In many households, particularly in areas where there is a situation of male out-migration to the plains in search of jobs, the women are the de-fecto heads of their families. Here, the women are not ...psychologically prepared to take important decisions regarding the improvement in dairy production systems. They, for instance, would not be ready to become a member of a Village Dairy Cooperative, or take advantages of loan schemes, dairy-training, etc. offered under various schemes. There is, therefore, a need to identify and analyse various constraining factors (natural, institutional, as well as socio-cultural) particularly relating to dairy production sector. This will help us understand the ways and means to improve the smallholder dairy farming sector through upgradation of the knowledge and skills and ensuring effective participation of the real smallholder farmers in dairy development in the mountains - the women.
