  • Employer perspective on student placement at the Faculty of Public Administration, University of Ljubljana : symbiosis between theory, practise and the role of ICT

    Student placement is a course taken by students of various public administration programmes at the Faculty of Administration of the University of Ljubljana. The main purpose of the course is for the ... student to complete a compulsory internship in the environment of a selected public or private sector organisation. During the study placement the student defines, analyses, and solves a specific problem from the field of public administration with the support of a working mentor from the organisation and a faculty mentor. The aim of the student placement is to combine theory with practise and to develop the student's general and subject-specific competences during the work. At the Faculty of Public Administration of the University of Ljubljana, Slovenia, the Student Placement is a compulsory subject in all 1st cycle (Bachelor's) 3rd year of University Study Programme Public Sector Governance and Higher Education Professional Study Programme Administration. The student completes the internship during a minimum of 160 work hours in the organisation. The article analyses the employers' view of the student's practical training and student’s competences at the University of Ljubljana, Faculty of Public Administration, in 2017/2018 and 2018/2019 academic year. The analysis was carried out based on 198 questionnaires from employers in the public and private sector. The results of the employer assessments demonstrate that students have a high level of oral and written communication, have a positive attitude and are very good with ICT tools, with ICT skills proving to be one of the key skills for working in organisations, among others. The greatest deficits, inter alia, are shown in organisation and functioning of public administration in practise and in technical skills, such as knowledge of the Administrative Procedure Act, functioning of inspection services and public procurement portals. In this paper, we present several important procedural and content recommendations and guidelines for general and specific improvements that can help public administration faculties to improve the content and processes within the degree programmes.
