This work, extracted from the doctoral research of the author, aims to discuss, from the reports of socio-educational system professionals, the access to State politics and programs performed by ...youth in conflict with the law attending to socio-educational system. In this research, 14 professionals who work in periphery regions, at the South Zone of Sao Paulo were interviewed, using the methodological proposal of "narrative policies". From the reports, we can see ambiguities of proposals and state interventions, configuring the "double discipline" of State, evidencing the insufficiency and the disinvestment in social security and social assistance policies, meanwhile occurs the production of an apparatus of repressive measures. We discuss the theme related to the field of public health and the importance of the bonds between professionals and youth attending to so-cio-educational system.
Population ageing and rising poverty are two of the most pressing issues today, even in Western European nations, growing as a result of the recent global economic crisis and the COVID-19 containment ...measures. This study explores the relationship between long-term care (LTC) needs and risk of poverty at household level in eight European countries, representing the different European care regimes.
The main international databases were scoured for study variables, categorized according to the following conceptual areas: home care, residential care, health expenditure, service coverage, cash benefits, private services, population, family, education, employment, poverty, disability and care recipients, and life expectancy. We initially identified 104 variables regarding 8 different countries (Austria, Finland, Germany, the Netherlands, Italy, Spain, Poland, Romania). Statistical analyses were conducted as described hereafter: analysis of the Pearson's Bivariate Correlation between the dependent variable and all other variables; a Multivariable Linear Regression Model between the Poverty Index (dependent variable) and the covariates identified in the preceding step; a check for geographical clustering effects and a reduced Multivariable Linear Regression Model for each identified European cluster.
The variables that addressed the risk of poverty pertained to the area of policy intervention and service provision. Rising private out-of-pocket health expenditures and proportion of "poor" couples with at least one child are two factors that contributed significantly to poverty increasing. Moreover, rising private out-of-pocket health expenditures for covering LTC needs (even in presence of public financial contribution to the family) is the main contributor to household poverty increasing in presence of ADL disability.
The results reveal the existence of a clear correlation between the need for LTC and the risk of poverty in households across Europe. These results highlight the central relevance of LTC policies, which are often still treated as marginal and sectoral, for the future sustainability of integrated care strategies.
Gender violence as a human rights attempt, began to give sustancial steps in order to social viewing and intervention about the topic since Vienna Declaration and Program of Action. Since then, ...there has been a review over the concept of violence, rejecting the idea of violence as “private matter”, understanding that and all forms of harassement and sexual exploitation are inconsistent with the dignity and value of human person. Subsequently Belem do Para Convention offers the guidelines towards the design, implementation, coordination and monitoring of laws and public policies over domestic and sexual violence in those countries that had summit to the terms of Convention, becaming a fundamerntal instrument.
In order to reach the goals the Goberments of the diferent countries must bring support y lead the incroporation of the gender equality perspective in all level of the politic areas.
In this general context and from Argentinian goberment is proclamed the National Law N.º 26485 2Integral Protection Law in order to prevent, punish and erradicate women violence in all spheres where they develop interpersonal relationships. The Provintial Law N°3201 adheres to all terms of National Law. Considering those laws, it have been implemented in diferent goberment organizations modfications. In Rio Gallegos city, the Judicial Power created the Domestic Violence Office (OVD), Executive Power, in security area, created the Women and Family Police Office, meanwhile is created the woman Subsecretary from de Social Action Area.
From the research work that we lead and from a exploratory and descriptve metodology used we present that organizations work on base of wich is written on those laws, respecting values, dinamics that are inherent to them, giving as a results a particular form of attention that may provoke some kind of results in the service give to the persons that make the correspondent report. The organization way of attention and the results obtained is what is going to be descripted and analize over this paper.
La violencia de género como un atentado a los derechos humanos, comienza a dar un paso importante tendiente a la visibilización social e intervención en este tipo de problemática, desde la Declaración y Programa de Acción de Viena. Desde esta declaración se revisó el concepto de violencia, rechazando la idea como algo “privado”, entendiendo que esta y todas las formas de acoso y explotaciones sexuales son incompatibles con la dignidad y la valía de la persona humana. Posteriormente la Convención de Belem do Pará marca los lineamientos fundamentales para el diseño, implementación, coordinación y seguimiento de las leyes y políticas públicas en materia de violencia doméstica y sexual en los países que adhieren a sus postulados, y se constituye un instrumento fundamental.
