The high-resolution absorption spectrum of HD17О has been recorded for the first time in the range of 13,165–14,060 cm−1 on a LED-based IFS-125 M Fourier transform spectrometer with a spectral resolution of 0.02 cm−1, at a pressure of 29 millibars and optical path length of 3480 cm. An EDEN-1L53-R LED was used as the radiation source that provided a high signal-to-noise ratio and enabled weak absorption lines to be recorded with intensities of the order of 1 × 10−27 cm/molecule. The lines were assigned based on variational calculations and effective Hamiltonian models. As a result of analysis, experimental information on the parameters of 770 spectral lines assigned to 5 vibrational bands of HD17О was obtained for the first time, and 284 experimental energy lines for 5 vibrational states (021), (103), (004), (0110) and (520) were determined. The obtained experimental results are compared with calculated data. A total of 2,941 rovibrational transitions for the HD17O molecule were compiled using the Rydberg-Ritz method.
Abstract
The article considers the influence of traditional Russian culture on the development of modern design. Based on the experience of the multinational culture of Russia, in the absence of a ...dialogue of cultures there are problems affecting the search for new solutions related to the cultural and historical past of Russia. Understanding the historical experience of past generations is of great interest and relevant not only from the point of view of preserving the existing traditions of artistic culture, but also the development of modern interior, based on the experience and work of Russian artists engaged in interior design, furniture, costume, etc. The novelty of the research lies in the application of the historical experience of past generations, in the development of design, taking into account the peculiarities of regional and Russian national culture as a whole. Using the research methods, the article analyzes the relationship of traditional folk culture and design, examines the national aspects in the decision of the project activity of modern design and the impact on the development of culture. It should be noted that the modern designer is able to retreat from the use of such familiar artificial materials and move to the lost connection between man and nature, using environmental materials, while maintaining a link with national history and culture. This problem field is determined not only by the narrowness and limitations of the future designer, but also a thorough, indecisive search and development of new style principles in the development of the interior.
According to the Energy Strategy of Russia for the period up to 2035, the direction of the transition of the nuclear industry is to be headed to a two-component nuclear energy system (NES. In this ...paper, in order to identify the features of recycling MOX and REMIX fuel and to analyze possible strategies for two-component NES, the changes in the isotopic composition of the plutonium fraction during multiple recycling of fuel has been evaluated, and the consumption of plutonium in various strategies of establishing a two-component NES has been quantitatively assessed. The data obtained can be used for the further analysis of the possibility of developing the two-component NES concept with the involvement of REMIX fuel in the nuclear fuel cycle of thermal reactors at the initial stage of the establishing of a full-scale two-component NES.

