  • Brazilian public policies for climate-neutral built environment [Elektronski vir] : the past, the present and the future

    Public policies concerning climate neutrality and climate change mitigation have been a broad topic of discussion and agreements for developed and developing economies in the last years. The building ... sector, responsible for approximately 40% of greenhouse gas emissions (GHG) globally, plays a significant role in meeting the climate targets. The authors investigated the Brazilian public policies concerning the actions for climate change mitigation in the building sector and discussed the topics that still need improvements in the past and current projects. Therefore, numerous national and international papers, reports, policies and actions were reviewed, and parallels were drawn. The results aid to place Brazil in a global context in terms of developing climate strategies and policies concerning the climate neutrality of the built environment. It was discussed that Brazilian policies could benefit from further investigation of policy impacts, planning, implementation, supervision and elimination of inconsistencies between national and local policies. Several actions introduced in developed economies could be adopted in Brazil to achieve a climate-neutral built environment, while its current domestic situation dictates an urgent formation of concrete goals in the following years. Furthermore, the global dedication to achieve a climate- neutral built environment was assessed through the number of publications per MtCO2e of GHG emissions in each country. The situation calls for a more insistent international climate action to encourage the collaboration between the largest emitters and the most committed developed and developing economies.
