Coexistence of different public governance models in Slovenia and Japan [Elektronski vir] : a comparison between state and local governmentAristovnik, Aleksander ...Public administration and governance must match the constantly changing socio-economic environment and seek ways to improve quality, process efficiency, collaboration, etc. To adapt to the changing ... environment, public administration and public governance models have been significantly modified multiple times due to demographic, economic, and political changes. Adaptations resulted in differences in public governance practices in public administration organisations, with sometimes contradicting structures and principles that coexist today, known as a layering process since certain tendencies of previous public governance models remain when new model ideas appear. On this foundation, this paper examines the overall presence of different public governance models in Slovene and Japanese public administration. Firstly, it aims to provide an overview of different public governance models, including their associated characteristics, and extract quantifiable elements based on models’ principles. Then, elements are applied to an empirical case based on a sample of 55 Slovene and 135 Japanese managers of public administration organisations. The data for the empirical analysis is gathered through a survey entailing personal interviews that asked public managers to indicate their views on the current state and future opportunities of public governance in their institution. Each question in the survey reflected principles belonging to one public governance model. Finally, the parametric statistical techniques, i.e. independent samples t-test examine the differences in characteristics of public governance practices between state administration and local government in Slovenia and Japan. Both countries have implemented a series of political and public administrative reforms, public sector management reform, and decentralisation in the past. Hence, the copresence of different public governance practices is expected. The preliminary results show that state administration institutions in both countries are strongly characterised by the (Neo)Weberian model’s principles. In contrast, local government in Slovenia is more oriented toward Digital-era governance (DEG) and Good governance (GG) principles and practices. At the same time, preliminary results for Japan indicate New public management (NPM), DEG and GG model’s principles being equally present between state and local administrations. Our study aims to fill a research gap by providing some new findings on how different public governance models can be found at various Slovene and Japanese public administration levels. The findings may be viewed by public managers as additional resources for democratic and efficient governing.
