The objective of this Article is the totality of the public measures taken by the state in order to protect its citizens against the negative consequences caused by the significant drop in work due ...to unemployment. In the field of unemployment, Romanian and European legislation provides for packages of measures that the state is required to adopt in order to reduce unemployment, measures that are sensitive to the oscillations of the particularities of the economy depending on the characteristics of the labor market, the pace of development of financial institutions and the pace of reform.
The article is devoted to as relevant as ever today the problem of unemployment and explores a little-known national experience of solving problems of employment in St. Petersburg in the early XX ...century associated with activity of the famous social Democrat and economist W. S. Woytinsky. The reaction of the government and society to the problem of unemployment is studied. There are noted the first experience of registering the unemployed in the history of Russia, and there are shown the unique nature of the first Public Works for the unemployed in Russia and the largest in Europe at that time, organized jointly by the workers ' organization — the St. Petersburg Council of the Unemployed — and the St. Petersburg City Duma. There are noted negative impact of unemployment on the general situation in the capital during the First Russian revolution, as well as on the condition of the personality of factory worker. The research perspective of the problems raised in the article is outlined.

The study presents the results of a study of the regional peculiarities of the state policy in the field of employment. The monitoring of the main indicators of the Moscow labor market, the structure ...of the unemployed by age groups and the structure of the employed by the level of education in Moscow was carried out. It is concluded that there is a major problem in the labor market in the city of Moscow, manifested in a high level of unemployment among young people aged 20 to 39 years with higher and secondary specialized education. In order to increase employment among young people, it is proposed to organize joint events by the management of secondary schools and regional employment services to address issues of vocational guidance of schoolchildren, increase awareness of university students about the availability of specialized vacancies, train graduates in self-presentation skills that promote employment and strengthen employers’ awareness of the possibility of obtaining benefits when graduates are employed.

Background. Today, there is a difficult economic situation due to the Covid-19 pandemic. It is accompanied by a number of negative social consequences: a decline in the standard of population’s ...living standart, an unemployment’s increase. Therefore, the experience of the new economic policy on finding ways to solve the problem of employment is still relevant. It is important not only to highlight the main methods of combating unemployment in the years of the NEP, but also to show the specifics characteristic of individual regions. The purpose of the work is a comprehensive analysis of this process based on the publications of the regional periodicals. Materials and methods. The source base of the research is the materials of the Penza newspaper “Trudovaya Pravda” for the period 1921– 1925. Formal-logical and comparative-historical methods are used. Results. Publications dealing with the problems of unemployment in the Penza region are investigated. The analysis of the main activities of local regional economic, state and trade union organizations to solve the problem of employment in the early 1920s is carried out. Special attention is paid to the social and professional composition of the unemployed, the activities of the labor exchange, and the work of groups of the unemployed. Conclusions. According to the analysis, it can be noted that the problems of unemployment received a lot of attention in the materials of the newspaper “Trudovaya Pravda”. Statistics on the number of unemployed were regularly published, the work of the labor exchange and the activities of trade unions in providing social and labor assistance were highlighted. There are no analytical articles and very rarely any information was accompanied by the author’s comment. But it is important to note the value of the factual material contained in the newspaper for the study of regional problems of unemployment.

The paper analyzes labour market services, as one of the labor market interventions. Labour market services represent all activities of the public employment service and other publicly funded ...services for jobseekers, which include counseling the unemployed, mediation between workers and employers, informing, monitoring the unemployed and sanctioning in the case of non-compliance, and are considered to be the most cost-effective labour market intervention. Although in recent decades the main focus of labour market policy has been on measures of active labour market policy (such as training or employment incentives), in recent years, with the actualization of the activation concept, labour market services have taken their turn. This paper presents the main features, development, advantages and disadvantages of this intervention in the Republic of Croatia and the opinion of the main actors of this intervention, the Employment Advisors of the Croatian Employment Service. Sustainable development is related to the quality of life of individuals and societies. The unemployed have limited opportunities for sustainable individual development. Their life quality conditions ...remain unclear. The study aim was to assess the relationship between life quality and physical activity level of the unemployed. The research was performed in 2014 and 2015 in Wrocław, Poland, among 403 unemployed persons. The participants’ quality of life was evaluated with the World Health Organization Quality of Life questionnaire. Physical activity was assessed with the International Physical Activity Questionnaire. Most respondents evaluated their general life quality as ≤3 points in the scale of 1–5. The assessments were highest in the social and psychological domains and lowest in the physical and environmental domains. Significant relationships were observed between general life quality and physical activity level. Subjects with the minimum physical activity level recommended by WHO presented higher life quality assessments in the psychological and social domains. Unemployed people with physical activity levels optimal for health benefit evaluated their life quality in the psychological domain worse than people with physical activity below WHO recommendations. Comprehensive health programs should be addressed to the unemployed, including systematic physical activities as health training, which would improve their life quality and promote sustainable individual development.

The subject of the study is to analyze the behaviour of employees in the context of personnel reduction taking into account the current transformational conditions of the business environment of ...Ukrainian enterprises. The goal of the study is to identify the ways to overcome the problem of mass layoffs considering the peculiarities of the domestic labour market development. The objective is to set up a commission to facilitate the process of reemployment of laid-off employees and specify its place in resolving labour disputes and conflicts within the National Mediation and Reconciliation Service (NMRS); to determine the main stages for implementing the strategy of employee layoffs focusing on suggested measures and the areas of responsibility of authorized people; to create a pattern for the relationship among employees who need assistance and those institutions that carry it out. While dealing with the problem such common scientific methods are used as the system, graphical and structural analysis. The following results are obtained: the expediency of implementing the strategy of behaviour of the subjects of social and labor relations in the case of employee layoffs is justified; under the conditions of transformations, due attention should be paid to the development of a strategy for employee layoffs so that the whole procedure is carried out in accordance with European requirements and standards; the structure of the commission which is in charge for decisions on the issues of reemployment is presented; the sequence of stages for implementing the strategy of behaviour of subjects of social and labour relations in the event of employee layoffs is developed. Conclusions. The implementation of the rapid response strategy will make the process of employee laying off the most comfortable for all participants: redundant personnel will get psychological support; the local community will reduce the rate of unemployment in the region.
