Proceduralizem in integrativnost v javnem razpravljanjuPinter, AndrejAvtor kritično predstavlja proceduralistične teorije deliberativne demokracije, ki v središče javnega dogajanja postavljajo razpravljanje kot nepristranski in pravičen postopek. Zagovorniki te ideje ... - Habermas, Rawls, Cohen, Estlund in drugi - trdijo, da je racionalno preoblikovanje mnenj v javnem razpravljanju zagotovilo za legitimnost skupnega demokratičnega odločanja, s čimer problematiko postavljajo v območje raziskovanja komunikacijskih procesov. Ključna dilema tega pogleda je, ali proceduralni elementi teh teorij predpostavljajo družbeno integracijo ali jo ustvarjajo. Dilema je v besedilu operacionalizirana s pojmoma moč in univerzalizem. Izkažese, da javno razpravljanje kot postopek omogoča stikanje nesomerljivih oblik družbene moči. Stičišče je vzpostavljeno zaradi zavezujočega pristanka na izbrane postopke, ki pa ne zahtevajo dodatne homogenizacije akterjev. Ostaja problem s proceduralnimi elementi; kot je prikazano v besedilu, je mogoče ohraniti konsistentnost zamisli o deliberativni demokraciji, če proceduralnim elementom priredimo še integrativne. To idejo avtor imenuje deliberativni proceduralizem. Z njo razrešiti očitek osnovni zamisli zagovornikov deliberativne demokracije o nepopolnosti. Članek tudi dokazuje, da deliberativni proceduralizem ni le konsistenten, ampak tudi realen teoretski predlog. V ta namen so izpeljana nekatera empirična vprašanja, zlasti pomembni pa sta dve: kako zagotoviti sledljivost spoznanj javnega razpravljanja v administrativnem sistemu politike in kako skozi pojem moči meriti integrativnost demokratičnih postopkov.Source: Javnost = The Public. - ISSN 1318-3222 (Vol. 11, supl., 2004, str.
