Religious legislation against heretics was an innovation in the Late Roman Empire and its enforcement involved great difficulties. The provincial governors who, except in the period of the ...persecution of Christians, had tolerated religious diversity, were to implement exclusion laws against pagans and heretical groups. This paper analyzes the form of interaction between bishops, emperors and judges in the issuing and enforcement of the laws against heretics, as well as casting light on the relevance of episcopal intervention as a method of informing and shaping the imperial will.

Objective: To examine the readiness and necessity of election of Provincial Governors in Thailand. Theoretical framework: SWOT Analysis based on Public Administration and Decentralization Concept. ... Method: Qualitative approach using documentary research on public administration and provincial election. Data was analyzed by content analysis. Results and discussion: In order to organize the system of public administration at provincial level to be effective and achieve the goals, the following issues should be addressed: (1) more delegation of command and decision-making power; (2) the governor should adapt to the role of strategic administrator; (3) the governor should use Integrated Area Development strategy; (4) the governor’s work attitudes should be a work culture of all sectors participation; (5) delegate more power in personnel administration; (6) Budget system focus on provincial development budget; (7)review the authority or mission of provincial authoritative organization and governor to avoid overlapping. Implications of the research: To be use as a guideline in considering of election of provincial governors in Thailand. The advantages and disadvantaged from the findings should be addressed for better decentralization of governmental authority. Originality/value: This research adds the value to the concept of public administration, decentralization approach and governor’s election.

Although they continue to exert an important role, their multiplication and the increasing hierarchization of the administation determine however a gradual reduction of their power.
The article proposes revised reading of several inscriptions from Cabyle. Two Hellenistic fragments are shown to belong to a decree honouring Kriton, son of Eumachos or Eumares, who was put in charge ...of the city or the neighbouring territories and provided many great services to the citizens. Two alleged mentions of Celts(Γαλάται) in Hellenistic fragments are proved to be misreading. In two inscriptions of AD 135-136, the nomen of the provincial governor ---rius Fronto is reconstructed as Cavarius. A consular date corresponding to AD 208is restored in an inscription for the construction of a temple for Jupiter Optimus Maximus Dolichenus, which provides a date for the governor of Thrace Q. Egnatius Proculus. Several inscriptions are shown to mention military officers – a prefect, a centurion, and a duplicarius. A fragment erroneously thought to belong to a funerary monument is now read as a dedication to Phoebus and is identified as a fragment from a statue of the god.A Greek inscription, which was only partially read and incorrectly dated to the first half of the third century, infact belongs to the period of the First Tetrarchy and documents the building of the fortifications of Cabyle under the governor Domitius Domninus in AD 297. Another inscription, from the time of the Fourth Tetrarchy (AD309-310), is about the construction of a gynaeceum (state textile workshop), being the only such inscription hitherto found on the territory of the Roman Empire. The two tetrarchic inscriptions also reveal the new status of Cabyle in that period – previously a military camp (castra), it was raised to a city, with the title “the splendid city of Cabyle” (ἡ λαμπρὰ Καβυληνῶν πόλις). The main magistrate of the new city was the λογιστής (= curator civitatis),and the first members of the city’s curia were called δεκάπρωτοι (as a translation of the Latin decemprimi).
In the second half of the 19th century, the number of lawyers in the ranks of Slovenian politicians was substantial. They had occupied important positions ever since the beginnings of the ...constitutional period in Carniola as well. The last two leaders of both classic political parties before the war were lawyers (attorneys). Lawyers were also members of the Provincial Assembly, and they acted as governors and members of Provincial Committees as well. In the (Cisleithanian) »Slovenian« lands, the position of the Provincial President (except for Andrej Winkler in Carniola) remained in German hands (or in Italian hands in the Littoral region) for as long as until the dissolution of the Monarchy. In the autonomous provincial governments, the situation was similar: only in Carniola, which was recognised as the only predominantly Slovenian province by Taaffe’s Government, Slovenians had been in the majority in the Provincial Assembly since the 1880s. After the dissolution of the Monarchy, the Carniolan Provincial Committee was the only body that concerned itself with handing over the power to the new state.
Most studies of absolutism, particularly in Piedmont (and more broadly the Savoyard state of which it was part) focus on the emergence of intendants as an agent of the centralizing state. However, ...this completely ignores the role of the provincial governors. This article therefore looks in closer detail than has been done hitherto, at the role, recruitment, remuneration and social background of the provincial governors of Piedmont as an important but still rather obscure period of Savoyard state formation. Provincial governors were essentially soldiers in a highly militarized state, which was one reason for their prominent role, and they fulfilled many of the absolutist or centralizing functions (monitoring, punishing) usually attributed to other agents of the state. Among their responsibilities was watching over the local nobility. The modus operandi of governors reflected a growing formalization of practice within the Savoyard state. At the same time, however, governors sometimes clashed with the other agents of that state. In terms of remuneration, governors scored much higher than did intendants. Governors were also of more exalted social origin. More work needs to be done on the provincial governors of the early modern Savoyard state but clearly they cannot be ignored as an instrument of that state, or as an indicator that the older elite successfully inserted itself into that structure to its own advantage.
This policy note analyzes the composition of public expenditures that support devolved services (including the resource allocation decisions that support these expenditures), an assessment of the ...quality of local service delivery based on available local data, and an evaluation of the interactions between various public entities that finance and provide local services. The report includes reviews of local capital investments, local road sector, and the local health sector. The findings from the case studies suggest the need for the rationalization, harmonization, and simplification of local planning and budgeting requirements prescribed by national government oversight agencies. There is also strong need for the national government to clarify the assignment of administrative responsibility for local roads in order to improve the planning and coordination of investments. Finally, the Department of Health should continue to build on its comprehensive reform agenda, which is focused on creating incentives for the local government unit's health sector performance and strengthening systems of local accountability for the province-wide health system.
