Despite the fact that A Just Russia faction accused the governor of "political pressure", in the end they voted in favour of the law. Leader of A Just Russia faction Yevgeniy Petelin explained that ...he considered the law "very weak and raw", adding that it lacked ways of combating corruption. Moreover, in accordance with the law, legal acts signed by the governor will be forwarded to be checked for susceptibility to corruption to the commission of which the governor is head, which Petelin considered odd. Speaking to the newspaper correspondent off the record, deputies from One Russia said that the law should have been sent for revision, but its adoption is a political decision before the approaching election to the State Duma. In 2009 the expenses will reach R1.42bn, while in 2009 they stood at R1.54bn, the regional administration said. Apart from this, the executive power will have access to a special government reserve fund which will come up to R158m in 2008, R173m in 2009, and R187m in 2010. Interestingly, the expenses on the Legislative Assembly are five times lower than those on the executive authorities. The expenditure on the keeping of deputies and their activity will amount to R280m in 2008, R305m in 2009, R331m in 2010. The average salary of a regional official reaches R34,500, which is approximately three times higher than the average salary of a regional resident, which amounts to R10,900. The manufacturing subsidiary in the town of Volkhov had existed for two years but in early 2007 the company decided to use the facilities situated in the city. "Volkhov is too far away. It is much easier to manage a production when it is close by," said the director general of Image Wear in Russia, Aydas Barkauskas. The market players were surprised with the move, as the work force in the region is cheaper and everybody is trying to use regional capacities.
