This book, published in 2007, was one of the first attempts to analyze how developing countries through the early twenty-first century have established systems of social protection, and how these ...systems have been affected by the processes of globalization and democratization. The book focuses on Latin America to identify factors associated with the evolution of welfare state policies during the pre-globalization period prior to 1979, whilst studying how globalization and democratization have affected governments' fiscal commitment to social spending. In contrast with the Western European experience, more developed welfare systems evolved in countries relatively closed to international trade, while the recent process of globalization that has swept the region has put substantial downward pressure on social security expenditures. Health and education spending has been relatively protected from greater exposure to international markets and has actually increased substantially with the shift to democracy.

Begun as a program intended to provide income for the elderly, SSI evolved into a program that served people with disabilities, becoming a primary source of financial aid for the de-institutionalized mentally ill and a principal support for children with disabilities.

Beginning in the late 19th century, competing ideas about motherhood had a profound impact on the development and implementation of social welfare policies. Calls for programmes aimed at assisting ...and directing mothers emanated from all quarters of the globe, advanced by states and voluntary organizations, liberals and conservatives, feminists and anti-feminists - a phenomenon that scholars have since termed 'maternalism'. What impact did these developments have on the prevalence of poverty in contemporary Russian society? Tracing continuities from the Soviet system alongside recent developments such as the falling price of oil, economic sanctions, and changes in directions of social policy, this book explores the impact of poverty, inequality and social programmes. The author examines the agency of people living in poverty and those engaged in social policy, using official statistics, survey data and interviews from four Russian regions to explain the reasons and consequences of poverty and people’s attempts to get out of it. The approach is based on institutional theory, complemented by Amartya Sen’s capability approach highlighting the importance of agency and an institutional framework as a means for change. A timely book that will be of interest to students of contemporary Russian politics as well as those engaged in social policy issues.

Through a close examination of accounts of the bodies that appeared in runaway advertisements and in seafaring, almshouse, prison, hospital, and burial records, Simon P. Newman uses physical details to paint an entirely different portrait of the material circumstances of the poor, examining the ways they became categorized in the emerging social hierarchy, and how they sought to resist such categorization. The Philadelphians examined inEmbodied Historywere members of the lower sort, a social category that emerged in the early modern period from the belief in a society composed of natural orders and ranks. The population of the urban poor grew rapidly after the American Revolution, and middling and elite citizens were frightened by these poor bodies, from the tattooed professional sailor, to the African American runaway with a highly personalized hairstyle and distinctive mannerisms and gestures, to the vigorous and lively Irish prostitute who refused to be cowed by the condemnation of others, to the hardworking laboring family whose weakened and diseased children played and sang in the alleys. In a new republic premised on liberty and equality, the rapidly increasing ranks of unruly bodies threatened to overwhelm traditional notions of deference, hierarchy, and order. Affluent Philadelphians responded by employing runaway advertisements, the almshouse, the prison, and to a lesser degree the hospital to incarcerate, control, and correct poor bodies and transform them into well-dressed, hardworking, deferential members of society.Embodied Historyis a compelling and accessible exploration of how poverty was etched and how power and discipline were enacted upon the bodies of the poor, as well as how the poor attempted to transcend such discipline through assertions of bodily agency and liberty.
High economic growth and relatively equitable distribution were among the most conspicuous characteristics of the postwar Japanese political economy. The lure of the Japanese model, however, has ...faded since the 1990s. Growth is in short supply and equality a thing of the past. InWelfare through Work, Mari Miura looks in depth at Japan's social protection system as a factor in the contemporary malaise of the Japanese political economy.
The Japanese social protection system should be understood as a system of "welfare through work," Miura suggests, because employment protection has functionally substituted for income maintenance. A gendered dual system in the labor market allowed a high degree of labor market flexibility, which enabled Japan to achieve high employment rates as well as strong legal protections for regular workers. In recent years, conservatives gradually replaced the productivism and cooperatism that had resulted from earlier party politics with neoliberalism, which, in turn, hampered the effectiveness of the welfare through work system.
In Miura's view, the dynamics of partisan competition fostered ideational renewal, just as the political visions and ideologies of the governing party strongly affected the design of the social protection system. In the scenario Miura describes, the partisan dynamics since the 1990s resulted in the policy change that further undermined the social protection system, and the ensuing disruption has been felt throughout Japan.