The HITRAN database is a compilation of molecular spectroscopic parameters. It was established in the early 1970s and is used by various computer codes to predict and simulate the transmission and emission of light in gaseous media (with an emphasis on terrestrial and planetary atmospheres). The HITRAN compilation is composed of five major components: the line-by-line spectroscopic parameters required for high-resolution radiative-transfer codes, experimental infrared absorption cross-sections (for molecules where it is not yet feasible for representation in a line-by-line form), collision-induced absorption data, aerosol indices of refraction, and general tables (including partition sums) that apply globally to the data. This paper describes the contents of the 2020 quadrennial edition of HITRAN. The HITRAN2020 edition takes advantage of recent experimental and theoretical data that were meticulously validated, in particular, against laboratory and atmospheric spectra. The new edition replaces the previous HITRAN edition of 2016 (including its updates during the intervening years).
All five components of HITRAN have undergone major updates. In particular, the extent of the updates in the HITRAN2020 edition range from updating a few lines of specific molecules to complete replacements of the lists, and also the introduction of additional isotopologues and new (to HITRAN) molecules: SO, CH3F, GeH4, CS2, CH3I and NF3. Many new vibrational bands were added, extending the spectral coverage and completeness of the line lists. Also, the accuracy of the parameters for major atmospheric absorbers has been increased substantially, often featuring sub-percent uncertainties. Broadening parameters associated with the ambient pressure of water vapor were introduced to HITRAN for the first time and are now available for several molecules.
The HITRAN2020 edition continues to take advantage of the relational structure and efficient interface available at www.hitran.org and the HITRAN Application Programming Interface (HAPI). The functionality of both tools has been extended for the new edition.
The thermal state of the northern rivers of Russia has significantly changed during the last 30–40 years due to climate warming and changes in water runoff. The purpose of this study is to ...investigate and analyse these changes, their long-term and spatial patterns. In the northeast Asian part of Russia, including Chukotka, the northern districts of Yakutia and the Magadan Region, the thermal state of rivers is affected by cold climatic conditions, high altitudes, continuous permafrost, aufeis, glacial runoff and groundwater recharge. It is closely related to flow direction and dimension of rivers. The study uses dataset containing observations of river water temperature (mainly from 1955 to 2012/2018) at 231 gauging stations and records of 34 weather stations. The large dataset enabled to create seasonal and monthly air temperature maps, as well as maps of deviation of these parameters from the values of background period. The boundaries of ten altitude-thermal zones were set and for each zone a relationship between temperature and mean catchment height was established. Empirical relationships between water and air temperatures showed the leading role of air temperature in changes in stream temperature. It was found that, despite the huge size of the northeastern region and contrasting natural conditions, noticeable climatic warming (by 1–2°C) has been recorded almost at the same time (since 1988). To the east of the Indigirka River, it has been detected since the mid-1990s. The air temperatures increase in spring and autumn is higher than in summer when the main river heat-flux is generated. The beginning of the first noticeable increase in stream temperatures dates back to the late 1980s. The next time milestones were the mid-late 1990s, the first half of the 2000s (from the Indigirka River to the Anadyr River), the late 2000s–early 2010s (western part of the region). The rivers and territories with positive water temperature anomalies predominate. The average range of anomalies is from ‒0.2 to +1.5°C; extreme values are from ‒0.8 to +2°C. The Arctic rivers, the area at the intersection of the Vilyuy and Olenek river basins, and the rivers to the east of the Kolyma River have maximum positive water temperature anomalies. Observed trends create favorable conditions for the intensification of thermal erosion and an increase in turbidity of river water.
The article is devoted to the problem of the colonial past in Algerian-French relations. In the early 2020s, it gained particular urgency for three reasons. Firstly, in the context of the ...transformation of the global world order and the deep social cleavages that have engulfed both many Eastern and Western societies, issues of historical memory, external and internal decolonization began to come to the fore both in public discussions within individual states and in international relations. Secondly, the coming to power in France of E. Macron marked an attempt at a serious transformation of the country’s foreign policy, strengthening its position in the world as a whole, and in the region of the Middle East and North Africa, in particular. Related to this were the (mostly unsuccessful) initiatives of E. Macron on the Palestinian-Israeli and Libyan settlements, the Lebanese crisis, and the resolution of accumulated contradictions with Algeria. Thirdly, A. Tebboune’s coming to power in Algeria in 2019 also gave impetus to the country’s foreign policy and created the conditions for revising relations with France. In these circumstances, the idea arose of preparing reports by the two sides on the possibilities of overcoming the negative colonial legacy in bilateral relations. The Algerian side did not submit the report, and the French text was prepared by B. Stora by January 2021 and caused wide response. The purpose of this article is to determine, based on the analysis of this text and the materials of the discussions that followed it, the French vision of the problem of reconciliation with Algeria. The article was written using the method of “slow reading” of the source - its main part is a detailed analysis of the report by B. Stor, followed by a review of the discussion he caused. The result of this approach is the identification of not only the widely discussed contradictions in matters of historical memory (both between Algeria and France, and within French society), but also the identification of some non-obvious problems of the French perception of this problem.
A highly accurate and detailed expert list of absorption lines of the

molecule in the range 0–4200 cm
−1
has been created. The line centers in the expert list are determined from the ...experimental and calculated by the effective Hamiltonian energy levels, and the intensities are mainly variational data. The list contains 549 200 vibrational-rotational transitions for 22 bands. The obtained centers and line intensities are compared in detail with the HITRAN2016 database and the AMES empirical list. Comparison with experimental data also shows that the accuracy of the variational calculation of the intensities of the spectral lines of the

molecule depends on the vibrational quantum numbers.
Theoretical background of a rational combination of dynamic electric neurostimulation (DENS) and spectral phototherapy (SPT) for complex elimination of age-related changes of facial tissues (ARCFT) ...and restoration of the body's functional reserves (BFR) is provided. Comparative results of separate and combined application of DENS and SPT (DENS&SPT) are provided. The results obtained upon examination of 90 patients have shown that DENS&SPT is more effective compared to separate application of the above procedures for both eliminating ARCFT and increasing BFR. After a course of DENS&SPT procedures, 87.5% of women evaluated the obtained aesthetic result as «significant improvement» and «improvement». When exposed to DENS&SPT, 5 of 8 measured parameters of facial skin condition improved significantly. At the same time, there was a restoration of BFR stress levels to moderate and optimal levels. DENS&SPT provides a mutually potentiating effect both in the aspect of correction of ARCFT and restoration of BFR decreasing with age.
