Strategic communication is emerging as a widespread professional field. When communication is strategic, the aim is purposeful impact. In society, politics, civil society and markets, new techniques ...and practices are being developed for communication to achieve such impact. Strategic Communication – Contemporary Perspectives explores those changes. In sum, these 10 chapters offer a range of perspectives illustrating contemporary trends in the field of strategic communication. Researchers at the Department of Communication at Kristiania University College, along with external co-authors, have written this scientific anthology aimed at research colleagues and others interested in keeping current on trends in strategic communication.
The article examines the conceptual and applied aspects of strategic communicationsas an innovative tool in the library field, analyzes their role and impact in understanding what strategic ...communications are, how they should be implemented and whatis their result. As there is no consensus on the definition of strategic communications, their different interpretations are presented. Also, based on the analysis of approaches to determining the nature and content of strategic communications in politics, the principles of strategic communications that can be implemented in the library field areproposed. The article notes that the effectiveness of strategic communications in thelibrary field is to adhere to the following principles: modern evolution of the library’s role from a passive information intermediary to a productive communication system, transformation of stereotype of relations between government, society and library, diversity of communicative practices and their compliance with the values and mental perceptions of target audiences, dialogue, scale, coherence, focus on results, continuity.The article also presents the definition of strategic communications in the library field. Strategic communication is an important tool for the strategic development of scientific libraries. On the other hand, the initial phase towards a system of strategic communications in library activities, characterized by their lack of involvement at the statelevel. At the same time, based on the analysis of approaches to determining the essence of the content of strategic communications in politics, it can be argued that the formation of a strategic communication system in library gives researchers a chance to determine their place in this system.The subject of further research will be the issue that may arise before research libraries in the context of further expansion of dialogue and cooperation in the field of strategic communications.
The article presents the study of the way in which environmental problems reflect in strategic communications. Solution of environmental problems in Ukraine is complicated by the need to promptly ...inform society of destructive processes which can turn into serious problems, bring its manifestations to catastrophic levels, threatening the environment. The purpose and tasks of strategic communications in the field of ecology are clarified, and these are: definition of state interests at the national and international level, and achievement of these interests; effective interaction and fruitful cooperation between politicians and activists to achieve common goal of preserving the environment; the ability to interpret actions as information and feedback on environmental issues; establishment of activities between institutional organizations; purposeful use of the organization in order to fulfill its mission; coordination of communications between the subjects of different organizations to strengthen the strategic effect in the environmental sphere; improving the positions of the main actors; producing of information on environment issues, etc. Ukraine has developed a national system of sustainable development goals, which should provide a basis for further planning of Ukraine development, overcoming the imbalances that exist in the economic, social and environmental spheres. The conception of environmental policy in Ukraine is constantly evolving, revealing new solutions to environmental problems, using the main trends which are actual in the European Union, while strategic communications are effectively manifested in the provision of Ukrainian and international scientific information exchanges, communications in the regions of Ukraine and international academic centers in accordance with the process of evolution of the information society.
The article examines the strategic communications carried out by leading Muslim countries during the conflict in the Gaza Strip. The approaches of Western and Muslim experts to defining the essential ...characteristics of the phenomenon of "strategic communications" are considered. A structural and functional analysis of the strategic communications of the leading Muslim countries was carried out. The main methods used by Islamic political technologists during the conflict in the Gaza Strip are studied. The basis of the anti-Israel rhetoric of a number of Muslim actors is shown. Recommen dations for increasing the effectiveness of domestic strategic communications with both sides of the conflict are given, in particular, taking into account the complex religious and political processes taking place today in the Middle East. The research uses the comparative method, methods of sociology and political science, as well as expert evaluations. It is shown that the relevance of the article is determined by the fact that in the conditions of the next round of the confrontation between Hamas and Israel, which in terms of its intensity and tragic consequences for Israelis and Palestinians, many times surpasses all previous ones, a situation arose when almost everyone in one way or another was involved in the conflict. The world is divided again. Under such circumstances, Ukraine ended up in a rather difficult situation, when, for example, during the UN vote for the cessation of hostilities, the allies of official Kyiv from among Western and Muslim countries took opposite positions. In this regard, in order not to lose its important partners in the Middle East and other parts of the Islamic world, Ukraine must pursue a very careful foreign policy, the success of which will largely depend on the adequate interpretation of the signals sent by certain Muslim countries through channel of strategic communications. According to this, the importance of research on issues which relate the specifics of strategic communications of the leading Islamic countries during the unfolding of the conflict around the Gaza Strip, is significantly increasing.
