Abstract
Many countries have undertaken large and high-profile payment-for-ecosystem-services (PES) programs to sustain the use of their natural resources. Nevertheless, few studies have ...comprehensively examined the impacts of existing PES programs. Grassland Ecological Compensation Policy (GECP) is one of the few pastorally focused PES programs with large investments and long duration, which aim to improve grassland quality and increase herder income. Here we present empirical evidence of the effects of GECP on grassland quality and herder income. Through a thorough and in-depth econometric analysis of remote sensing and household survey data, we find that, although GECP improves grassland quality (albeit to only a small extent) and has a large positive effect on income, it exacerbates existing income inequality among herders within their local communities. The analysis demonstrates that the program has induced herders to change their livestock production behavior. Heterogeneity analysis emphasizes the importance of making sure the programs are flexible and are adapted to local resource circumstances.
Nature‐based solutions (NbS)—solutions to societal challenges that involve working with nature—have recently gained popularity as an integrated approach that can address climate change and ...biodiversity loss, while supporting sustainable development. Although well‐designed NbS can deliver multiple benefits for people and nature, much of the recent limelight has been on tree planting for carbon sequestration. There are serious concerns that this is distracting from the need to rapidly phase out use of fossil fuels and protect existing intact ecosystems. There are also concerns that the expansion of forestry framed as a climate change mitigation solution is coming at the cost of carbon rich and biodiverse native ecosystems and local resource rights. Here, we discuss the promise and pitfalls of the NbS framing and its current political traction, and we present recommendations on how to get the message right. We urge policymakers, practitioners and researchers to consider the synergies and trade‐offs associated with NbS and to follow four guiding principles to enable NbS to provide sustainable benefits to society: (1) NbS are not a substitute for the rapid phase out of fossil fuels; (2) NbS involve a wide range of ecosystems on land and in the sea, not just forests; (3) NbS are implemented with the full engagement and consent of Indigenous Peoples and local communities in a way that respects their cultural and ecological rights; and (4) NbS should be explicitly designed to provide measurable benefits for biodiversity. Only by following these guidelines will we design robust and resilient NbS that address the urgent challenges of climate change and biodiversity loss, sustaining nature and people together, now and into the future.
Nature‐based solutions involve the protection, restoration or management of natural and semi‐natural ecosystems; the sustainable management of aquatic systems and working lands; or the creation of novel ecosystems. They are actions that are underpinned by biodiversity and designed and implemented with the full engagement and consent of Indigenous Peoples and local communities. People and nature, together, co‐produce outcomes which benefit society. While the ultimate goal of NbS is to support sustainable development, including human health and wellbeing, the ecosystems that provide NbS must be healthy, functional and biodiverse if such benefits are to be provided in the long term.
Anthropogenic warming has led to an unprecedented year-round reduction in Arctic sea ice extent. This has far-reaching consequences for indigenous and local communities, polar ecosystems, and global ...climate, motivating the need for accurate seasonal sea ice forecasts. While physics-based dynamical models can successfully forecast sea ice concentration several weeks ahead, they struggle to outperform simple statistical benchmarks at longer lead times. We present a probabilistic, deep learning sea ice forecasting system, IceNet. The system has been trained on climate simulations and observational data to forecast the next 6 months of monthly-averaged sea ice concentration maps. We show that IceNet advances the range of accurate sea ice forecasts, outperforming a state-of-the-art dynamical model in seasonal forecasts of summer sea ice, particularly for extreme sea ice events. This step-change in sea ice forecasting ability brings us closer to conservation tools that mitigate risks associated with rapid sea ice loss.
In the past 10 years, the collaborative maps of OpenStreetMap (OSM) have been used to support humanitarian efforts around the world as well as to fill important data gaps for implementing major ...development frameworks such as the Sustainable Development Goals. This paper provides a comprehensive assessment of the evolution of humanitarian mapping within the OSM community, seeking to understand the spatial and temporal footprint of these large-scale mapping efforts. The spatio-temporal statistical analysis of OSM's full history since 2008 showed that humanitarian mapping efforts added 60.5 million buildings and 4.5 million roads to the map. Overall, mapping in OSM was strongly biased towards regions with very high Human Development Index. However, humanitarian mapping efforts had a different footprint, predominantly focused on regions with medium and low human development. Despite these efforts, regions with low and medium human development only accounted for 28% of the buildings and 16% of the roads mapped in OSM although they were home to 46% of the global population. Our results highlight the formidable impact of humanitarian mapping efforts such as post-disaster mapping campaigns to improve the spatial coverage of existing open geographic data and maps, but they also reveal the need to address the remaining stark data inequalities, which vary significantly across countries. We conclude with three recommendations directed at the humanitarian mapping community: (1) Improve methods to monitor mapping activity and identify where mapping is needed. (2) Rethink the design of projects which include humanitarian data generation to avoid non-sustainable outcomes. (3) Remove structural barriers to empower local communities and develop capacity.
