarity. We demonstrate this by a theoretical-normative unpacking of multiculturalism and of the claims of interculturalism, and by evidence that Australian publics see multiculturalism as supportive of interculturalism, perceived as a renewal of multiculturalism. We express the hope that the sometimes oppositional debate between these two isms may now move forward into a phase of complementarity.
