A real symmetric matrix G with zero diagonal encodes the
adjacencies of the vertices of a graph G with weighted edges
and no loops. A graph associated with a n × n non–singular
matrix with zero ...entries on the diagonal such that all its (n −
1) × (n − 1) principal submatrices are singular is said to be
a NSSD. We show that the class of NSSDs is closed under
taking the inverse of G. We present results on the nullities
of one– and two–vertex deleted subgraphs of a NSSD. It is
shown that a necessary and sufficient condition for two–vertex
deleted subgraphs of G and of the graph ⌈(G
) associated
with G
to remain NSSDs is that the submatrices belonging
to them, derived from G and G
, are inverses. Moreover, an
algorithm yielding what we term plain NSSDs is presented.
This algorithm can be used to determine if a graph G with a
terminal vertex is not a NSSD.

El desarrollo del presente trabajo tiene por finalidad realizar un análisis, desde una perspectiva sistemática y funcional, de los recursos administrativos y los procedimientos especiales ...impugnatorios en el marco del procedimiento ordinario minero, los mismos que tienen por objeto cuestionar decisiones administrativas posibles o concretas. Para ello, creímos conveniente otorgar la denominación genérica de «mecanismos de impugnación» a fin de no alterar su propia naturaleza. En ese sentido, los mecanismos de impugnación —conforme lo que hemos precisado— entendidos como medios que permiten instrumentalizar las pretensiones contradictorias de los particulares respecto a una actuación administrativa determinada o determinable, cumplen una misma función y persiguen una misma finalidad: El control de la legalidad en la vía administrativa de una decisión administrativa concreta o futura permitirá garantizar el derecho al debido procedimiento del que gozan los particulares. Por ello, cumpliendo la misma función y finalidad, el presente trabajo tiene como objetivo principal dotar de mayor dinamismo al procedimiento de otorgamiento de concesionesmineras,apartirdeunasimplificación de los mecanismos de impugnación, sin que ello implique un debilitamiento de los derechos de los particulares.
The development of the present work has the purpose of realize an analysis, from a systematic and functional perspective, of the administrative resources and the special procedures in the frame of the ordinary mining procedure, the same ones that have for object question the present or future administrative decisions. For it, we believed convenient to grant the generic name of «Mechanisms of challenging» in order not to change his own nature. In this sense, the mechanisms of challenging – in conformity with to what we have been determined – understood as means that allow to carry out the contradictory pretensions of the administered ones or particulars with regard to an administrative determined or determinable action, fulfill the same function and chase the same purpose: The control of legality in the administrative way of an administrative concrete or future decision in certain sense, allowing with it, to guarantee the right to a due procedure of which the administered ones and particulars can enjoy. It is for it, that fulfilling the same function and purpose, the present work has as principal aim, provide with mayor dynamism to the procedure of granting mining concessions, from a simplification of the mechanisms of challenging, without it implies a weakening of the rights of the administered ones or particulars.
Un problema que ha ocupado a la doctrina jurídica colombiana desde hace algún tiempo es establecer con qué condiciones procede la acción de nulidad contra actos administrativos. Estas acciones ...generan situaciones particulares, concretas o subjetivas. Además, por la necesidad de resolver judicialmente ciertos eventos de la vida real, dichos actos crean, modifican o extinguen una relación jurídica específica y subjetiva. Lo anterior se debe a que una persona puede ejercer la acción de nulidad contra actos administrativos de índole particular y concreta. Con frecuencia, la persona no tiene en cuenta que con la sola nulidad se produce el restablecimiento de un derecho. Para la prosperidad de tal restablecimiento, es necesario que la persona verifique su legitimación como accionante, la observancia de presupuestos procesales como el agotamiento de la vía gubernativa y la no caducidad de la acción de nulidad y restablecimiento del derecho procedente.