Para esta consecución los Gobiernos, en los distintos países, deben prestar apoyo en la incorporación de la perspectiva de igualdad de géneros en todas las esferas de política y en todos sus niveles.
En este marco general y desde el Estado Argentino se promulga la Ley Nacional N° 26485 “Ley de protección integral para prevenir, sancionar y erradicar la violencia contra las mujeres en los ámbitos en que desarrollen sus relaciones interpersonales” y Ley Provincial N° 3201 que adhiere a sus postulados. De estas normas se han implementado en distintos organismos según lo requerido en estas leyes. En la ciudad de Rio Gallegos se organiza desde el Poder Judicial la Oficina de Violencia Doméstica (OVD), desde el Poder Ejecutivo en el área de seguridad la Comisaría de la Mujer y de la Familia y de acción social, la Subsecretaria de la Mujer.
Del trabajo de investigación y tras el análisis realizado, se plantean que estos organismos funcionan en base a lo normado en estas leyes, respetando los valores, dinámica, etc. que como organización le es inherente, lo cual da como resultado una forma de atención que provoca determinados resultados en la atención de las personas que realizan la denuncia correspondiente. Son la forma de organización para la atención y los resultados obtenidos se van a describir y analizar en este escrito.

That is a legal argument resource for peoples and communities (especially indigenous) to stop the attempts of projects or the implementation of the same in their territories or near of them, both affects directly or indirectly. The right to the consultation also as the space of opportunity for the construction of a new relationship of the State with its citizens, with the indigenous and Mexican society in general which implies new Contents and definitions for these concepts.
El estado argentino, garantiza desde la Ley Nacional de Sida 23.798, su decreto reglamentario 1244/91 y mediante el Programa Nacional de Lucha contra los Retrovirus Humanos SIDA (LUSIDA) el ...suministro gratuito de la medicación antiretroviral (ARV) y el tratamiento integral para las personas viviendo con VIH SIDA (PVVS). En este contexto interesa analizar su implementación en relación a las personas conviviendo con VIH-SIDA y el modo en el cual se aborda esta problemáticas en la ciudad de Río Gallegos y describir la relación de las políticas públicas sociales en los distintos niveles municipal, provincial y ONG vinculadas a la atención, tratamiento y prevención.
Para esto se lleva a cabo una investigación de estudio descriptivo mediante la utilización de encuestas y entrevistas a las personas responsables de su implementación y entrevistas a personas conviviendo con el virus, consultas de documentos, investigaciones sobre el tema, datos estadísticos y encuestas a ONGs de la localidad. De esta indagación surge que el programa se implementa según las condiciones de atención médica y suministro de medicamentos. Aún resta que la difusión del tema para el cuidado sea una prioridad hacia la comunidad en general y para sectores de las organizaciones de la sociedad. Este escrito da cuenta de este proceso con los resultados alcanzados y los obstáculos que se presentan para cumplir con los objetivos propuestos.

Résumé La gravité de la crise des finances publiques trouve vraisemblablement son origine dans l’excès des recettes, impôts et emprunts. Les facilités ainsi offertes ont nourri la propension des ...organismes publics à dépenser, à faire des productions publiques d’utilité d’ailleurs très inégale. La dépense est difficilement réductible. Sa maîtrise demande des règles et procédures qui mettent les décisions sous la contrainte sévère d’un niveau de recettes jugé comme supportable et durable. Toutes les réformes faites au niveau national ou européen (équilibre, règle d’or, discipline budgétaire) ont cet objectif. Mais la grande hétérogénéité des finances publiques, notamment dans leur dimension sociale, et l’extrême émiettement des organismes publics demandent des instruments nouveaux et exigent de repenser les structures de financement aussi bien que le fond des politiques publiques.
The article herein focuses on the discussion regarding social public policies for the childhood protection articulated with the prevention against sexual violence which affects children of all ages ...and social-historical and cultural contexts. Documental studies and bibliographical analysis were carried out in order to provide grounds for discussing the challenges around the right to childhood of children in integral protection conditions. There is a consensus in literature that children’s sexual abuse consists in a risk factor for the development when it violates what is typical of childhood: reliability, vulnerability and innocence, with short and/or long term impacts. Therefore, structural initiatives and inter-sectoral public policies are needed to reveal ways for the efficiency and effectiveness of the work within a network.
