Web-based multilingual tools to facilitate communication between Local and Indigenous Communities is an environmental technology approach emerging under the United Nations Biodiversity Global Agenda. ...To better address present climate resilience-building challenges in the current smart world, this contribution presents innovative avenues leading to the development of the « e-GIS Smart, Inclusive, and, Climate-resilient Indigenous Peoples Landscape and Community Clearing-House Mechanism Solution » which is meant to be used in the mobile-friendly website environment and the e-app environment. This technology policy paper shows that digital GIS, remote sensing products of observation satellites, and smartphone applications products derived from telecommunication satellites can help facilitate Indigenous Peoples' contribution to climate resilience-building within their territories in terms of biodiversity and within their communities in terms of poverty eradication throughout the implementation of the United Nations Indigenous Peoples' Affairs Global Agenda. The methodology used consists, therefore, of a plural technology interface that promises, among many other benefits, to facilitate Indigenous Peoples' participation in decision-making processes. This research reminds us of the importance of state responsibility in these matters. It shows the importance of Indigenous Peoples' participation in the implementation of global instances' agendas through national reporting. It highlights the key role of Indigenous information decolonization and governance as principles of Indigenous Peoples' sovereignty over Indigenous information. The results of this research are illustrated with case studies, when possible, to show the potential of the Solution to achieve its goals in climate resilience-building in Indigenous Peoples Landscapes and Communities with Indigenous Peoples and the financial support of state governments and inter-governmental institutions. In Canada, the use of the Solution to move forward in the Indigenous Peoples Affairs' agenda, has the potential, among others, to enhance the expected outcome of the Canadian First Nations Data Governance Strategy (FNDGS) which is adopted as a response to an evolving smart planet to ensure no First Nation is left behind.
This research shows a path to an inclusive entry into the 21st century of a smart changing world on matters related to Indigenous peoples' rights and climate change resilience building. The ...participation of Indigenous youth in the creation of Indigenous smart climate-resilient territories, landscapes, ecosystems, and communities is presented as a key asset under the Indigenous peoples Rights Global Agenda and the Sustainable Development Global Agenda (SDGA). Political goodwill is needed to enable Indigenous peoples bring up to authorities, to decisionmakers, and other stakeholders, strategic information on their land and community. This information can be observations, life conditions, uncommon situations, threat, damage, or any other event which may occur in their territories, within their communities and on individuals among the people. Being first-hand eyewitnesses of climate change impacts on their lands and in their communities, Indigenous peoples ought to be fully included in decision-making processes on the future of their territories and communities. The methodology adopted to conduct this policy research project consists of two mutually supportive frameworks. The first is a normative framework of relevant human rights is related to Sustainable Development Global Agenda provisions with a focus on the United Nations Declaration on the Rights of Indigenous peoples (UNDRIP). The second is a New Information and Communication Technologies (NICs) plural interface developed under the implementation of the United Nations Biodiversity Global Agenda (UNCBD). This technology framework includes the internet, landscape Geomatics technology with geo-referenced and GIS technology environments, and remote sensing. It also includes mobile phone applications and is enhanced with institutional arrangements consisting of clearing-house mechanisms (CHM) to facilitate and democratize participation of Indigenous youth in the implementation of the normative framework, locally (territory) and within a country with examples in Canada, but also within a region and even globally. This contribution shows that the technology framework will enable the participation of Indigenous youths of several territories and communities within a region and even globally through its online, CHM, and smartphone application components. Keep in mind, however, that political goodwill and the adoption of suitable institutions to protect the privacy of Indigenous peoples and their youth throughout this participation are key prerequisites to any success of including these vulnerable populations in the current smart world.
The International Environmental Governance reform expected soon within the United Nations system is the main point of the 2012 Rio + 20 Summit Agenda. The challenge, as currently presented by the ...Consultative Group of Ministers on IEG, is to lay down the foundation leading to the establishment of a World Environment Organization able to produce efficiency in the coordination of the multitude of agencies which now belong to UNEP. This paper acknowledges the achievements of the Consultative Group of Ministers. It aims however to show that such an administrative reform may be able to improve IEG in terms of administration efficiency and accountability but has unfortunately a very limited effect in ensuring enough sustainability towards and beyond Rio + 20. It is therefore suggested the creation of a WEO with two key bodies able to bring in more sustainability. The first body is the WEO Scientific Body. Its mandate will be to measure and adopt sustainable standards, rates and limits of production or emission, methodologies and harmonization of methodologies on risks assessment and management, and any kind of sustainable indicators. The second is the WEO Disputes Settlement Body with a mission of implementing and applying the sustainable indicators measured and adopted by the WEO Scientific Body. This contribution to IEG improvement for more sustainability came to the conclusion that there are enough suitable conditions gathered and assets under UN current scientific activities for these changes to take place. It is therefore on the basis of such a potential to ensure more sustainability at the coming global environmental governance reform that this contribution calls for the political goodwill which is here presented as the main asset of sustainability in IEG.
