    The panel criticized the Air Force for failing to take action against David Wagie, who oversees curriculum and 800 instructors. A distinguished 1972 academy graduate, Wagie has served in multiple capacities at the academy since 1987. The panel faulted S. Taco Gilbert for not taking hold of the sexual assault issue and said he should have recognized the shortcomings of Sue Slavec, whose disciplinary style was "overly draconian and not fair," the panel wrote. Slavec told the internal investigation that she had never seen a "true rape" at the academy, meaning a woman taken completely by force. Wagie, Gilbert and Slavec could not be reached for comment. But Wayne Allard, a member of the Armed Services Committee, which oversees promotions, said "Gen. Wagie ought to leave. People who were mentioned in that report by their involvement or lack of action need to be looked at. Maybe they need a demotion."
