Recent research in the field of safety science on the limitedness of rules as a measure to achieve safety has coincided with new research in organization science on rules and routines, and their mutual relationship in particular. The present article is an attempt to uncover what the field of safety science can learn from the latter. It outlines three functions of rules in organizations (as a means for organizational control, as coordination mechanism, and as codified organizational knowledge) and applies these to safety rules in high-risk industries. Four common challenges of safety rules, as well as four typical measures of good rules management are illustrated by discussing examples from safety research. These challenges and typical measures of rules management are furthermore examined in terms of the three functions of rules in organizations. The article demonstrates how safety science, by taking a broader perspective, can benefit from organization theory.
In this article, we link the literatures on organizational routines and the management of uncertainties in order to establish the concept of flexible routines. Supported by flexible rules, this type ...of routine is argued to help achieve the right balance between standardization and flexibility, thus enabling resilience through loose coupling in high-risk organizations. The operationalization of the concept of flexible routine can help strategic decision-making regarding the design of high-risk systems as well as operational decision-making in the course of handling complex work processes. To underpin these arguments, findings from a case study on rules management in a railway organization are presented, where alignment of rules with the amount of uncertainty and actors’ competencies for handling uncertainties were analyzed. Implications for future research on flexible routines are discussed.

In diesem Praxisbeitrag fokussieren wir auf die arbeits- und organisationspsychologischen Aspekte von Fairness in der Gig Economy. An unserem aktuellen Innovationsprojekt FAMOS ...(„Faires Arbeitsmodell ‚Office Services‘“) werden Möglichkeiten aufgezeigt und diskutiert, wie ein faires Gig-Arbeitsmodell aussehen könnte. Im Projekt gehen wir davon aus, dass Fairness in der Plattformarbeit hergestellt werden kann, indem Maßnahmen für fachliche und persönliche Entwicklung sowie Community Building angeboten werden. Dadurch wird eine gewinnbringende Beziehung im Sinne eines ausgewogenen psychologischen Vertrags zwischen Plattformbetreibenden und Leistungserbringenden gefördert. Community Building scheint zudem ein wichtiges Instrument zur Steigerung von subjektivem Gerechtigkeitsempfinden und Zugehörigkeit zu sein. Unsere ersten Erkenntnisse zeigen, dass Personalentwicklung sinnvollerweise in die Community-Strukturen integriert wird und Partizipation bei der Regelgestaltung innerhalb von Plattform und Community eine zentrale Rolle für wahrgenommene Fairness in der Gig Economy spielt.

The chapter describes some suggestions for future work on the concept of safety culture taking the interplay between rules and behavioural routines as a starting point. It discusses the concept of ...safety culture, external regulation versus self-regulation that are outlined as two basic approaches to regulation, and the role of safety culture is reflected upon from these two perspectives. The chapter provides some reasons for why regulators should stay away from prescribing, monitoring and enforcing cultural norms and assumptions, but should rather focuses their activities on the more accessible and malleable elements of safety management systems. An important distinction to make in any discussion of safety is that between process safety and personal safety. In process safety, the risks and uncertainties to be managed are directly linked to the primary work process of the organization, such as curing patients, producing energy or transporting goods and people.