The COVID-19 pandemic is unlikely to end until there is global roll-out of vaccines that protect against severe disease and preferably drive herd immunity. Regulators in numerous countries have ...authorised or approved COVID-19 vaccines for human use, with more expected to be licensed in 2021. Yet having licensed vaccines is not enough to achieve global control of COVID-19: they also need to be produced at scale, priced affordably, allocated globally so that they are available where needed, and widely deployed in local communities. In this Health Policy paper, we review potential challenges to success in each of these dimensions and discuss policy implications. To guide our review, we developed a dashboard to highlight key characteristics of 26 leading vaccine candidates, including efficacy levels, dosing regimens, storage requirements, prices, production capacities in 2021, and stocks reserved for low-income and middle-income countries. We use a traffic-light system to signal the potential contributions of each candidate to achieving global vaccine immunity, highlighting important trade-offs that policy makers need to consider when developing and implementing vaccination programmes. Although specific datapoints are subject to change as the pandemic response progresses, the dashboard will continue to provide a useful lens through which to analyse the key issues affecting the use of COVID-19 vaccines. We also present original data from a 32-country survey (n=26 758) on potential acceptance of COVID-19 vaccines, conducted from October to December, 2020. Vaccine acceptance was highest in Vietnam (98%), India (91%), China (91%), Denmark (87%), and South Korea (87%), and lowest in Serbia (38%), Croatia (41%), France (44%), Lebanon (44%), and Paraguay (51%).
The human impact on life on Earth has increased sharply since the 1970s, driven by the demands of a growing population with rising average per capita income. Nature is currently supplying more ...materials than ever before, but this has come at the high cost of unprecedented global declines in the extent and integrity of ecosystems, distinctness of local ecological communities, abundance and number of wild species, and the number of local domesticated varieties. Such changes reduce vital benefits that people receive from nature and threaten the quality of life of future generations. Both the benefits of an expanding economy and the costs of reducing nature's benefits are unequally distributed. The fabric of life on which we all depend-nature and its contributions to people-is unravelling rapidly. Despite the severity of the threats and lack of enough progress in tackling them to date, opportunities exist to change future trajectories through transformative action. Such action must begin immediately, however, and address the root economic, social, and technological causes of nature's deterioration.
This study models local and cross-city transmissions of the novel coronavirus in China between January 19 and February 29, 2020. We examine the role of various socioeconomic mediating factors, ...including public health measures that encourage social distancing in local communities. Weather characteristics 2 weeks prior are used as instrumental variables for causal inference. Stringent quarantines, city lockdowns, and local public health measures imposed in late January significantly decreased the virus transmission rate. The virus spread was contained by the middle of February. Population outflow from the outbreak source region posed a higher risk to the destination regions than other factors, including geographic proximity and similarity in economic conditions. We quantify the effects of different public health measures in reducing the number of infections through counterfactual analyses. Over 1.4 million infections and 56,000 deaths may have been avoided as a result of the national and provincial public health measures imposed in late January in China.

The interventions required to reduce deforestation differ widely across the tropics
Primary tropical forests continue to be lost at high rates, with disturbing consequences for biodiversity, climate ...change, and the rights and livelihoods of local communities. Improved spatial data and monitoring systems are enabling researchers to identify drivers of deforestation with increased geographical precision (

) and to assess the relative potential of various interventions to stem forest loss (

). International initiatives currently focus on halting the expansion of commercial agriculture for export markets, a driver of deforestation that emerged in the 1980s (

). Numerous corporations are trying to implement commitments to remove deforestation from their commodity supply chains. However, recent research shows that the drivers of deforestation are complex and can change rapidly. A range of policies customized to specific jurisdictions will be needed to address them effectively.