Le multilatéralisme a vécu les plus sombres moments de son histoire contemporaine à la Conférence de Copenhague sur les changements climatiques de décembre 2009. Parmi les espoirs déjoués contre ...toute attente, on comptait l’avènement d’un organe de surveillance de l’application des décisions en faveur du développement durable. Il faut dire que cette approche européenne française pour l’essentiel ne trouvât pas d’écho favorable auprès des économies émergentes comme la Chine et l’Inde pour qui la contrainte environnementale est un frein au développement. Mais c’était sans compter avec les louables initiatives ainsi que les plaidoyers en faveur de l’avènement de l’Organisation mondiale de l’environnement (OME) dans la période post-Copenhague. Cette note relate un optimisme légitime quant à la renaissance de l’OME de ses centres de Copenhague. L’optimisme exprimé se justifie par le déterminisme de l’Europe avec la France ainsi que de l’initiative des Ministres de l’environnement mise en place pour promouvoir la création de l’OME. Enfin, la recherche évoque la possibilité que ce Groupe ministériel de haut niveau ainsi créé puisse conduire le PNUE à s’allier à l’UE pour saisir l’Assemblée générale des Nations Unies en vue d’obtenir une résolution constitutive de l’OME.
La faiblesse de la contrainte liée à la norme de la protection de l’environnement et au changement climatique s’explique en partie par le dysfonctionnement institutionnel au sein de l’Organisation ...des Nations Unies (ONU). La cause du développement durable y est confinée dans un simple Programme des Nations Unies pour l’environnement (PNUE) face à une Organisation mondiale du commerce (OMC) dont l’hégémonie au sein du système onusien ne cesse de se consolider au point que l’économique, l’industriel et le commercial ont fini de diluer la contrainte du développement durable en une simple considération environnementale. S’appuyant sur les enjeux environnementaux de l’heure en l’occurrence les catastrophes naturelles, les changements climatiques planétaires, la dégradation de la biodiversité mondiale et la biosécurité, cet article rejoint la diplomatie environnementale en cours en faveur de la création sous l’égide de l’ONU, d’une Organisation mondiale de l’environnement. Conduite essentiellement par la France et son Président, M. Sarkozy avec l’encouragement de l’Union européenne et la collaboration du Secrétaire général de l’Organisation des Nations Unies, M. Ban Ki-Moon, ces initiatives diplomatiques pourraient aboutir à l’avènement de négociations intergouvernementales propices à la mise sur pied d’une véritable Organisation mondiale de l’environnement partageant le même rang protocolaire institutionnel que l’OMC et capable d’édicter la norme environnementale et de faire appliquer la contrainte qui en est associée en faveur du développement durable. Les prochaines négociations intergouvernementales de Copenhague en Décembre 2009 pour les changements climatiques et de Nagoya en Octobre 2010 pour la biodiversité pourraient servir de plateformes pour le démarrage de telles négociations.
Cet article fait état des droits de la personne face à la dissémination des OGM, en droit interne et international, et relate les craintes du consommateur.
Les applications du génie génétique dans ...l’agriculture et l’alimentation font l’objet d’une vive controverse à cause de la faiblesse des connaissances scientifiques et de l’évidence du risque, pour les organismes génétiquement modifiés (OGM), de causer la maladie. A cet effet, l’auteur parle du potentiel nocif de ces aliments en matière d’allergènes et d’antibiotiques. En plus de ces dangers pour la santé, les OGM risquent de causer des torts à la diversité biologique par la pollution génétique et le risque d’effets adverses sur l’environnement. De plus, ces craintes se renforcent par l’aveu de l’industrie de l’existence de ce potentiel de risque.
Ainsi, les intérêts de l’industrie biotechnologique et de certains pouvoirs publics, à l’égard des applications du génie génétique dans le secteur agroalimentaire, supposent aux dispositions de certains instruments relatifs aux droits de la personne. Comme droits fondamentaux, il s’agit du droit à la santé, du droit à la préservation de l’écosystème et du droit au libre choix du consommateur. En réponse à ces droits, cet article traite du rôle plus important que devrait avoir l’État, par rapport à celui de l’industrie, dans l’évaluation des risques et au niveau de l’étiquetage clair des produits transgéniques. Ce rôle cependant ne se matérialise pour l’instant que par un engagement timide des autorités publiques. Le principe de précaution y est en conclusion présenté comme étant promoteur d’un cadre normatif respectueux des droits et libertés.
