As a possible solution, this paper suggests using a system of surveys of participants in construction activity in order to have enough information for an analysis. In addition, the paper draws attention to the following important characteristic of construction – the critical importance of the planning stage. This is where a large number of regulatory instruments are used. There is a need to develop the nation’s corresponding regulatory framework at an advanced pace. Indeed, if construction work on a site cannot be completed and is discontinued, it may well cost as much to resume work on that site as it would to begin work on a new project. In-depth audits of the regulatory framework must begin with the planning stage. Any innovations in the regulation system must be assessed via two-way communication. The article was written on the basis of the RANEPA state assignment research program.

With automatic exchange of tax information among countries now common, tax evaders have had to find new ways to hide their offshore holdings. One such way is citizenship-by-investment, which offers foreigners a new passport for a local investment or a fixed fee. We show analytically that high-income individuals acquire a new citizenship to lower the probability that their tax evasion is detected through information exchange. Using data on cross-border bank deposits, we find that deposits in tax havens increase after a country starts offering a citizenship-by-investment program, providing indirect evidence that tax evaders use these programs.

Bitcoin is one of the most popular decentralized cryptocurrencies to date. However, it has been widely reported that it can be used for investment scams, which are referred to as high yield ...investment programs (HYIP). Although from the security forensic point of view it is very important to identify the HYIP operators' Bitcoin addresses, so far in the open technical literature no systematic method which reliably collects and identifies such Bitcoin addresses has been proposed. In this paper, a novel methodology is introduced, which efficiently collects a large number of the HYIP operators' Bitcoin addresses and identifies them based upon a novel analysis of their transactions history. In particular, a scraping-based method is first proposed which is able to collect more than 2,000 HYIP operators' Bitcoin addresses from the Internet thus providing a large number of the HYIPs' samples. Second, a supervised machine learning technique, which classifies, whether or not, specific Bitcoin addresses belong to the HYIP operators, is introduced and its performance is evaluated. The proposed classification method is based upon two novel approaches, namely the rate conversion technique that mitigates the effect of Bitcoin price volatility and the sampling technique that reduces the computational amount without sacrificing the classification performance. By employing close to 30,000 real Bitcoin addresses, extensive performance evaluation results obtained by means of computer simulation experiments have shown that the proposed methodology achieves excellent performance, i.e., 95% of the HYIP addresses can be correctly classified, while maintaining a false positive rate less than 4.9%. In order to further validate the proposed classifier's ability to detect the HYIP operators' Bitcoin addresses, our designed classifier has been tested against a recently published list of the HYIP addresses maintaining its excellent detection accuracy by achieving a 93.75% success rate.
The article сonsiders topical issues of managing the economic stability of organizations in a crisis. The authors substantiate the need to study regional trends as an integral part of the anticrisis ...program at the regional level. Early diagnosis of crisis phenomena in the economy proves that a sufficiently high level of socio-economic development does not yet ensure complete economic security and the ability to withstand the threats posed by the unbalanced structure of the economy. Based on this, the problems in the field of ensuring the stability of organizations in the conditions of crises have been analysed and generalized. The problems faced by enterprises and organizations of the investment and construction sector of the economy have been considered. In methodological terms, the authors propose to use a system of indicative analysis and regulation of production and economic activities of enterprises of the real sector of the economy, as an organizational tool for resolving crisis situations in the economy. The study justifies the necessity of the introduction of digital technologies, on the basis of which it is possible to quickly implement the tasks set and achieve the expected results. The authors emphasize that we need our own anticrisis programs that to help maintain the sustainable functioning of organizations in the conditions of crisis phenomena.
The state policy of the Russian Federation in the field of development of industrial enterprises has been studied. The analysis of the share of industry in the in the gross domestic product of the ...Russian Federation for 2014–2018 has been carried out. Russia is ranked 4th in the ranking of countries in terms of purchasing power parity, a significant position is granted to industrial production in this case. Despite this situation, industrial sector of Russia is characterized by the presence of negative trends, the elimination of which is crucial. In order to eliminate negative trends, investment programs aimed at supporting the development of industry are being implemented in Russia. Budgetary allocations are particularly important in supporting Russian industrial production. The resuts of the analysis of the dynamics of budget allocations indicate their increase in recent years. The dynamics of labor productivity in the industrial sector, as well as the main indicators of production have been analysed.
