Bu makalede, Çin'in dışarı çıkma politikasının Afrika'daki ...iki saç ayaǧı olan hammadde yatırımları ve tarım yatırımları, yeni-kolonyal bir ekonominin esaslarını oluşturan krediler, yardımlar ve yatırımlar baǧlamında İncelenmektedir. Makalede literatüre hakim yaklaşımlara karşıt bir biçimde, Çin'in Afrika politikasının yeni-kolonyal öǧelere biçimlendiǧi iddia edilmektedir. Bu bakımdan makale, dışarı çıkma (going out) politikasının üç alana yansıyan temel uygulamalarının yeni olmadıǧını ve tarihsel süreçte Batılı ülkelerin Afrika'da uyguladıǧı birikimci politikaların yeniden cisimleşmesi olduǧunu göstermeyi amaçlamaktadır.

The article reviews Soviet and East German studies of neocolonialism that have been translated into Russian. A total of more than 60 monographs on Western neocolonialism have been systematically ...studied and finally compiled into an electronic archive in preparation for this publication. Based on the materials of Soviet studies, the article presents the main features of Western neocolonialism, related both to political manoeuvres and the economic arsenal of the former metropolitan powers. A detailed analysis of the narratives used by Western countries to emphasize their proximity to the “Third World” is given. Particular attention is paid to neocolonial theories, both “variants of well-known bourgeois and reformist concepts addressed to developing countries” and “concepts and theories specially created to support neocolonialism.” Neocolonial approaches were studied both in the context of individual Western countries and groups of states (Great Britain, France, Germany, the European Economic Community (EEC), USA) and by functional areas (technical assistance, food neocolonialism, international organizations). Regarding the UK, the differences in neocolonial policy between Labor Party and Conservatives are examined. The main instruments of France’s neocolonial policy are described and it is concluded that they have hardly changed in recent decades. The role of the FRG in the strategy of “European neocolonialism” is shown, and major characteristics of the neocolonial policy of the EEC are highlighted. With regard to the, authors speak of a new type of imperialist colonialism associated with American leadership in the institutions of the “collective West.” As for the United States, a new type of imperialist colonialism is being put forward, associated with America’s leadership in the institutions of the “collective West.” The origins and “running-in” of the US neocolonial tools are shown in detail, using the actual American colonial experience in the Philippines as an example. The main directions of critical analysis of the participation of Western countries in technical and food aid systems and in the activities of international organizations are presented. In conclusion, some remarks are formulated on the practical component of Soviet studies of neocolonialism. It is also stressed that in the mid-1980s, after the proclamation of the “New Political Thinking” the critical degree of Soviet studies of neocolonialism declined significantly.
Over the last two decades, research on professional service firms has developed into an important subfield of management studies. In this article, I offer a postcolonial critique of this subfield. I ...show that it is not only built almost exclusively on studies conducted in the West but also generally presents its theorizing as though it were universal. This is despite the field being mostly focused on transnational firms. It is also despite professional service firm scholars generally being distinctly sensitive to (organizational) difference and having no steadfast commitment to positivism. Importantly, I also contend that professional service firm scholarship tends to construct an image of Western professionals as bearers of universal experience, knowledge and ‘professional’ culture while overlooking, if not obscuring, their role in neo-colonialism. Thus, what started as a useful effort to study an unusual – ‘professional’ – type of organization appears to have evolved into a West-centric scholarly enterprise. I urge scholars to recognize and interrogate the problem and work self-reflexively to address it in their own research – and I offer suggestions to that end. My contribution also has implications for the postcolonial critique in management studies and related efforts to decolonize the field.

This paper examines the knowledge politics and cultures that shape data relations between international aid organisations and Global South public institutions, taking African libraries as an example. ...International organisations increasingly rely on data from the Global South, purportedly as a resource for development, which has raised valid concerns about the emergence of new practices of data colonialism. One proposed solution is to expand the capacity of Global South institutions to control their own data processes, so they can likewise control the politico-economic relationships that draw on their data. A pan-African library organisation representing 34 countries is exploring this possibility though a multiyear research project to increase library capacity to use data to partner with development aid organisations. However, this work revealed that data colonialism precedes practices of value extraction. In focus groups, a survey of library systems and interviews with aid organisations, aspects of the data cycle are epistemically framed by aid organisations to undercut Global South control, and subtle neocolonial mechanisms encourage libraries to shape their own data cultures according to desires of aid organisations. This underscores the need to expand data neocolonialism as a frame for confronting epistemic injustice by highlighting Western rationalities embedded in data relations.
To speak of global white supremacy is to point to the racial dimensions of an international power system that includes an ideology of white (broadly defined ) racial superiority and its related sets ...of practices. However, it remains difficult to operationalize the historical reality of white supremacy within anthropological theory and practice. For even as mainstream anthropology has acknowledged the significance of race, it has yet to thoroughly engage the role of white supremacy, especially global white supremacy, as part and parcel of the baseline understanding and functioning of the modern world. In anthropological treatments of the postcolonial state, the emergency and consolidation of neoliberalism, or even in current popular trends, such as work on the "anthropocene" and the "ontological turn," an analysis of white supremacy is often missing. This is so even when there are mentions of race and racialization. How can we as anthropologists speak of neoliberalism, for example, without keeping in constant view the context of white privilege and power that structure both global capitalism and (post/neo)colonialism?
Westworld is a science fiction series that proposes a theme park of the future where ‘guests’ can live a Wild West experience without restrictions or reprisals, thanks to reallooking android ‘hosts’ ...who grant all their wishes. Due to the topic covered, this science fiction series allows its use as a common thread for an article that considers the concept of hospitality, the host-guest relationship and its consequence for the management of tourist destinations. This is achieved through an exegesis of Westworld and an analysis of academic bibliography. First, different concepts of hospitality and what they imply for the host-guest relationship are identified. Subsequently, how different theoretical developments on the resident-tourist relationship are proposed entailing different interpretations and reactions to the same objective reality. In conclusion, it should be noted that when tourism is perceived as subordinating the host to the wishes of the guest (as in Westworld), the appearance of anti-tourism attitudes among residents is only a matter of time, generating conflicts. Furthermore, the importance of dominant interpretive theories in determining the reaction of the local population to events that occur should be highlighted.
Through evaluating dominant MOOC platforms created by Western universities, I argue that MOOCs on such platforms tend to embed Western-centric epistemologies and propagate this without questioning ...their global relevance. Consequently, such MOOCs can be detrimental when educating diverse and complex participants as they erode local and indigenous knowledge systems. Arguing that the digital divide is an exacerbation of historical inequalities, I draw parallels between colonial education, specifically across Sub-Saharan Africa, and 'digital neocolonialism' through Western MOOC platforms. I analyse similarities in ideology, assumptions, and methods of control. Highlighting evolving forms of coloniality, I include contemporary problems created by neoliberal techno-capitalist agendas, such as the commodification of education. Balance is needed between the opportunities offered through MOOCs and the harms they cause through overshadowing marginalised knowledges and framing disruptive technologies as the saviour. While recommending solutions for inclusion of marginalised voices, further problems such as adverse incorporation are raised.
