    This paper attempts to clarify Popper's solutions to the problems of inductionand demarcation, and the connections between them. Popper maintained that it is impossible both to justify theories and ... to conclusively falsify or refute them. But his own presentation of his solutions to the problems of induction and demarcation has encouraged misunderstandings, partly because he characterized induction as a problem about justification and partly because hetalked of criticisim in terms of falsification and refutation. I argue that we can avoid these misunderstandings by characterizing induction as a problem about inference, as opposed to justification; and criticism as the setting of problems for a theory, as opposed to its falsification or refutation. I also argue that the invalidity of inductive arguments renders them incapable of setting as opposed to its falsification or refutation.
