Teritorijalna konsolidacija, kao jedan od alata u optimizaciji lokalne i regionalne vlasti, neovisno o tome povećava li se određeni teritorij spajanjemviše jedinica (amalgamiranje, defragmentacija) ili se smanjuje dijeljenjempostojeće, veće jedince u jednu ili više novih, manjih (fragmentacija), izaziva snažne rasprave i na lokalnoj (regionalnoj), odnosno subnacionalnojrazini, i na nacionalnoj razini. Predmet je ovoga istraživanja organizacija subnacionalne razine na području Europe, a glavni je cilj utvrđivanjetrendova u teritorijalnim reformama subnacionalne razine kao najosjetljivijim procesima u optimizaciji javnog sektora. U radu su najprije istraženepovijesne serije podataka o teritorijalnim reformama na području EU-27za razdoblje od 1960. do danas te su određena glavna razdoblja i poticajiprovedenih reformi. Nadalje, istražena je fragmentacija europskih državau posljednjih deset godina i izvedena je usporedba sa stanjem u Republici Hrvatskoj, kako bi se konačno u zadnjem dijelu istraživanja opisale iutvrdile provedene teritorijalne reforme na području europskih država uvremenskoj seriji od dvadeset godina počevši od 2000. Prikupljeni podaci,izvedena analiza i sinteza u završnom dijelu dovode do zaključka o recentnim trendovima u reformama temeljenim na teritorijalnoj konsolidacijiputem amalgamiranja, što je i glavni doprinos ovoga rada. Territorial consolidation, as one of the tools in optimizing local and regional government, whether it increases a specific territory by merging multiple units (amalgamation, de-fragmentation) or decreases it by dividing anexisting larger unit into one or more new, smaller ones (fragmentation),triggers intense debates at the local (regional), or subnational level, as wellas at the national level. The subject of this research is the organization ofthe subnational government system in Europe, with the primary objectivebeing the determination of trends in territorial reforms of the subnationallevel, considered the most sensitive processes in public sector optimization.The paper initially examines historical data on territorial reforms in theEU-27 from 1960 to the present, identifying main periods and drivers ofimplemented reforms. Furthermore, the fragmentation of European statesin the last decade is explored, comparing it with the situation in the Republic of Croatia, ultimately describing and determining territorial reformscarried out in European countries over a twenty-year time frame startingfrom 2000 in the final part of the research. The collected data, the analysis and the synthesis in the final section lead to conclusions about recenttrends in reforms based on territorial consolidation through amalgamation, which constitutes the main contribution of this paper.