The article deals with financing of investment programs of development of regions in realization of structural modernization of national economy. The paper determines that, given that the regions are ...an integral part of the economic complex of the state, the implementation of investment measures for the effective implementation of such strategic development plans should be a priority and have a close connection with the specific features of the domestic regions, which play a major role in the structural modernization of Ukraine's economy. A key basis of the study was the assertion that the effectiveness of domestic regions' development depends entirely on the strategic planning system in place and a qualitatively new mechanism for financing investment programs from various sources. Based on the research of leading experts, the necessity of finding new financial instruments and innovative methods and approaches in financing is substantiated. The analysis of the main sources of financing in the fixed capital in preparation of regional development strategies and planning of measures for their implementation. A serious problem of structural modernization of both the regional and national economies in the implementation of investment programs has been identified, namely the lack of sufficient external financing. It is proved that despite the presence of a number of programs to promote small and medium-sized enterprises and the activation of state policy on the development of investment and innovation activities of economic entities, the ways and mechanisms of their implementation have significant disadvantages and do not contribute reduction of investment risks; increasing the efficiency of providing investment resources to all participants in the investment activity of the region. It is proposed to implement a well-considered strategy of regional development, which comprehensively takes into account the specific conditions of use of potential financial sources against the background of the macroeconomic situation in the country and envisages the introduction of a full range of financial instruments to address the challenges of affordable financing for regional development and interregional cooperation investment programs.
Watershed Investment Programs (WIPs) face many challenges in implementing strategies aimed at restoring and preserving ecosystem services using Nature-based Solutions (NbS). A key challenge lies in ...defining SMART (Specific, Measurable, Achievable, Relevant, and Time-bound) objectives, which involve addressing questions such as which NbS interventions to apply, where, and in what amounts. Effectively achieving WIPs’ objectives requires strategic implementation of NbS. In response to this challenge, we present SIGA-CALv1.0, a daily time-step and distributed modeling conceptual framework that enables the design and evaluation of the impact of NbS portfolios on water quantity and quality. To validate our framework, we applied it to the Arma river basin in Colombia. Our findings indicate that NbS can lead to substantial benefits, including reductions of up to 47% in sediment, 62% in nitrogen, 8% in phosphorus, and 15% in pathogen indicators (total coliforms). The proposed methodological framework offers decision-makers robust technical support for defining strategic NbS implementation plans, guided by SMART objectives. This approach strengthens the effectiveness of ecosystem services restoration and conservation strategies in watersheds, enabling more efficient resource allocation and improved environmental outcomes.
The article summarizes the arguments and counterarguments within the scientific discussion on the resource management of the State Fund for Regional Development of Ukraine (Fund). The main purpose of ...the study is to assess the effectiveness of resource management of this Fund from the standpoint of improving the effectiveness of state financial support for regional development in Ukraine. Systematization of literature sources and approaches to solving the problem of effective use of state budget funds to finance regional development goals showed that in general there is a positive assessment of the feasibility of the State Fund for Regional development in Ukraine, but there are significant shortcomings and problems in financing regional development measures. The urgency of solving this scientific problem is that being a significant budgetary resource for the implementation of goals and objectives of regional development, the Fund is not used effectively due to improper management.
The study of the peculiarities of the resource management of the State Fund for Regional Development of Ukraine in modern challenges was conducted from the standpoint of assessing compliance with national legislation of budgetary discipline, economic and social feasibility and taking into account the following factors: ensuring full compliance with budget legislation of Ukraine; absence of violations of terms of distribution of means of fund; absence of violations in planning, selection and approval of investment programs and regional development projects; directing the established share of Funds resources to the economic development of the regions; timely and full development of resources at the planned facilities; an effective system of internal control over the effective use of budget funds; based on the results of the study, conclusions were prepared. The methodological tools of the study were the methods of economic and statistical analysis, grouping, comparisons, index analysis and factor analysis. The research period is 2016—2020.
The article presents the results of the empirical analysis, which showed that there are systemic problems in the organization of resource management of the State Fund for Regional Development. The study empirically confirms and theoretically proves that it is necessary to update the provisions of Article 241 of the Budget Code of Ukraine to determine the resources of this Fund in the amount of at least one percent of the total fund of the State Budget of Ukraine; the distribution of the fund’s funds should take into account territorial differentiation according to the regional human development index; identification of additional criteria for selection of regional development projects that will ensure the achievement of positive economic changes in the regions; organize an effective system of internal control and internal audit. The results of the study can be useful for use in research and in the activities of state, regional and local governments in terms of taking into account the peculiarities of the management of the State Fund for Regional Development in Ukraine.

Based on data collected for 398 communes from the North-West development region of Romania between 2007 and 2014, this article presents a local economic development (LED) index for rural communities ...and identifies the main factors which influence LED in these communities. Our results show that exogenous factors, such as location in the influence area of urban communities and the existence of a direct connection to the European Road Network, influence the level of LED. At the same time nor the aforementioned exogenous factors nor other exogenous factors, such as non-refundable investments programs in local core infrastructure (financed by the European Union and the Romanian Government) which were designed to accelerate/spur economic development, as well as direct connections to the National Roads Network, do not have any statistically significant influence on spurring/accelerating LED (at least in this short period of time).