Despite extensive scrutiny of how Russia has weaponized information, little work has been done on how it takes different audiences into account when designing its strategic narratives. Although ...scholars and practitioners agree on the importance of fitting narratives to audiences, the fact that Russia builds knowledge on audiences and that its practices are informed by a Soviet legacy of information warfare, little is known about the strategies Russia uses to adapt its strategic narratives to audiences. Through a comparative narrative study, the article investigates how Russian state media promote different narratives on Nord Stream 2 to German, Polish and English-speaking audiences. It shows how these are shaped by four adaptation strategies in which Russia amplifies, bridges, transforms and pushes back on the audiences’ pre-existing structures of meaning. This article contributes to the existing literature by deepening our knowledge of the relationship between the design of strategic narratives and their intended audience.
The article deals with some issues in organization of information support of strategic communications development in the processes of state formation, ensuring national interests, solving problems of ...global development.The research question relates to generalization of foreign libraries experience in introducing new approaches to cumulation of information, its dissemination, introduction into the system of strategic communication to achieve national interests and promote the goals of global development. The introduction of information and communication technologies into libraries practice, creation of multidimensional universal databases have created all preconditions for defining libraries as one of the important elements of strategic communications development in foreign countries.The main approach to utilizing libraries information potential in Europe and the USA is to meet users’ diverse information needs, which in conjunction reflects the solution of a wide range of socioeconomic, cultural and political problems. From the perspective of solving global problems the possibilities of libraries information activities within the framework of IFLA’s Library World Map initiative have been analyzed.It is concluded that libraries could be identified as one of the important elements in the development of strategic communications at national and global levels. By concentrating all kinds of information resources and organizing purposeful arrays of information, libraries thus seek to meet the diverse information needs of users, which reflect the solution of a wide range of problems of socioeconomic, cultural and political nature. From the point of view of organizational and technical, program and technological aspects of information activity the foreign libraries experience demonstrates realization of their information potential, conformity of their information services and products to the purposes and tasks of strategic communications development.

The article aims to provide a comprehensive comparative analysis of the information security strategies of Ukraine, Kazakhstan, and the European Union, determine the availability of communication strategies for cybersecurity in these countries, and suggest recommendations for developing or improving information security communications strategy. The study examines the current state of information security in the Republic of Kazakhstan, Ukraine, and the European Union. As a part of the study, the authors applied such methods as analysis, systematization, and comparison. The result of the study is the recommendations for the development of information security communications strategies.

In the context of the growing role of media and information technology, the effective implementation of Public Affairs can determine the success of military operations and the formation of public opinion. The study aims to analyse current approaches to Public Affairs in the military sphere, with a focus on the experience of the Armed Forces of Ukraine and the implementation of NATO standards, to identify effective strategies and methodologies in this area. The methodological basis of the study is based on the following methods: analysis, synthesis, comparison, generalisation, classification, and systematisation. The results of the study include a review of regulations, organisational structure, means and methods of Public Affairs used in the Armed Forces of Ukraine and NATO countries. Analysis of the challenges and problems faced by Public Affairs professionals in the current conditions of hybrid warfare, as well as the prospects for the development of this area of activity in the context of strengthening the information security of the state, is given special attention. The author emphasises the importance of integrating Public Affairs into the overall system of Strategic Communications in the structure of military command and the need to ensure the active participation of Public Affairs Officers in the planning and implementation of military operations. The importance of developing the professional skills of Public Affairs professionals and using the latest information and communication technologies to improve the effectiveness of Strategic Communications is emphasised.
