  • Entrepreneurship and development in Southeast Europe [Elektronski vir] : global entrepreneurship monitor evidence

    In this paper we provide a clearer insight into the level of entrepreneurial activity in Southeast European countries, taking into account many different characteristics and aspects of ... entrepreneurial activity and entrepreneurs, by using indicators included in Global Entrepreneurship Monitor (GEM) research and also in the multidimensional Global Entrepreneurship and Development Index (GEDI). We also describe and compare strengths and weaknesses of countries in the Southeast European region by using GEDI, regarding the three dimensions of entrepreneurship: attitudes, activity and aspirations. In the paper we use Porter's typology of economies: factor-driven, efficiency-driven and innovation- driven economies. In the first two stages of development, institutions and large firms dominate the economy and are drivers of economic growth. Movement from efficiency-driven economies (the Southeast European countries analyzed in this paper that are in this group are Bosnia and Herzegovina, Croatia, Macedonia, Romania and Serbia) to innovation-driven economies (Greece and Slovenia) is characterized by entrepreneurship playing avery important role. Entrepreneurship is of course present in all stages and the process of entrepreneurship development is long lasting. The analysis of eight Southeast European countries together with an analysis of average values of other countries included in GEDI, display some important policy implications. The majority of the European countries analyzed are in the efficiency-driven stage. To progress from an efficiency-driven to an innovation-driven economy, these countries should improve different components of entrepreneurial activity as well as entrepreneurial aspiration dimensions. Countries that have already achieved the stage of an innovation-driven economy should focus generally on entrepreneurial growth aspirations.
