A series of four novel BF2 complexes of N-acetyl 2-aminobenzothiazoles featuring rigid rotorless polyheteroaromatic structures have been designed and synthesized. All of these compounds exhibited AIE ...properties with excellent solid-state fluorescence quantum yields up to 81.7%. Theoretical calculations revealed the characteristics of their ground-state structures and excitation processes. Their seemingly abnormal nonradiative decay in solutions was investigated from both direct vibrational relaxation and S0/S1 surface crossing perspectives by the two-channel model. The minimum energy conical intersection (MECI) located by SF-TDDFT method indicated that the CI is mainly induced by the deformation of the BF2 complex ring, leads to elevated energy level, and thus is not responsible for the fluorescence quenching. The potential energy curve (PEC) constructed along the distortion angle θ of BF2 complex ring showed that when θ reaches 50° (the dark-state region approaching MECI), the energy barrier is only 0.11 eV, suggesting that the deformed dark state could serve as an effective deactivation channel via ultrafast internal conversion (IC). Crystallographic analysis illustrated that the F atoms perpendicular to the polyheterocycle could effectively prohibit detrimental π-π stacking and enhance intermolecular interactions, thereby resulting in efficient solid-state emission.

Staphylococci have two mechanisms for resistance to beta-lactam antibiotics. One is the production of beta-lactamases, enzymes that hydrolytically destroy beta-lactams. The other is the expression of ...penicillin-binding protein 2a (PBP 2a), which is not susceptible to inhibition by beta-lactam antibiotics. Strains of S. aureus exhibiting either beta-lactamase or PBP 2a-directed resistance (or both) have established a considerable ecological niche among human pathogens. The emergence and subsequent spread of bacterial strains designated as methicillin-resistant S. aureus (MRSA), from the 1960s to the present, has created clinical difficulties for nosocomial treatment on a global scale. The recent variants of MRSA that are resistant to glycopeptide antibiotics (such as vancomycin) have ushered in a new and disconcerting chapter in the evolution of this organism.

categoría en la implementación del ...Modelo Estándar de Control Interno–MECI, teniendo en cuenta que este modelo es la herramienta que permite el desarrollo
de la Política de Control Interno en Colombia y se constituye en el eje fundamental para el logro de los objetivos de las instituciones. Con base en el diagnóstico se determinan los aspectos para mejorar o ajustar a dicho modelo, con el propósito de corregir su implementación y que a mediano plazo estas entidades puedan mejorar su gestión institucional. La investigación toma conceptos de la Nueva Gestión Pública –NGP (o New Public Management –NPM); de este enfoque se observan y analizan aspectos relacionados con el buen gobierno y la vocación por el servicio público por parte de los funcionarios del estado, los mecanismos para la democratización de la administración pública y finalmente los principios básicos sobre la responsabilidad social. La investigación es aplicada y utiliza como metodología el modelo C.I.P.P. (contexto-insumosprocesos- productos) por lo que los resultados, análisis y recomendaciones se muestran a través de sus cuatro etapas o niveles. Los principales hallazgos y conclusiones apuntan a confirmar la hipótesis planteada; se determinaron fallas en la implementación del modelo, debido a aspectos metodológicos, sobre los cuales se generan puntos de mejora o ajuste.
In Colombia, public management requires a managerial transformation that facilitates the State to implement policies focused on improving the quality of life of citizens. The lack of techniques for ...management integration in public entities drives the research that leads to the design of a methodology for integration management. With a mixed approach and a sequential exploratory scope, the existing correlation between the requirements of the technical standards ISO 9001: 2015 (QMS), ISO 14001: 2015 (EMS) and the normative models Decree 1072 of 2015 (OHSMS), MECI: 2014 (Internal Control Standard Model) and MIPG: 2012 (Planning and Management Integrated Model), obtaining as a result the correlation matrix, product of the bibliographic review and the critical reading of the technical standards and the normative models of the State. From this correlation matrix, descriptive contents were developed, taken as a basis for the construction of perception surveys, applying statistical methods that support the degree of correlation of the requirements through Spearman´s correlation coefficient and the reliability of the data through Cronbach’s alpha, thus validating the content of the matrix, which is a guiding reference for the integration of management systems in public entities.

Este artículo contribuye al desarrollo de propuestas de liderazgo local a través del análisis de la implementación del Control Interno en los gobiernos locales. El MECI es el resultado de la ...combinación de lineamientos brindados por organizaciones internacionales, por lo que cabría preguntarse cuál ha sido la injerencia de esta herramienta en los municipios colombianos. El artículo se divide en tres partes. En la primera se comenta acerca de la importancia de la gobernabilidad, liderazgo y comunicación para los gobiernos, así como la conexión de la gobernabilidad con el Control Interno, desde la perspectiva de la concepción del concepto en Iberoamérica y el Caribe. Finalmente, en la tercera parte se analiza de manera breve la implementación del Control Interno en Colombia, el MECI y su incidencia en la gobernabilidad de dos municipios colombianos.
El presente artículo expone la participación de la asistente de investigación en el avance del artículo de investigación desarrollado por la Facultad de Contaduría Pública sobre el proyecto ...interdisciplinario “La corrupción en Colombia”, dirigido por la rectoría de la Universidad Externado de Colombia en alianza con la Secretaría de Transparencia de la Presidencia de la República. Con el objeto de aclarar el contexto en el cual se desarrolla el análisis cualitativo y cuantitativo de la información recopilada para el desarrollo preliminar del proyecto de investigación, se generará la caracterización requerida de la estructura, los conceptos y las definiciones necesarias para el pleno entendimiento de las conclusiones preliminares obtenidas en el desarrollo de la investigación.
