Inherent in the ideal of the union as a voluntary organization whose sole function is promotion of the welfare of its worker-members is the concept that its government and operations should be ...democratic. Much of the criticism of unions involves allegations about their lack of democracy. In the United States, matters of internal government have largely been left to the conscience and control of the unions themselves. In Australia, in contrast, the government, through the Commonwealth Court of Conciliation and Arbitration, has attempted to insure democratic union behavior through direct and rather detailed regulation. In August of 1953, the Labor Management Relations Act, or the Taft-Hartley Act, will have been in force for six years. Probably few laws of this nation have promoted more heated controversy than has ...this legislation since its enactment. It has served as a campaign issue in the national elections of 1948 and 1952. A great many books and pamphlets have been written on many phases of the Act. Provisions of the labor law have been debated pro and con by industrial, labor, educational, and other interested groups. An appraisal of the total effect of the 1947 Act upon collective bargaining is very difficult to make.

Le Builders' Exchange groupe quelque 500 sociétés d'entrepreneurs généraux ou de métiers, de manufacturiers et de fournisseurs d'outillage ou de matériaux de construction. Ce groupement, qui dit « exprimer d'une seule voix l'opinion de toute l'industrie de la construction », présente ainsi qu'il suit le résumé de ses recommandations.
