This article provides a comprehensive analysis of Eurosceptic contestation within the legislative arena of the European Parliament (EP) from 2009 to 2019. Under what conditions do Eurosceptics vote ...differently from their Europhile peers? The literatures on European integration, party competition and policy types lead us to expect variation in Eurosceptic contestation across policy areas. Drawing on roll‐call votes in the EP, we introduce two new measures of such contestation: Eurosceptic dissent, that is, the extent to which Eurosceptics diverge from the Europhile plurality, and integration polarization, that is, the extent to which Eurosceptics and Europhiles oppose each other as cohesive camps. Our two indicators show that Eurosceptic contestation is particularly pronounced when the EP votes on cultural, distributive and constituent issues. When voting on redistributive policies, in contrast, dissent and polarization are curbed by national and ideological diversity.
Group coordinators have a key role in shaping coherent policy agendas in European Parliament (EP) committees and in building consensus about the party line among the group's specialists. They also ...yield considerable discretion and influence legislative outcomes through their selection of rapporteurs. This article builds and expands on previous research to analyse longitudinally the determinants of group coordinator selection. The EP's gradual empowerment to co‐legislator status has arguably increased the stakes of selecting competent group coordinators. Drawing on a unique dataset that includes all party group coordinators of the European People's Party in seven terms of the EP (1984–2019), the article shows that committee incumbency, coordinator seniority and, to a lesser extent, ideological proximity to the committee contingent influence who becomes a coordinator. The results are robust to replication of analyses on a sample of Socialists and Democrats Members of the European Parliament and to controlling for several factors associated with partisan and distributive theories of committee organisation.

Osoby pracujące w Kancelarii Senatu po roku 1989 próbowały odszukać informacje dotyczące polskich Senatorów i ich życia w czasach wojny. Mamy w posiadaniu ciekawe dokumenty biograficzne. Są to materiały o dużej wartości ze względu na brak informacji dotyczących polskiego Senatu (1922-1939) w Archiwach Senatu. Dzięki życzliwości rodzin senatorów dysponujemy wartościową dokumantacją uzupełnioną fotografiami. 'Wirtualna Tablica pamięci' została zamieszczona na oficjalnej stronie Senatu w roku 2009 i jest uzupełniniem 'prawdziwej'. Dokumenty będące w naszym posiadaniu są pomocne dla opracowań naukowych i publikacji dotyczących historii Senatu. Kancelaria Senatu organizuje również wystawę poświęconą polskiemu parlamentyzmowi.
Is oppositional behaviour in legislatures gendered? Despite a growing literature on gender and legislative behaviour, there is a conspicuous absence of research on differences between female and male ...members of parliament (MPs) when it comes to one of the key aspects of parliamentary debates: the voicing of opposition. This article connects the literature on gender and legislative behaviour with opposition scholarship. We examine the role of gender for oppositional behaviour in four legislatures with a focus on debates concerning European Union affairs. Our results show that female MPs generally are equally likely to express opposition as their male colleagues. This result, however, is conditioned by government status. Whilst there is no significant difference between the proportion of opposition expressed by female and male MPs from opposition parties, we find that male MPs representing government parties express more than twice as much opposition as their female colleagues.
Supreme or constitutional courts regularly step in to protect the democratic process by deciding election disputes. It is remarkable that the Court of Justice of the European Union (CJEU) has so far ...barely been engaged concerning the European Parliament (EP) elections. Using Hungary as an example, I will argue in the following that the CJEU is institutionally well-positioned to help protect the integrity of the 2024 EP elections via preliminary ruling procedures. Hungarian democracy has been in decline, according to the EP, the Commission and various democracy indices. The problems include the lack of a level playing field, targeted action by authorities against opposition parties, overlaps between the activities of the government and the governing party, state funding of campaigning and party financing in general, lack of media pluralism, and the different means of voting for citizens living abroad (postal vote for some and not for others). I argue that the CJEU could and should be engaged to protect the fairness of the EP elections in Hungary.
The European Parliament (EP) as one of the key institutions of the European Union has gained considerable powers over time and often presents itself as a constant gender equality promoter. Whilst ...gender equality in the EP tended to be analysed in terms of women's descriptive, substantive and symbolic representation, this article shifts the focus to the concept of power itself in assessing gender equality achievements in and through the EP. Applying Amy Allen's conceptualization of power as power to, power over and power with to a critical reading of recent literature, it explores who can exercise power over what in the EP and the consequences for gender equality. The article challenges the EP as a unified gender equality actor and highlights its highly gendered nature in which power over and power to are intertwined, with power to occurring without power over and power with unfolding through alliances and coalitions.

Given the high cost of developing and implementing data standards such as eXtensible Business Reporting Language (XBRL), it is critical to assess their influences before they are adopted on a large ...scale. The European Parliament has voted for the new Transparency Directive that calls for the mandatory preparation of annual business performance reports in a single electronic reporting from January 1, 2020 based on a cost–benefit analysis by European Securities and Markets Authority (ESMA), with due reference to current and future technological options such as XBRL. Regulators in many other jurisdictions such as Canadian Securities Administrators are also assessing the costs and benefits from XBRL adoption. This paper informs such analysis by examining whether the expected benefit of information asymmetry reduction is realized through XBRL adoption in a European context. XBRL adoption among European non-financial firms is found to significantly increase market liquidity and thus reduce information asymmetry. The association is stronger for larger firms that have sufficient resources and expertise to properly implement the technology. The empirical findings also suggest that the association is stronger for non-high-technology firms whose financial statements affected by XBRL are more reliant upon by investors. Based on these findings, XBRL evidences a viable option as an electronic reporting format with effective implementation for businesses.

Das neue unionale Datenschutzrecht ist, entgegen mancher Befürchtung, kein law of everything. Vielmehr müssen unterschiedliche Rechtsmaterien ineinandergreifen, um eine sachgerechte Regelungsstruktur ...im Schnittbereich von Datenschutzrecht und Privatrecht aufzubauen. Philipp Hacker bestimmt das Verhältnis dieser Rechtsmaterien, insbesondere von DS-GVO und BGB. Denn die Verschränkung unterschiedlicher Technologieformen fordert mehr denn je ein rechtsbereichsübergreifendes Verständnis von juristischer Dogmatik und ein interdisziplinär fundiertes Konzept von Regulierung. Auf Basis des geltenden Rechts entwirft er ein integriertes Marktordnungsrecht für digitale Austauschverhältnisse. Die Untersuchung schließt mit Reformperspektiven, die aufzeigen, wie die informierte Einwilligung durch eine technologische ersetzt werden kann, um eine privatautonome Gestaltung von Rechtsverhältnissen unter den Bedingungen der digitalen Wirtschaft zu ermöglichen. Die Arbeit wurde mit dem Wissenschaftspreis der Deutschen Stiftung für Recht und Informatik 2020 ausgezeichnet.
