  • Cost-benefit analysis in integrated coastal area management

    Most projects for coastal area development should be based on economic and environmental efficiency and have to be assessed and prioritised according to specific criteria. These projects would ... generate diverse benefits but at the same time would also incur various external costs, which have to be taken into acount. Special assessment techniques have to be employed to evaluate the net benefits of these projects. Cost-benefit analysis is the most common (though not the only) method of policy and project appraisal. Cost-benefit analysis is a decision tool which judges projects according to a comparison between their costs and benefits. A correct comparison can only be made by allowing for the time factor, tracing the incidence over time of costs and benefits, and using an appraisal method that takes this into account. The concept is to discount costs and benefits. If the proposal shows a net benefit, it can be approved, and different projects can be ranked according to the size of their net benefits.
