Local communities have an important role in society. According to states legislature they execute local public policies. Those processes include local democracy, public administration, local economy ...and social entities. Also they combine public and private resources. All of these groups of factors have their own capacity. Capacity is their ability to achieve goals and consists from inside and outside factors. Capacity of local self-government is integrated capacity. It represents holistic capacity for those units. It tells us, whether they are capable of doing things they should do, according to social and political system and its demands. Local units have different level of capacity. With conceptual model and field research we tested our research hypothesis. Our hypothesis is that local self-government communities with higher capacity offer their residents broader local public services and goods. Also we studies influence of political stability and autonomy on capacity. On representative sample of municipalities in Republic of Slovenia we confirmed all ours research hypothesis. Conceptual model of capacity is a tool for analysing individual communities and for analysing the whole system of local-self government. Also many suggestions for improvement can be made.
Na podlagi prvega Zakona o lokalni samoupravi (1993) in Zakona o ustanovitvi občin in njihovih območij (1994) se je v letu 1994 oblikovalo 147 občin, do leta 2002 pa se je njihovo število povečalo na ...193. Na novo so nastajale predvsem majhne občine, tudi takšne, ki niso izpolnjevale v zakonu določenih pogojev. Zato so potekale in še vedno potekajo številne razprave o učinkovitosti takšnih občin in smiselnosti nadaljnje delitve Slovenije. V letu 2005 je imelo 95 občin manj kot 5 000 prebivalcev, kar je zakonsko določena meja za ustanovitev občine. Vse majhne občine smo anketirali in podali oceno o njihovem vplivu na razvoj podeželja.
Contextual factors of home care utilization in Slovenia Background: Andersen's behavioural model for predicting the use of health care services has already been used to explain the utilization of ...home care services or other community type services. The model includes predisposing and enabling factors and illness level. We will use the enabling factors to explain variability in the utilization of home care services across Slovenian municipalities. Methods: Multiple classification analysis is performed on municipalities as units of analysis. The dependent variable is the number of users of home care among 1000 residents of the municipality (both 65+). Several enabling factors are included in the model, which measure the characteristics of municipalities and their residents. Results: Enabling factors explain 13% of the variability in the number of home care users. Significantly more users are found in municipalities that are more urban, have a lower number of residents per km2, have a higher proportion of students and percentage of active population. Organizational factors (the price of services and the provision of services during afternoons, weekends and holidays)are not related to the number of users, and nor is the number of residents receiving financial social assistance. Conclusions: The study revealed important determinants of the utilization of home care services in Slovenian municipalities. The lack of a significant relationship between the number of users and organizational factors can be attributed to the novelty of this program in Slovenia. We stress the need to conduct more research in this field, especially the collection of data on the individual level of users. PUBLICATION ABSTRACT

Letos mineva 100 let od kar je Ljubljanski grad v lasti mesta Ljubljane. Takratni župan Ivan Hribar, ga je kupil od avstro-ogrske monarhije. Jubileja so se spomnili z dnevom odprtih vrat in vodenimi ogledi te mestne znamenitosti.

S pripravo novega občinskega prostorskega načrta občine Žirovnica se obravnava tudi razvojni potencial tipične slovenske gručaste vasi z dislocirano dominanto, obdane z značilno kulturno krajino in ...visoko simbolno vrednostjo na nacionalnem nivoju. Varovano območje kulturne dediščine s spomenikom – Prešernova rojstna hiša predstavlja razvojni potencial za vas Vrba, občino in državo znotraj EU, ki ga je nedvomno potrebno ohraniti, ne pa tudi zavirati v razvoju. Zato bosta v ta prostor v prihodnosti umeščena dva objekta: Dom kulture Vrba in obvozna cesta, ki naj hkrati rešuje prometno vozlišče Vrba in odpira pogled na značilne vedute kraja. V procesu izdelave OPN prihaja do usklajevanj različnih interesov v prostoru z upoštevanjem vseh varstvenih režimov in javno izraženega mnenja krajanov na predstavitvi. Dopolnjen osnutek OPN bo obravnaval variantne rešitve.

O prihodnosti mladih kulturnikov in alternativcev so mnenja zelo različna. Člani tako imenovane mreže za Metelkovo svoje prihodnosti ne vidijo ravno rožnato; zato so se odločili za svojevrstno obliko boja. Sinoči so zasedli del nekdanje vojašnice na Metelkovi v Ljubljani. Ta naj bi prišel v njihove roke, mestna oblast pa je nekatere objekte na tem območju začela grobo rušiti.

Immediately after the institutionalisation of regions in Slovenia it will be necessary to introduce an efficient coordination among different decision making levels between the state administration ...on one side and municipalities and regions on the other. The purpose of my paper is not to deal with details but to show the possibilities of a gradual and systematic professional and organisational support to the representatives of municipalities and regions as well as the state administration units on the other side. The purpose of the table is to show, in a simplified way, the relation between the contents of formal interest coordination and development promotion on different levels. It represents first of all the complexity ofinterlinkages of economic and non-economic branches. Such an approach could facilitate the preparation of more realistic decrees, efficient work of inspections as well as cheaper preparation of planning documents.