O artigo centra-se na discussão das políticas públicas sociais de proteção à infância articuladas com a prevenção da violência sexual que atinge crianças de todas as idades e contextos sócio-históricos e culturais. Estudos documentais e análise bibliográfica foram realizados a fim de embasar a problematização dos desafios que permeiam os direitos da criança à infância sob condições de proteção integral. Há consenso na literatura de que o abuso sexual infantil constitui um fator de risco para o desenvolvimento ao violar o que é característico da infância: a dependência, a vulnerabilidade e a inocência, com impactos a curto e/ou longo prazo. Portanto, há necessidade de ações estruturais e políticas públicas intersetoriais que indiquem caminhos para a eficácia e efetividade da atuação em rede.
Today alcohol consumption among women represents a global health problem by the social, medical and economic effects involved. Gender differences as to alcohol consumption refer both to number of ...people affected and different sociomedical pathology. An epidemiological study was initiated to evaluate the prevalence and types of alcohol-related medical affections developed by excessive and heavy-drinkers women hospitalised in an internal medicine service. The study was an epidemiological unicentric prospective qualitative and quantitative one. All adult women hospitalised at the Internal Medicine Department during one year were registered. Of the patients who admitted that they drank alcohol, 97 women were included in the study group; they declared they used to drink two or more drinks per day, viz. 8 or more drinks per week. The study group comprised women considered as excessive alcohol consumers. 69.1% were 41-69 years old, 58.8% had higher and secondary education and 72% lived in urban areas. 68 patients presented clinical symptoms of the alcoholic liver disease, 8.2% were diagnosed with alcoholic cardiomyopathy, 41.2% with at least one psychiatric affection. The general mortality from all causes in the study group was 17.5% and the complications of the liver disease represented the cause for death in 41% of total. The study covers a broad pathology, from gastroenterological to neuropsychiatric aspects, aiming an exhaustive presentation of alcohol-related medical problems with excessive and heavy-drinkers women. Further investigations should focus on the connections between consumption and certain diseases and determine significant independent risk factors with prognosis value and also on a more detailed research of the implications on public policies (social and educational).
This article
deals with a description of public policies for the book, reading, literature and library
in Brazil, from the creation of the National Book Institute in 1937 until the creation
of the ...National Plan of the Book and Reading in 2006. It aims, through exploratory
nature and documentary research, to present the importance of the State action in
social policies and policies for the book, reading, literature and library; and it discusses
the importance of these policies for the development of a reading population in
Brazil from a relationship between reading and citizenship. At the end, it is expected
to show the importance of public policies for these areas in order to contribute to the
civic education of the population.
Este artigo trata de uma descrição das políticas públicas para o livro, leitura, literatura
e biblioteca no Brasil, a partir da criação do Instituto Nacional do Livro em 1937 até
a criação do Plano Nacional do Livro e Leitura em 2006. Tem como objetivos, por
meio de pesquisa de natureza exploratória e documental, apresentar a importância
da atuação do Estado nas políticas públicas sociais e nas políticas para o livro, leitura,
literatura e biblioteca; e discutir a importância dessas políticas para o desenvolvimento
de uma população leitora no Brasil a partir de uma relação entre leitura e cidadania.
Ao final espera-se mostrar a importância de políticas públicas para essas áreas a fim
de contribuir na formação cidadã da população brasileira.
Este
artículo se trata de una descripción de las políticas públicas para el libro, la lectura,
la literatura y la biblioteca en Brasil, desde la fundación del Instituto Nacional do
Livro en 1937 hasta la creación del Plano Nacional do Livro e Leitura en 2006. Tiene
como objetivo, mediante una investigación exploratória y documental, presentar la
importância del rol del Estado en estas áreas y discutir la relevancia de estas políticas
para el desarrollo de una población lectora en Brasil a partir de una relación entre la
lectura y la ciudadanía. Se espera mostrar la importancia de estas políticas públicas
para construir ciudadanía.
