When the town of Milton, Mass., sought to cap its 23-ha (58-ac) municipal waste landfill to protect the underlying groundwater and surrounding wetlands from continued leachate contamination, a number ...of regulations threatened to delay the proposed work significantly. To resolve the diverse regulatory and environmental issues surrounding the landfill and ultimately to comply with all of the appropriate environmental regulations, an environmental management and permitting strategy was developed to: Minimize leachate production and transport to surrounding wetlands and local groundwater; reduce peak stormwater flows from the landfill site to the adjacent properties; provide a net increase in the value and area of wetlands around the landfill; provide a potentially beneficial end use for the landfill (such as a golf course, elderly housing, or a recreation area), protect the integrity of the archaeologically significant Indian quarry.
